Rieke arrived at 7:05 p.m. Christmas decorations on the decorative lights; dog problem in Northland; requested cost in£ormation on the beauti£ication project on a per block basis £or donations £or extension o£ the project. Hazen made a motion to approve the City Engineer to review costs o£ the beauti£ication project and prepare a cost estimate per block; seconded by Rieke I Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. The Mayor also requested input £rom the Council on APO in£ormation on a££ordable housing. COUNCIL REPORTS RIEKE: Rieke reported that the Personnel Committee reviewed the employment history on a Police O££icer's request to reconsider her step status and £ound the step status to be appropriate; The CORE Committee will meet December 5 at 6:30 p.m. at Sexton Commons. HAZEN: No report. LOSO: The Park Board recommended appointment o£ Bill Hanson to replace Rick Schultz. Rieke made a motion to approve the appointment as recommended; seconded by Hiemenz. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Loso received a request £or a skating area in Morningside Park. A£ter discussion o£ liability, maintenance, and control, Loso made a motion I to proceed with installation o£ a skating rink which would be unattended, and without a warming house, contingent upon a response £rom the loss control consultant; seconded by Rieke. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Page 2621 December 1, 1994 Reber made a motion to approve hiring of attendants for the Baseball I Park skating rink as determined by Councilor Loso, with proposed opening date December 16th; seconded by Rieke. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Loso also discussed and requested further information on the budgeted costs involved in legally required police tape recordings; budget information on revenue vs. expenditures, and past budgeted state revenue; startup funds of $70Ø for Babe Ruth League was approved by the Park Board. HIEJ'lEHZ: Hiemenz discussed complaints about broken glass on streets; concerns about the DBL Labs proposed TIF project. Hiemenz made a motion to notify Dean Otterson and Tom Jovanovich about concerns of manipulation of required length of time the additional jobs must be :filled, and DBL Labs compliance with PCA requirements in relation to the proposed TIF financing project; seconded by Rieke. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Other matters Hiemenz reported were: St. Joseph will host an overnight camping stay for a Multiple Sclerosis sponsored cyclist event; Star City Committee is preparing to work with the Design Team; questioned if Park Board is posting notice of their meetings; discussed the policies I adopted at the League of Minnesota Cities policy adoption meeting. BUDGET IHFORJ'lATIOH: Deputy Clerk Judy Weyrens discussed budget and financial information to be presented at the Truth in Taxation hearing. OPEN TO THE PUBLIC: Gary Utsch asked about the budget and levy process. REAL ESTATE PURCHASE AGREEJ'lENT: Hazen made a motion to authorize the execution by the Mayor and Clerk/Administrator of a purchase agreement between the City of St. Joseph and the Town of St. Joseph, buyers, and Gerald W. and Marion J. Roske, sellers, for a parcel of property located between Minnesota Street East and CSAH 75, and 3rd Avenue SE and 7th Avenue SE. The motion was seconded by Hiemenz. I Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Hiemenz made a motion to finance the City's portion of the Roske Page 2622 December It 1994 property purchase by designating funding of the City's share from I General Fund Designated Funds for Debt Service Relief; seconded by Rieke. Ayes: Reber, Rieke, Hazen, Hiemenz. Nayes: Loso. Motion carried. CLERK/ADKINISTRATOR REPORTS: Stapleton reported on water bills; property cleanup; Christmas tree pickup; Fire report; City Attorney's recommendation on Badges in Business program; employee vacation; credit from SEH for the West Minnesota Street project; RESOLUTION EAST KINNESOTA STREET: Loso made a motion to approve a resolution to correct the rebating resolution to provide payment in equal installments extending over the original term and the interest accrue at the same rate as the original assessment. The motion was seconded by Hiemenz. Ayes: Rebert Rieket Losot Hazen, Hiemenz. Nayes: None. Motion carried. CITY ENGINEER JOE BETTENDORF REPORTS: Joe Bettendorf discussed the water tower illumination. After discussion of traffic control at the College Avenue - Minnesota Street intersection Loso made a motion to approve the firm of Shortt Elliot, Hendrickson to draw up a proposal I for a four way flashing red light, with poles to blend in with decorative lighting in the beautification project. The motion was seconded by Hazen. Discussion - Rieke discussed the truck parking problemt and parking requirements. Loso stated that the businesses must be accommodated. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. Hazen made a motion that there is signage installed on the west side of College Avenue North, by the intersection of College Avenue and Minnesota Street indicating Loading Zanet Thursdays, 11 to 2 p. m. No Parking, The motion was seconded by Hiemenz. Discussion -Enforcement of no parking 30 feet back from the stop sign. Verify if the day and time are correct for loading zone, also discussed omitting the specific day. Ayes: Rebert Rieke, Loso, Hazen, Hiemenz. Nayes: None. Motion carried. WELLHEAD PROTECTION PLAN: Rules will require cities to develop a wellhead protection plan within two years. STREET IKPROVEKENTS: The County Engineer has placed the East Minnesota Street Improvement from Third Avenue to 9Ist Avenue, on the 1995 construction list. The County would fund the center twenty four feet I of the project. Council discussed the possibility of delaying it a year and include extending 12th Street in the project along with providing utility services to the Roske property. Also County Road 121 (College Avenue South) is in the County Improvement plan. Page 2623 December 1, 1994 WATER SYSTEM IMPROVEMENT: Joe Bettendorf presented a proposal for I installation of Municipal Well Number 4 at an estimated cost of $55,ØØØ with Pumphouse No. 2 Renovation of $49,ØØØ with a total estimated cost of $lØ4,ØØØ. He stated that installation of this well is at a critical stage. Iron Removal Filter project was discussed with an estimated cost o:f $413,lØØ. This project will have to be done in the next two years. Leo Sadlo recommended moving forward on the well project as soon as possible and put o:ff the filter for a year at most. Loso requested that Bettendorf check on the Morningside Park grant status. Loso made a motion to adjourn at 9:57 p.m.; seconded by Hiemenz. Ayes: Reber, Rieke, Loso, Hazen, Hiemenz. Nayes: None.
