HomeMy WebLinkAbout1994 [12] Dec 06 Page 2624 December 6, 1994 I Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Tuesday, December 6, 1994 at 7 : 00 p. m. in the City Hall to conduct a budget and tax levy hearing. MEMBERS PRESENT: Mayor Donald Bud Reber; Councilors Ross Rieke; Bob Loso, Ken Hiemenz, Stephanie Hazen; Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Judy Weyrens, Steve Frank, Richard Taufen, Fred Reber, Lee Kapsner, Edmund Kremers. Mayor Reber called the Truth in Taxation hearing to order at 7:00 p.m. Judy Weyrens, Deputy Clerk, gave a presentation of the proposed budget and levy along with associated data. Steve Frank discussed the large increase in his property valuation and the actual tax increase. He proposed budget cuts to the Star City program and to deny increasing the number of police officers. He also questioned the cost of the water tower illumination. Richard Taufen asked what is the per centage of residential property to commercial and industrial property. Weyrens presented a graph showing the per cent ages of each group. (Residential property is 67%. ) Taufen also questioned how the property valuations are determined. They are determined by the City Assessor according to policy set by the state, I and reviewed by the County Assessor. The State has final control. Rieke asked each Councilor to review the budget and return with proposed budget cuts on December 14th. Rieke left at 7:35 p.m. Loso presented a handout with budget cuts in specific areas to reduce the budget to an acceptable levy. The Council agreed to recess the hearing to December 14 at 7:00 p.m. and have proposed cuts at that time. They also requested that the Department Heads to attend that meeting prepared to make recommendations to proposed cuts in their budgets. The City Attorney is directed to advise the Council on the ruling requiring the police to make a tape recording during the time individuals in custody. The hearing was recessed to December 14 at 7:00 p.m. and the meeting was adjourned with a motion by Hazen; seconded by Hiemenz at 7:57 p.m. Ayes: Reber, Loso, Hazen, Hiemenz. Nayes: None. Members Present: Mayor Donald "Bud" Reber. Councilors Bob Loso, Ken Hiemenz, Stephanie Hazen. Councilor Rieke absent. Deputy Clerk Judy Weyrens. Others Present: Public Works Director, Dick Taufen. Mayor Reber opened the meeting and stated that the purpose of this meeting was to continue the Truth in Taxation Hearing and conduct a working session on reducing the budget. Members present discussed line items throughout the budget with the intention of reducing the levy no less then ten percent. The following is a summary of the results of the discussion. Proposed 1995 Budget General Fund Levy 196,372 Debt Service Levy 27,000 ------- Total 1995 Levy 223,372 At this time Mayor Reber stated that the Truth in Taxation Hearing is I closed and will be continued on December 15, 1994.
