of St. Joseph met jointly, in Special Session with the TONn Boat~d fot~
St. Joseph TONnship, on Tuesday, J an ua¡-~y 11, 1994 at 8: 00 p. m. in the
City Hall.
MEMBERS PRESENT: CITY COUNCIL - Mayor Donald Bud Rebet~ ; Membet~s of the
Counci 1 Ross Rieke, Bob Loso, Stephanie Hazen. Clerk/Administrator
Rachel Stapleton.
TOWN BOARD SUPERVISORS - Jerome Salzer, Bernie Schloemer, Joe Bechtold.
TONn Clerk Anna Reischl.
FACILITATOR: Bob Heim
OTHERS PRESENT: City Planning Commission Members Hub Klein and Dan

At 8: 00 p. m. Facilitator Bob Heim called the meeting to ot~det~ and
presented a proposed joint pONers agreement. The Boards agreed to
revieN and revise the proposed agreement and then the Bo<:n~ds will have
their attorneys review the document and advise. The Boa¡-~ds al so agt~eed
to generally alternate hosting the meetings, and the host Cl ed< will
take the mintltes. At the end of each meeting the Boards will a~we e on
the location of the next meeting.

The section on voting shall be changed to "All voting by the Membet~s of
the GSJAC shall be by "block" voting. A majo¡-~ity of membet~s p¡-~esent
ft~o m each j l.n~ i s d i ct ion must vote alike in o¡-~det~ to cast the "blocl-<".
Each block shall constitute one vote." The Facilitatot~ shall not be a
voting membet~.
The Section on tet~mination shall include language that states that
either member shall pt'ovide the other with written notification of such

Amendments section changed to "This agreement may be amended at any

Bob Heim agt~eed to make these changes and submit the revised document
to the Boat~d s th¡-~ough the Cl et~ks, and fax a copy to the attot~neys.
The Boards agreed to begin theit~ st udy on state statute on annexation J
(414) . Bob Heim requested that each Boat~d send a copy of theÌ1"~
comprehensive plan to him. The two jurisdictions requested that the
Planning Commission membe1'~s be kept info1'~med by sending copies of the
minutes and agenda, pt~iot~ to each meeting. Heim requested the Planning

The City Clerk/Administrator disbursed copies of the Phase II
Coopet~at i ve Planning Gt~ant Application, fot~ funding to study the
joining of the sepa¡-~at e se¡-~vices including studying a met~get~. This
application was sl.\bmitted on Janua'r~Y 7, 199L~, on behalf of the City and
Township of st. Joseph.

boundat~Y at~eas. After discussion the Bo¿n~ds a~weed to have a
specialist ft~o m the County attend theÍ'r~ next joint meeting to discuss
the numbe¡-~i ng system issue alon~1 with b~anspot~tat ion concet~ns.
The next meeting date was set fot~ 8:00 p. m. , F e bt~l.\(at~Y 8, 199'+ at the
