MAYOR REPORTS: 1) The l'1ayor reported that he attended a St.
Cloud Area Economic Development Partnership meeting. Bill
Pahrney discussed with him, that he is working on the
I Business Park pr-oposal for our City.
~o At a Stearns County League meeting, which the Mayor
attended, a topic of discussion was controlling re:fuse
haulers disposal sites through licensing o:f haulers. Mayor
Reber asked Stapleton to get more in:formation on this matter.

explain investment procedures to the Board and Council. e)
I The Fire Board approved a committee of the Fire Department to
meet with the City and Township at their joint meeting on May
24. f) The Fire Department is applying for a matching grant
through DNR for equipment. g) Fire Chief Taufen announced
that he will retire as Fire Chief at the end on this year.
The Fire Department will vote on a new Chief.
2) Hazen also reported that the Planning Commission held a
hearing and approved a plat for Art Novak.
LOSO: 1) Loso reported that although the City did not receive
the bid for the bleachers, there is still the need and
interest in getting new ones. Replacing the back drop was
part of the initial project. Loso made a motion to proceed
with the backdrop replacement project at a cost of $3,110
from Bemboom Fence, the expense to be taken out of the Park
Development fund. The motion was seconded by Rieke.

2) Loso also discussed that plans for installation of a sign,
on the City Maintenance property, designating the location of
the Wastewater Treatment Facility, City Maintenance
Department, Boy Scout Troop 84, and Shannon's Upholstery.
Plans are for Mike Sworski, Maintenance Department, to
construct the sign out of rough sawed cedar or redwood, with
I router letters. Shannon's Upholstery would be required to
pay an annual rental fee of approximately $50, with a written
rental agreement.
3) Hazen made a motion to approve Loso's attendance at the
LMC Legislative Review to be held in St Cloud on May 24 at
the Kelly Inn as requested; seconded by Rieke.

Nayes: None. Motion carried.
4) Centennial Park will be upgraded this summer, and Loso
will have a quote for installation of sidewalk to surround
the shelter building for the next meeting.
CHIEF OF POLICE REPORTS: 1 ) Chief Brad Lindgren reported
that Jean Gustin is back at work doing light duty, 8 a. m. to
4 p.m. Hazen asked if she could be working her regular
shif t. Chief Lindgren stated that it works well with her
working days, because she can respond to the phone calls and
walk in traffic to the office, while he is patrolling.
¿) The Council reviewed the Chief's report and Mayor Reber
asked about the underage consumption and violations from
Sal's Bar. Chief Lindgren stated that Sal's has had three
violations but they would be classified as unintentional.
I Mayor Heber stated that he felt that Dale Schneider is
making an honest effort to comply with the liquor laws.
~) Hazen asked about enforcing the curfew. The Chief stated
that the police officers are enforcing the ordinances
controlling curfew and riding bicycles on the sidewalks.

/1) Hazen also discussed that the ownel- of Grand Slam Pizza
stated that the businesses in that area only receive I
delivel~ies on 'Chursdays, and suggested that the parking
stalls be reinstated to allow parking except on Thursdays.
Chief Lindgren also stated that the stop sign at the four way
stop is impossible to see, when trucks are parked on College
Avenue. 'i'he Council referred the matter to the Planning
Commission for recommendations. Stearns County and AJ?O
should bê' contacted for their recommendations.
~) Pinestock brought over seventy police calls, including
fights, theft, and damage to property. The Chief will work
with the Hayor, City Attorney and college officials on
controlling the problems ±rom Pinestock.
b) Loso asked what the procedure was for blowing the siren on
the patrol cal~. in l~esident ial distl~icts at night. Chief
Lindgren stated that the law requires the lights and siren to
be on when the patrol car exceeds the speed limit.

I ~;tapleton presented a report from Dick Taufen, on the needed
c.:orrections to the sidewalk in front of City Hall. Council
was in agreement to include this repair with the ADA
corrections to City Hall.

Uetreat is set for June 21 at st. John's.

PHi:::L1MINARY PLAT NURTHLAND PLAT THREE, FUUH, AND FIVE: Terry
Schmid presented Northland Plat Three, Four and Five for
Council e..:onsideration and is legally described as:
The Northwest Quarter of the Northeast Quarter of
Section 1Ø, Township 124 North, Hange 29 West, Stearns
County, Minnesota, together with the b;ast Half o:f the
Northwest Quarter of said Section lØ that lies northerly
of the Burlington Northern Hailroad and East of the east
line of Northland Plat 2, a duly recorded plat on file
I and of record in the Uffice o:f the County Recorder-,
Stearns County, Minnesota.
Council discussed with Mr. Schmid the dedicated and donated
parkland, drainage easement, park access. Schmid stated that
Pete Hothfork donated 2.bb acres of par·kland. The developer

gave the city money for Phase One and Two. This parkland is
for Phase !Jne, Two, and Three. The City will have to pay
Pete Hothfol-k for the additional acres, that he has not I
donated, and for park land that is included in the plat that
the developer gave the city the required money for in lieu of
parkland. Rieke stated that there should be a written
agreement with Rothfork on the park land. The Council
requested a drainage easement out of the park, which would
extend easterly, in order to provide storm drainage. Loso
made a motion to approve the Preliminary Plat of Northland
Plat Three, Four, and Five, as presented with the stipulation
that a twenty foot drainage easement, contingent on the City
è:ngineers appl~oval, will be provided on Block 4, Lot 2, and
Blocl< 3, Lot 1 ; seconded by Rieke.

Loso made a motion to approve the final plat of Northland
Plat 'l'hree as presented, contingent on approval by the City
~ngineer, and with the twenty feet storm drainage easement
allowance as is required in the preliminary plat approval;
seconded by Rieke.

EQU1:f->l1ENT HEQU1:::STS: Stapleton presented a request from the
Water' Department for a gauge for the Water Treatment I
Facility. :f->roposals offered were bottom mount and a flush
mount. Council requested that Dick 'l'auíen give a
recommendation on which type he would prefer. A request for
a tool box, Lox liner and tail gate protector, and a class
111 hi tc.:h, dr'op and ball for the new pickup truck, was
requested at an installed price oí $E:.13.15. Rieke made a
motion to approve the request as presented; seconded by Loso.

ULD BUS1N1:::SS 1) Linnemann lnn Parking - Owners were
requested to resubmit their plan to the Planning Commission.
:¿) Linnemann lnn Hookup Fee - Steve Dehler requested that the
Cuuncil use the past 12 months to calculate the hookup charge
for the Linnemann lnn, and compare the increase to the amount
of pr'evious hookup use, and then prorate the amount of
additional hookup. Br'ad Lindgren stated as part owner he and
Dehler' did not have the same view. He stated that he would
IH'eíer' to pay the additional hookup charge.
:.:I) Joe Bettendorí's grid for addressing will be presented at
'lhe City/Township meeting to be held on May 24. Because Brad
11eyer has wOl~ked on the existing addressing in the City and
made recommendations on needed address changes, the Council
felt that he should attend this meeting and agreed to invite I
him.
4) l1ar'k Twain CaLlevision has agreed that 'lhey will provide
