Pursuant 1:.0 dUl? caLL and notice thereof", the City Council for the City I
of SL Joseph met jointly, in Special Session with the 'fown Boar-'d fOL~
St. Joseph 1'ownship, as the Greater St. Joseph Area Committee, on
Tuesday, May 24, 1':3':34 at 8:00 p. m. in the Town Hall.
MEMBEHS PRESENT: CiTY COUNCIL - Mayor Donald Bud Reber; Members of the
Council Bob Loso, Stephanie Hazen, Ross Rieke. Clerk/Administrator
Rachel Stapleton. Ken Hiemenz absent.
TOWN BOARD SUPERViSORS - Jerome Salzer, Bernie Schloemer, Joe Bechtold.
Town Clerk Anna Reischl was absent.

At 8:0Ø p. m. Facilitator Bob Heim called the meeting to order and
recognized the Fire Department as the first item of business.
FIJili.. DEPARTMENT
The Committee for the Fire Department for a property location for the
Fire Hall discussed with the Boards their findings. The choices are as I
follows:
l. Centennial Park - City Attorney has advised the City against
pursuing this location, from a legal standpoint.
2. Proper'ty near Kennedy School - St. Ben's owns this property and
has indicated that their plans include this property for their
purposes, and they are not willing to release it.
~. Haske Property - The City has considered this parcel in the
past for future City buildings. Water and sewer would have to
be extended to the property.
4. Scherer Property - This parcel has about two acres and it was
felt that about three acres would work best as a minimum site.
Other sites suggested were Krebsbach property (Old Chevy garage site) ,
t,he Lallr property by the DelWin, and the Walz or Bechtold property on
County Hoad 2.
Hoss Hieke questioned if the Hoske property should be reconsidered.
Mayor Heber felt that less than hal£ of it is usable, access to CSAH 75
may be difficult and could interfere with the proposed signal lights.
He suggested considering a sub station. The Fire Department did not
feel that a sub station would function well.
After considerable discussion Jerome Salzer made a motion to check on
the costs of installing water and sewer services to the Hoske, I
Krebsbach, and Scherer properties, and negotiate a price on each;
seconded by Hoss Hieke. Discussion - City should be the responsible
entity to get the costs of services and negotiate prices. The Fire
Depar·tment needs to determine if access and parcel size are adequate.

Un a call of' the question the motion carried unanimously.
I Jo~ B~chtold requested that the City and Township reconsider the cost
split prior to renewal oí' the rire Contract. He stated that in the
past years the relationship has been very good and the cost split :fair.
The number oí' quantity oí' :fire and rescue calls between the City and
1'ownship has changed. He requested that the cost split be reconsidered
in the í'uture to reí'lect this change.
The Vire Department will be on the agenda oí' the next joint meeting.
Bernie Schloemer made a motion to hold the next meeting on June 21,
1~'34 at 8:ØØ p. m. in the City Hall; seconded by Bob Loso.
The method o:t screening applicants to the rire Department and criteria
used in screening was discussed. The Fire Department makes a
recommendation to the City Council í'or appointment oí' new members. The
City Council coní'irms the appointment. A:fter some discussion Joe
Bechtold stated that the rire Board would hold a special meeting and
make a recommendation to both the City and Township Bodies.
ADDRESSING SYSTEM
The agenda item on Addressing System proposal was moved to the June 21,
1<::1<::14 meeting at 8:::IØ p. m. with a motion by Bernie Schloemer; seconded
I by Stephanie Hazen. The motion carried unanimously.
Further discussion on the recommended addressing changes were that the
Town Board did not have a problem with any changes that only affected
the City.
REVIEW OF ORDERLY ANNEXATION STUDY
Bob Hiem presented a proposed study o:f Patterns o:f Development,
Transportation Issues. The group discussed it and proposed several
changes under the area of Potential Transportation Issues. The new
entrance to the College of St Benedict was discussed in relation to the
transportation plan. Bob Heim will make the changes to the study as
requested.
The Land Use Controls study was presented by Bob Heim and approved as
presented.
Governmental Services study was presented and changes made to the
Administration portion which will include the make up of CORI::: from
it's Mission statement.
Environmental Concerns study was presented by Bob Heim and approved as
presented.
I Bob Heim stated that the agenda of the next meeting will include plans
and programs by the annexing municipality :for providing needed
governmental services to the property proposed for annexation, from the
Statutory Criteria for Merger/Annexation. This will require site

Stephanie Hazen questioned where the official minutes are being kept
ior this gr·oup. The group discussed and generally agreed that both the
City and the 'ïownship are keeping the minutes, because these are
official meetings.
The meeting was adjourned at 10: 15 p. m. with a motion by Loso; seconded
by Hazen. The motion passed unanimously.
