94, and County Road 133, on the Transportation Impr'clvement Program.

I motion to authorize the City Engineer to proceed \dth <lctions, to
\1hatever e>~tent he feels is necessary, to pr'ovide £Ol~ the best
interests of the City in preparation for the County project to
upgrade County Road 133; seconded by Hiemenz. Discussion _. **
Hiemenz stated that previously discussion.s with the County Officials
indicated that they did not want to participate in roadway costs,
because the improvement was not high priority. Now they may change
t.heir· position because the project has been 9 i v€'n a higher príor'ity.
Reber concurred by stating that the County may consider' some
participation in l"e-alignment costs, becausE' County Road 133 is now a
planned project.

COUNCIL REPORTS
RIEKE: CORE met recently and discussed the " Pine:'stock Speakout. " The
issues discussed were reviewed, and the g:cclup conside:c'ed mal.¡;ing a
det,e:cminaticln that \'Ihatever action the City, the CORE group, and the
student groups take will havE' to be donE' soon. The number one issue
seemed tCI be money. CORE is proposing a cooperative e:ffort to :Laise
money by the students, business community and effected gr'oups, :for
cleanup, en:forcement, and damage replacement.
EHLERT: The Sno-~Toes will discuss further and arE' willing tel promote
I melre ccmtr 01 on sTlcl'\'lmobiles through signsge and other' TiHõ'anS, to be
implemented for the next snowmobile year.
LOSO: 1) The Park Board met February 25 and :r-ecei ved pr'oposal for'
a
the summer recreation program from Chris Ver lmq and Dave HE'idE'man.
Loso made a motion to appr'ov€' the summer recreation proposal of Chris
Ve:c·lO'l1 and Dave Heideman, 'to direc·t the pr'ogr'am which \'1Ìll be conducted
Í:c'om June:' 12 through August 4, 1995 with tc,tal budgeb~'d expenses of
$11,743; seconded by Rieke. Discussicln - the budget includes :c'evenue
input :from the City of $7 t 420, "lith an additional $4,0ØØ pr'oposed :f:com
membership :fees; total e:otpenses is $11,743 ....,i th a net loss of $323. øø.
This proposal includes tee shirts.

2) Various interested persons have expressed 'the need :f or a phone at
the Ball Parl< and at Centennial Park. After discussion ox cCrs·ts of
var'ious types of phone?s, Loso agreed to check on the various equipment
available and associated costs.
3) Babe Ruth League Baseball will begin -UÜs spi-ing and the bathrooms
at the Ball Par'k are in very bad condi ticln. Loso ofxered 'to check on
the costs of :f'enting satelli tc's along with the associated se:cvices
p:covided with th&ffi.
I 4) The Babe Ruth League has raised abtlut $7, øøø :fo:c sta:ct up costs, but
still need $1,200. About 45 kids, ages 13 through 1~1 have signed up

Minutes and agendas will be provided to the public at no cost. Upon
:ceq ues't t copies of agendas and approved minutes will be mailed 'to any
individual requesting this information.
Draft of the minutes will be dispensed to the members of the Council
only. Copies of the minutes will be provided to the public only after
app:coval.
Requests :for meeting notices will be renewed yearly, on a farm provided
by the City.
OTHER PUBLIC INFORMATION
Charges for all other public inÍo:cTflstion shall be as :follo\'lS;
Twenty five (25) cents per sheet for each onE:' sided copy.
Thirty £ive (35) cents per sheet for each two sided copy.
Requests for public information not readily retrievable or if more than
three separate sheets of public information must be retrieved and

KENNEDY ELEMENTARY WALKING PATH: Hugh Skaja, Kennedy Elementary
Principal, appeared be£ore the Council to ask them to reconsider the
request £or city participation in £unding a proposed walking path
around Kennedy Elementary property. He stated that the Lions had
considered the request for donating to this project. LOBC' dìscuSSE·d
that the Park Board budget was cut during the budget process. Mayor
Reber stated t.hat it is time to look closely at how to get the most
}:n?ne:fi·t out of the tax dollars. The :funding £ü:c each '['¡(2'ü project, n£·eds
serious consideration. The Industrial Park needs to be developed also.
The City has many acres o£ very nice well developed pa:cks. After
further discussion of funding and Council's desire to help fund Mr.
SkBja's project, Rieke made a motion to approve $1,0ØØ toward funding
:for the walking path BS proposed. The motion was seconded by Hiemenz.

that the Green Thumb prog:cam has been help:ful :f CI:C this type o:f '~ork in
some cities.
Stapleton will get inf o:cmat,ion on the Gr'een Thumb p:cogr'am and other
employment p:rograms.
COMPOST AREA: L(;tf::o made a motion to open the compost 8-r·ea on Easte:c

TAPE RECORDING CABINET AND EQUIPMENT: Stapleton discussed that
manufactured cabinets are very costly and an ;;1:\,- e a custom cabinet maker
may be more cost effe,:;tive and serve ou:!.' needs bet teL Rieke
l-ecommended that the cabinet 1.8 built to providc' space for a TV and
VCR. Council concurr'ed. Mayor Rebe:c \<lill gathe:c information and b:cing
it back to the Council.

Materials Management; Cente:!" City had one available; and check 'Ili th
government surplus p:coper'ty. The Mayor and Council thanked him :for his
