BILLS PAYABLE: Rachel Stapleton pT'esented the bills payable check
numbers 21143 - 21231 and a list CI:f five addi ticll1al bills. She
stated that the St. Joe Gas & Bait amount omitted about $150 which
needed clari£ication on the amount o:f :r'equired ta:>:es. She also
requested that a bill :for Erkens Cleaning Service o:f $276.90 be
I considered. Loso requested that the amount :for emergency services
on check number 211806 is deleted, because a pay request :for this
seT'vice was not submitted. Hiemenz questioned what seT'vice this
payment would coveT'. Loso discussed that it was set up in about
1988 to upgrade the emergency services :for St. Joseph. Loso made

CUMMUNITY GARAGE SALE: The annual community garage sale is set for
the third Saturday in August. Judy Weyrens has requested to no
longer do the maps and advertising. Stapleton requested that the
Council establish the third Saturday in August as the annual
community g<:n'age sale. This \'Iill allow for continuity thr'ough the
years, f2ven if the:r'e is no organized effort b" an organization.

August as St. Joseph Annual Community Garage Sale Day; seconded by

- NUISE VIOLATION: :3tapleton pl"esented a noise violation from July
1, 19'35 at 118 East Ash Stl~eet, Dan Schmitz, owner. This \'I'8S
classified as a first violation.
HEARING - NOISE VIOLATION: Mayor Rebel- opened a hearing for Roger
Steichen, property owner of 105 West Ash Street, for two noise
violations within the violation year. Steichen discussed with the
Council that a:fter receiving the :first violation he fined the
renters and informed them that if they received another violation
they would be evicted. He also withheld $350 damage deposit on
the :f Ü- st violation. Additionally, the tenants have already moved
out, and new renters will reside at the property in :fall. City
Attorney John SCherel" discussed the Council's options for
penal ties. After further consideration, Mayor Rebel" made a motion
to fine Mr. Steichen $300, because Mr. Steichen had acted
responsibly. Further, the fine shall be stayed, with the
understanding that no violations will occur within the neJ.lt six
months o:f the rental year. The rental license will be contingent
upon this understanding. The motion was seconded by Loso.

SENIOR HOUSING: Terry Schmid appeared be:fore the Council to
discuss senior housing projects for St. Joseph. Mayol" Reber
stated that he has received requests for patio type housing.
Schmid stated he has done several projects of that type in various
locations in Minnesota. He also stated that financing sources for
this type o.f housing has neal" 1 y dr ied up. Terry stated that his
partnel" could come to a senior citizen meeting to discuss this
issue and determine need and interest.
WELL NUMBER 4' - APPLICATION FOR PAYMENT: Joe Bettendorf, City
En.gineer, presented Application for Payment Number 3, to Don.abauer'
Well Company in the amount of $4, 788. Hiemenz made a motion to
approve the application £01' payment as presented; seconded by
LOBo.

STREET IMPROVEMENT PLAN: Joe Bettendorf presented proposed
i mpr'ovement plans :for sealcoat, over'lay and
construction/reconstruction :for a five year period. The Council
will study this in:formation and agreed to }"JO 1 d a special meeting
on July 13~ 1995 at 7 : øø p. m. to further discuss a capital
improvement plan.
OPEN TO THE PUBLIC: At 8:30 p. m. Mayor Reber opened the meeting up
to the public. Alan RassieT' questicmed if the proposed 12th
Avenue East connection would be included in the improvement plan.
Council generally agreed to the impor'tance o:f it. They :felt that
construction of it would go along with development and agreed to

MAYOR REPORTS: 1) NSP Gas Company cu.t into the new strEH?t area on
West Minnesota Street. There is a gas line in the alley, and Dick
Tau.fen questioned the need to cut up the new street. Reber
questioned what noti£ication is given to the City on this type o£
exca\.lation. Stapleton stated that the Company is required and
does get a permit .for any excavation in the stl~eets. She will
review the permit process with Taufen, and seek further
requirements o:f the Company in ordel' to prevent this type of
problem in the future.
2) Mayor Rebe:c received a T'equest to have the compost area open
Wednesdays :from 4 p.m. to 8 p. m. to accommodate those residents
that are out o:f the city on weekends. Council was suppo:rtive of
this additional SE>í-'vicE', and MayoT' Reber will discuss it with the
compost attendants.
:]} Jim Schwagl, Pam Novak, B:c-uce Backes, Tom Krebsbach, Bud RebeT',
and Rachel Stapleton met to discuss the bus stop by the Creamery
Apa:ctments. Pam Novak ag:c'eed, :for the College of St. Benedict, to
use the bus stop :for educational tT'anspc.rtation only. The buses
that provide :for social transportation would nClt stop at the
Creamery Apartments. The College will get new sigrls 'posting the
hours for the bus stop.
4) Mayor Reber attended a meeting in Albany concerninÇ/ the
abandonment of the railr'oad. ISTEA funding is being souøht to
constr'uct a r'ecreational tr'ail along the railr'oad bed from St.
Joseph to Sa uk Centre. ISTEA :funding requires a 2Ø~~ local match.
The proposal is a 'ten foot wide blacktop tr'ail.
5) Mayor Reber is on the agenda o:f the County Board o:f
Commissioners meeting for July 11, to fur'ther discuss and confirm
with the Board that the City Council is suppor'ti ve clf the :four ",ay
stop issue at Second Avenue West and Minnesota Street (County Road
2),

RIEKE: 1) Rieke questioned the methods o:f control on trash,
rubbish and junk cars in the City. <Currently the Ci'ty responds
on a complaint basis, along "lith yearly inspection of the í-'ental
properties. ) There are several places that probably a:ce not in
compliance with Ordinance 107, the øarbage and r'efuse ordinance.
Rieke recommended that an inventory of trash and gar'bage is taken
and measures taken to assur'e clean up cd all the p:cope:rties.
2) An individual has stated that the RV site at the campground in
Millstream Park is very gClod, but needs an e::·:tr'a hose o:f some sort
-to make it mo:c€' usable. Rieke will review the site with that
indi vidual.

Attorney will set up a meeting as previously discussed, to 9° over
the particulars cd the architectural contract.
2) The Council received the semi-annu.al r'eport last month, and
Theisen asked if there wer'e any questions or commen'ts. Council
inquir'ed which calls ar'e billed, and :c'elated insurance companies
will pay the casts o.f erner'gency calls if they ar'e billed. No
r'E'cclmmendation was made.

Councilors were directed to complete the forms according to the

SENIOR HOUSING: Terry Schmid appeared before the Council to
I discuss senior housing projects for St. Joseph. l'Iayol~ Reber
stated that he has received requests for patio type housing.
Schmid stated he has done several projects of that type in various
locations in i1innesota. He also stated that financing sources for
this type of housing has nearly dl~ied up. Terry stated that his
partner could come to a senior citizen. meeting to discuss this
issue and determine need and interest.

on July 13, 1995 at 7:0Ø p. m. to f'urther discuss a capital
improvement plan.

MAYOR REPORTS: U NSP Gas Company cut into the new stref:t area on
West Minnesota Street. There is a gas line in the alley, and Dick
Tau:fen questioned the need to cut up the new street. Reber
questioned what noti£ication is given to the City on this type of
exca\/õtion. Stapleton stated that the Company is requÜ:ed and
does get a permit for any e;-:cavation in the streets. She will
n:?view the permit process with Taufen, and seek further
requirements of the Company in ol"del" to prevent this type of
pl-oblem in the future.
2) l1ayo:r Reber received a request to have the compost area open
Wednesdays from 4 p. m. to 8 p. TiI. to accommodate those :cesidents
that are QU't of the city on weekends. CCluncil was suppo:ctive ox
this additional se:c'vice, and Mayor' Reber will discuss it with the
compost attendants.
3) Jim Schwagl, Pam Novak, Bruce BackE's, Tom Krebsbach, Bud RebE'r',
and Rachel Stapleton met to discuss the bus stop by thE' Crearner'y
Apa1'tments. Pam Novak agreed, for the Cc,llege of St. Benedict, to
use the bus stClp for educational t:cansportation only. The buses
that pTovide :for social transportation would not stop at the
Creamery Apartments. The College will get new siøns posting the

4) Mayor Reber attended a meeting in Albany conceToning the
abandonment of the railr'oad. ISTEA :funding is being sought to
cCl!1struct a rec.~rE'ational trail along the railT'oad bed fTom St.
J oSE'ph to Sauk Centre. ISTEA :funding requi:.ces a 2Ø~~ local match.
ThE' proposal is a ten foot \-¡ i de:- blacktop trail.
