HomeMy WebLinkAbout1995 [07] Jul 13 Page 2822 July 13, 1995 I, Pursuant to due call and notice thereof, the City Council Íor the City of St. Josepb met in special session on Thursday, July 13, 1995 at 7:00 p.m. in the City Hall~ MEMBERS PRESENT: Mayor Donald Bud Reber; Councilors Ross Rieke, Bob Loso, Cory Ehlert; Clerk/Administrator Rachel Stapleton. Ken Hiemenz was absent. OTHERS PRESENT: Joe BettendorÍ and Leo Sadlo. Mayor Reber called the meeting to order at 7:05 p.m. with Councilors Loso, Rieke, and Ehlert present and stated that the purpose of the meeting is to discuss the Capital Improvement Plan. RAILROAD PROPERTY: The Council discussed the proposed abandonment of Railroad and the proposed trail for the railroad right of way. An application for ISTEA funds is being submitted to install a trail from st. Joseph to Sauk Centre. INDUSTRIAL PARK: Joe Bettendorf discussed with the Council the Industrial Park. Prior to improvements to this area the property would have to be platted. After discussion of mechanics of development of the area, Loso made a motion to table any :further discussion on the Industrial Park I development until a general consensus of the property owners is obtained on this issue. The motion was seconded by Ehlert. Ayes: Reber, Rieke, Loso, Ehlert. Nayes: None. Motion carried. Joe Bettendorf will set up a meeting in for all the property owners in the Industrial Park area along with interested consultants. There was further discussion on utilities and drainage in the Industrial Park area. GENERATOR: Dick Taufen is checking on anothe~ surplus generator, through the fire services. Council will receive Taufen's recommendation and take steps to obtain a generator. This may include providing Center City with a fair offer for their surplus generator. STREET IMPROVEMENT PLAN: Council discussed and generally agreed to follow the street improvement plan. Additionally the Council discussed funding mechanisms for the improvements. Loso made a motion to establish assessing the property owners at 80% a~c the Citv'~ share would bË ~Ø% :for the ,five year improvement plan. The City:s shar2 would be £unded through general or special levy. The motion was seconded by Rieke. Ayes: Reber, Rieke, Loso, Ehlert. Hayes: None. Motion carried. I \, ,- .' Page 2823 July 13, 1995 LOBO made a motion to adopt the Íive year street improvement plan, "II prepared by Joe BettendorÍ of SEH, subject to an annual review and updatE seconded by Rieke. Ayes: Reber, Rieke, Loso, Ehlert. Nayes: None. Motion carried. The Council requested to consider at the next regular meeting, resolutions to proceed \'Iith the 1995 overlay plan and consider calling for a report on the East Minnesota Street Improvement. Bettendorf queried if upgrade to the Roske property should be included with the East Minnesota Street project. Council generally agreed that they 'Would like to see the cost and tax impact of these improvements. The public hearing may be scheduled for September or October. Council discussed Bettendorf , street with opinions o:f a crack-seal program. ADJOURN: Ehlert made a motion to adjourn at 9:30 p.m. ; seconded by Loso. Ayes: Reber, Rieke, Loso, Ehlert. Nayes: None.
