Pursuant to due call and notice thereof, the City Council for the City I
of St. Joseph met in special session on Tuesday, September 12, 1995 at
7:00 p. m. in the City Hall.
JŒKBJ::RS PRESENT: Mayor Donald Bud Reber¡ Councilors Ross Rieke, Bob
Loso, Ken Hiemenz, Cory Ehlert; Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Judy Weyrens, Monte Eastvold.
Mayor Reber called the meeting to order at 7:00 p. m. with Reber, Loso,
Hiemenz present to consider the budget along with capital improvement
financing.
Monte Eastvold o:f Juran & Moody presented several scenarios for
:financing the proposed capital improvement projects.
Cory Ehlert arrived at 7:10 p. m.
Eastvoldcontinued to discuss methods of financing, including General
Obligation Bonds, Revenue Bondsp and Lease agreements along with the
requirements of each.
Ross Rieke arrived at 7:45 p. m.
The Council discussed the impact growth will have on the proposed levy I
along with costs to taxpayers.
Loso presented and discussed a proposal for wage increases. He made a
motion to approve the proposal with a 3.5Y. wage increase to be adjusted
to the social security C. P. I. due out in December o:f 1995. The motion
was seconded by Reber.
Ayes: Reber, Loso.
Nayes: Rieke, Hiemenz, Ehlert. Motion :failed.
Hiemenz made a motion to approve the same proposal as presented, less
lY. o:f the C. P. I. :for the wage increase. Hiemenz stated that many
company and government employees will have to wait for wage increases
or have their salaries :frozen, including retired employees. Discussion
followed, with the motion dying :for lack o:f a second.
Rieke stated that employee morale is important, and that the employees
are an asset to the City. He also felt that the Council should be
of:fering a counter proposal to the employees rather than simply th.e
amount o:f the increases.
Hiemenz made a motion to approve a wage increase of 3Y. to be adjusted
to the social security C. P. I. due out in December¡ seconded by Loso.
Ayes: Reber, Loso, Hiemenz. I
Nayes: Rieke, Ehlert. Motion carried.
The Council reviewed the proposed budget along with the proposed levy
in consideration of the growth of the City. Loso proposed several
further cuts in the budget. Rieke stated that he objected to :further
cuts at this time. He felt along with the proposed future capital

improvements we need to provide by levy.
Rieke made a motion to approve a resolution adopting a proposed 1995
tax levy collectible in 1995. The motion was seconded by Reber.
Discussion - Levy at $245,372. Loso suggested taking out 3% of the
salary amounts budgeted, but Rieke stated that this can be considered
at the Budget Public Hearing if necessary.
RESOLUTION ADOPTING PROPOSED 1995 TAX LEVY
COLLECTIBLE IN 1995
Be it resolved by the City Council of the City of St. Joseph,
County of Stearns, Minnesota, that the following sums of money be
levied for the current year, collectible in 1996, upon the taxable
property in the City of St. Joseph for the following purposes:
General Revenue $ 246,372
1992 Bond Levy 8,000
19'33 Bond 20,000
AND WAIVER OF
1'385 Bond Levy (16,780)

Total Levy 274,372
Total General Fund Budget $ 889,230

The City Clerk is hereby instructed to transmit a certified copy this
resolution to the County Auditor of Stearns County, Minnesota.
The Council discussed the schedule for the fire hall construction,
along with the capital improvement prioritization. The Council
generally felt that the list of Capital Improvement projects should be
laid out along with the costs of financing them. Although the fire
hall project was determined to be one of the top priorities, the
Council generally felt that any possible additional means of revenue
for financing, including grants, should be researched prior to
beginning the project.
Loso made a motion to adjourn at 9:15 p.m.; seconded by Ehlert.
Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert.
Nayes: None. Motion carried.
