Pursuant to due call and notice thereof, the City Council for the City
of St. Joseph met in regular session on Thursday, November 2, 1995 at
7:00 p. m. in the City Hall.
ItEltBERS PRESENT: Mayor Donald Bud Reber; Councilors Ross Rieke, Bob
Loso, Ken Hiemenz, Cory Ehlert; Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Judy Weyrens, Art Hiemenz, Edith Hiemenz, Tillie
Wasner, Steve Streng, Mary Krafnick, Jan Nadeau, Mike Hazen, Dick
Tau:fen, Joe Bettendor:f.
Mayor Reber called the meeting to order at 7:00 p.m. with Reber, Loso,
Hiemenz and Ehlert present.
AGENDA: Loso made a motion to approve the agenda; seconded by Hiemenz.
Ayes: Reber, Loso, Hiemenz, Ehlert.
Nayes: None. Motion carried.
CONSENT AGEHDA: Hiemenz made a motion to remove Item b) Resolution
Adopting the Overlay Assessment :for discussion during the meeting, and
approve the remainder o:f the consent agenda which is the Minutes of the
October 19 meeting; seconded by Ehlert.
Ayes: Reber, Loso, Hiemenz, Ehlert.
Nayes: None. Motion carried.
BILLS PAYABLE OVERTIltE AND CALLOUTS: Loso made a motion to approve the
bills payable check numbers 21646 -21716 and overtime and call outs as
presented; seconded by Ehlert. Discussion: The Council discussed
several bills with Weyrens :for clari:fication.
Ayes: Reber, Loso, Hiemenz, Ehlert.
Hayes: None. Motion carried.
STREET OVERLAY ASSESSltEHT: Hiemenz noted that he had a number o:f calls
on this issue, indicating that some other :factors need to be considered
in assessing streets to make it more equitable. Hiemenz indicated he
would work with Joe Bettendor:f on establishing a city wide plan :for
assessments. Loso made a motion to temporarily abate the assessment
:for the 1995 Street Overlay Project, to pay the contractor :from the
S'b~eet Maintenance Fund and allow for reconsideration of an assessment
fOr~ this pr~oj ect at a later date when a more equitable assessment fOr~
str~eet r~epah~, ft~om the public's viewpoint is t~esolved. The motion was
s ~?cond ed by Hiemenz.

is $443, 100. Loso questioned the levy impact of this amount.

Rieke indicated that a Metr'opol itan Side\.'/alk Distr'ict needs to be

sidewalks \f/ithin the d i s tr' i ct. Mayor' Reber' did not feel the City
should 'r'e m 0 v e sno~.,¡ f'r'om sidewalks.
WATER TREATMENT FACILITY: Bet tend o'r'f has been p'r'oce ed in 9 \f/i th plans

After some discussion it \1Jas ag)'~eed that Bettendorf gather infln~mat ion
on the value of construction easements and b)'~ i n g it back to the
Counci 1. Bettendorf also questioned if the Counci I wanted additional
st o)'-'age space included in the plans along with roof replacement. Aft e ¡-~
short discussion Council ag)'~e ed to include both additional storage and
roof replacement.
Bettendorf reported he and Dick Taufen met wit h St. Ben's officials and
plans are still in place fo)'~ the City to use St. Ben's wat e)'~ system
during the water project.

sid£~ of College Avenue. They exp)'~essed i nt e)'~est in the beautification

side of College Avenue. The proposed arterial th)'~ough St. Ben's
p)'~ope)'~ty was al so d i sC'.\ssed, with St. Ben's desire to get the matter
settled.
Counci 1 discussed the dirt wo)'~k at the fut ure A¡-~mo¡-~y si t e and activity
at the old "t1eye)'~ pit, near the location of the old upho I st (~¡-~y shop.
OPEN TO THE PUBLIC: Tillie Wasner discussed the desire of the Senio)'~s
to open the \1Jall between the kitchen and the sto)'~age )'~oom and the
feasibility of it. She stated if the Council intends to renovate this
building soon, they certainly can wait. Counci I Wè.'\S suppo)'~t i ',Ie of the
request and felt the cost would not be p)'~ohibitive. Quot es wi 11 be
gotten f)'~om a local contractor. Rieke b)'~o ught up the fut I.n'e use and
time f¡-~ame for )'~enovat ion oft h e C i t y Ha 11 building along with the
existing Fire Hall. He suggested the Council look mo¡-~e agg)'~essively
at ¡-~enovat i on p¡-~ojects. Loso stated the estimated time schedule is
th¡-~ee to f.ou¡-~ yea)'~s for City and Fire hall ¡-~enovat ion. Wasne)'~ stated
that the Seniors could wait, but Council was suppo)'~t i ',Ie of meeting the
Senioj"~s needs.
Loso made a motion to recess fQ)'~ ten minutes at 8:20 p. rR.
Mayor Reber reconvened the meeting at 8:20 p. m.
WAGE & BENEFIT PROPOSAL: Rieke st at ed that the Personnel Committee met
with the Federation Rep)'~esentat i ves on Oct 0 b(n~ 31. He made a motion to
table this matte¡-~ until the Novembe)'~ 16 meeting; seconded by Loso.

MAYOR'S REPORT: Mayor Reber reported on 1) co)'~)'~espondence the Council

3) St. Wendel Township is only looking fo~~ planning guidance, in the ir~
~~equest fo~~ i nfo~-'mat ion on utilities and planning. The
Clerk/Administrator was d i ~~ect ed to p~~ e pa ~~ e an outline of the steps
n ece s sa~~y, along vJith the ir~ s eql.lence necessa~~y and estimated costs.
HIEMENZ: Hiemenz received calls questioning the ~~ational in allowing a
St. John's Official to use the City At t o~~ney. He also questioned if
st. John's would pay fo~~ this se~"'vice. Ma y o~~ and Counci 1 g en e ~"'a 11 y
ag~~e ed the Attorney ~'J ill I..lse some const~~aints and the allowance is only
fo~~ the ~~ e n tal housing issue. This se~-'vice ~'J 0 1..1 1 d be funded by the City
being a method to ~~esolve some ~~ental housing p~~oblems, and increase
co ope~~at i on bet ~'Je en the City, St- John's and St. Ben's.
CLtRK/ADMINISTRATOR REPORTS: 1) The compost a~~ea is closed for the
season. 2) A f ir~ s t noise violation was ~~ e c e i v e d at 400 F ir~st Avenue
NE, with notification to the p~~operty own e~~ according to policy.
