Pursuant to due call and notice thereof the City Council of the City of st.
- Joseph met in session on Thursday, March 7, 1985 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen Bud Reber, steve Dehler, Leo Sadlo,
-- Ross Rieke; Secretary Laurie Terwey. (City Clerk Bob Johnson on vacation.)
Treasurer's Report: A motion was made by Reber seconded by Dehler to approve
treasurer's report as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes Approved: A motion was made by Dehler seconded by Sadlo to approve minutes
of the February 21, 1985 Council meeting with corrections stated.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Bills Approved: A motion was made by Sadlo seconded by Reber to approve payment of
bills as presented. (Hold engineer statement for further explanation at the
next Council meeting.)
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Parks Commission: Parks Commission recommends that subdivision Regulation No. 1982-B,
9.03 Cash in Lieu of Land, page 30, be amended to say: "Land value payment
shall be made prior to signing of hard copy".
A motion was made by Reber seconded by Sadlo to approve the amendment and submit
recommendation to City Attorney for correct wording.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

Summer Rec. Director Position: Councilman Dehler stated Park Commission felt the
position of Summer Recreation Director should be filled as soon as possible.
He suggested the Park Board be involved in choosing the new director. Dehler
questioned whether there is a job discription for the position. Clerk office
will check.
Pat Schneider, former Summer Recreation Director, was present. He gave Council
some information and suggestions on the program: 1 ) The program ran 8 weeks -
he worked 10 weeks; 2) New director should probably be hired by April 5 -
program would start June 10; 3) He suggested hiring someone from this area
rather than someone who might only be around for one season. Pat also stated
he would be happy to help select his replacement.
A motion was made by Reber seconded by Dehler to advertise in the st. Cloud
Daily Times on March 11, 12 and 13 and in the st. Joseph Courier on March 14
for Summer Recreation Director and to appoint Parks Commission to screen
applicants and recommend a new director to the City Council. Applications will
be excepted through March 21, 1985.

I Joe's Gambling Application: Pat Schneider presented an application for gambling license
for the st. Joseph Baseball Team. Mayor Loso stated the Council couldn't approve
the license until they have more information on the 90 day moritorium set by state.

Baseball Park Fencing: Pat Schneider requested replacement of basball park fencing
posts due to poor installation and poor materials used. He also requested an
extension to the fence line because of an error made when fence was installed
(baseball team would pay for this part). Also suggested was replacement of --
the backstop fence which is very old.
Discussion was held on costs, maintenance department help, possible revenues
to pay for the project. Councilman Dehler felt the project should go through
the Parks Commission. Discussion tabled until later in the meeting because
of another hearing scheduled.
Council recessed at 9:03 p.m. - reconvened at 9:13 p.m.
Hockey Youth Group: st. Joseph Youth Hockey Association representative Marge Kalla
was present to request city approval and help to build a new hockey rink. The
old rinks are falling apart and are costing too much money from the Hockey
Assn. each season for replacement boards. Discussion was held on location of
a new rink - at the same place (near Kennedy School) or a new location, possibly
Centennial or Memorial Park. The Hockey Association and City Parks Commission
are in favor of rebuilding at the present location. Also discussion on who
originally funded and built the hockey rinks - probably a community effort with
City and Township contributing.
Some changes would need to be made in building a new rink. A different type
of base is needed that would hold the water better while flooding. Possibly
class 2 granite - 1 foot deep. Also 2" x 10" treated lumber should be used
instead of plywood. This would be easier to replace and wouldn't rot as quickly.
Funding question - the City budget is already approved for 1985. Possibly
some money in the Park Fund could be used. Hockey group will request money
from st. Joseph Township and st. Wendel Township also. City Clerk will check
with District 742 as to hOl¥ long the lease agreement is valid for the land and
permission to install a new base. Clerk will also check if money is available.
Baseball Park Fencing: Discussion continued on fencing for the baseball field.
Maintenance Supervisor Dick Taufen stated his department could possibly install
the fence. Pat schneider to get a new estimate and present it at the next
Council meeting.
Joe's Beer License: A motion was made by Reber seconded by Sadlo to approve a 3.2
beer license for the st. Joseph Baseball Team 1985 season if the st. Joseph
Recreational Association dram shop insurance will cover the baseball operation.

Police Training: A motion was made by Dehler seconded by Rieke to approve attendance
of Chief Lorentz at a Spring Training Institute for Police Chiefs.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Council Reports: Sadlo - Two meetings on the sewer project were held with City Engineer,
City Attorney, Mayor Loso and Councilman Sadlo attending. Sewer use agreement
should be ready for signing at the next Council meeting scheduled for March 21. I
Rieke - The Planning Commission meeting was cancelled on March 4 because of
the snowstorm. Meeting rescheduled for March 11.
Dehler - The Park Board held a meeting on February 25. The University of

Minnesota students will present their final recommendations on city parks at
a special meeting to be held on March 13, 1985 at City Hall.
st. Joseph Recreational Association held their annual shareholders meeting
February 25, 1985. New projects for 1985 discussed were drainage ditch,
walk-in cooler, sales area remodeling, some road work. Involvement in other
city projects was suggested. Bud Reber and Joe Faber were awarded placques
for their many years of service to the Rec. Association.
Police Complaints: A number of complaints have been received about Police Department
activities. A closed meeting was suggested.
