Joseph met in session on Thursday, April 4, 1985 at 7:30 p.m. in City Hall. - Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Leo Sadlo; City Clerk, Bob Johnson. (Councilman Ross Rieke arrived at 9:15 p.m.) - Others Present: Mary Foslid, Courier Editor; Donna Blanchette, City park Commission Chairperson. Treasurer Report: A motion was made by Reber seconded by Dehler to approve Treasurer Sadlo's report as presented. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Minutes: A motion was made by Dehler seconded by Reber to approve Council minutes of March 21, 1985 as presented. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Bills: Bills were approved on motion by Dehler seconded by Sadlo. - Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Amendment to Ordinance #1982-B: A motion was made by Sadlo seconded by Reber to approve Amendment to Ordinance No. 1982-B, section 9.03 requiring payment in lieu of land dedication by a sub-divider-developer to the City prior to approval of the final plat. (Publication date: April 15, 1985.) Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Amendment to Ordinances No. 1980-A, 1975-B, 1967: Liquor, wine and beer ordinances area hereby amended to permit consumption or display of liquor, wine or beer no later than 30 minutes after sales must terminate, (an extension of time from the former 20 minutes). The motion to amend was made by Dehler seconded by Sadlo. (Publication date: April 15, 1985.) Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Wastewater Plant Capital Outlay Purchase: A motion was made by Reber seconded by Sadlo to approve purchase of a lawn mower for use at the Wastewater Plant. Cost estimate: $300.00. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Gambling License Application: On motion by Reber seconded by Dehler the application for a gambling license submitted by the st. Joseph Recreational Association was approved. (Currently the State has extended the deadline for state licensing to begin to June 1, 1985. ) Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Council Meeting Date Change: On motion by Dehler seconded by Reber the Council - changed the July 4th Council meeting date to July 3, 1985. Ayes: Loso, Reber, Dehler, SadJ:o. Nayes: None Motion carried. - Sewer Project Soil Borings: A motion was made by Sadlo seconded by Reber to approve 18'1 g p --.L v soil borings for the Wastewater plant sewer project, as recommended by Engineer Joe Bettendorf. Estimated cost: 82,000.00. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. - Swim Program 1985: A motion was made by Dehler seconded by Reber that age limits - and size requirements remain the same for the 1985 summer swim program conducted at the College of st. Benedict pool. Registration fees also remain the same. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Agenda Hearing - Seniors - 8 : 00 p. m. : Persons present were: Mr. and Mrs. Al Schloemer and Mr. and Mrs. John Kierzek. Al Schloemer acted as spokesman and presented a request for Council consideration of installing a large sliding or accordian type door between City Hall meeting rooms to provide senior citizens more space for attendance at their meetings. A motion was made by Sadlo seconded by Reber to obtain plans and specs and quotes for a project that may include face lifting the front exterior of City Hall. Project funding will come from a balance remaining in a City Hall reno- vation account and Revenue Sharing funds allocated to the project in 1984-85. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Agenda Hearing - Parks Commission: Donna Blanchette, Parks Commission Chairperson, appeared before the Council to request approval for the following: 1 ) Purchase of book ($9.95) relating to Parks management. 2) Approval for spending funds (Park Fund),$50.00 per regular monthly meeting. 3 ) Amendment of Parks Commission By-Laws - final copy to return to Council for final review. Requests were approved on motion by Dehler seconded by Sad 10. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Mobile Home Court street Improvements: The Counc il reviewed plans submitted by Mike Strickler, manager, for upgrading, improving and bituminous surfacing of streets and all eys in the st. Joseph Mobile Home Park. The Council referred plans to the City Engineering firm for review. Fund Transfer: A motion was made by Dehler seconded by Reber to approve transfer of Revenue Sharing funds in the amount of $40,000 (as previously allocated in 1984- 85) to the Street Maintenance fund for the 1985 street overlay and seal coating project. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Council Reports: Dehler - Installation of an outdoor street drinking fountain was discussed. Mayor Report: Mayor Loso presented copies of proposed police department policies. After discussion and review, a motion was made by Reber seconded by Dehler to approve policies as amended. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None ;'Iotion carried. - Adjournment: Motion by Sadlo seconded by Reber at 9:25 p.m. - Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
