Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, May 2, 1985 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Leo Sadlo, I
Ross Rieke; city Clerk, Bob Johnson.
others Present: st. John's-St. Benedict student observers: Mike Wander, Al Liestman,
Susie Hessburg, Chantelle Sunsdahl, Jody Viebering; and Mary Foslid, Courier
Editor.
Treasurer Report: A motion was made by Rieke seconded by Dehler to approve
treasurer's report as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes - April 18: A motion was made by Sadlo seconded by Rieke to approve minutes
with the following correction: Page No. 1318: Water main extension motion -
"completing a water main loop and to replace a 2" cast iron pipe main, when
necessary," (end of correction).
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Bills: Approved payment on motion by Sadlo seconded by Reber.

Bill in amount of $660.00 submitted and approved for first two installments of
a TV media local history script (45 min.) as prepared by Judith Noble and I
Marlene Klett. The payment represents 33% of 1985 budget total ($2,000.00).
Mobile Home Park Imp. Project: Council received engineers report.
Luthern Church Matter: A letter from Lutheran Church Attorney Kundrat received
Council review.
A motion was made by Rieke seconded by Reber to accept church offer to pay
50% of engineering fees incurred on a proposed construction of church on Roske
property site ($579.00 = 50%).
Voting for motion: Rieke, Loso, Reber, Sadlo.
Voting against motion: Dehler. Motion carried.
Board of Review: The annual assessment Board of Review meeting has been scheduled
for May 23 at 7:00 p.m. in City Hall.
Geological study: The U.S. Department of the Interior (Geological Survey) announced
it has selected st. Joseph as one of three study sites. The study is directed
at understanding the effects of effluent discharge into wet lands. The study
will take approximately 15 months. Wastewater Plant Operator to assist.
Sal's Bar Beer Garden: On motion by Reber seconded by Sadlo the Council agreed to
submit Sal's Bar plan and request for outside beer garden to City Attorney
for review.

Police Vehicle Tires: A motion was made by Reber seconded by Dehler to approve
purchase of 4 tires from Goodyear as per quote of $164.88 for No. P-225-70
HR 15 tires.

- Recess 8:54 p.m. - Reconvened at 9:07 p.m.
Engineer Bettendorf - Park Terrace Project: Engineer Bettendorf presented a detailed
review of the proposed Park Terrace street reconstruction project. Total
estimated cost of storm sewer segment of project was placed at $16,700.00. The
storm sewer installation, approximately 600' on 4th Avenue Northwest, includes
correction of a number of catch basin placements to correct deficiencies in
original construction in 1960-61. Question of street widening and restoration
were also examined. After considerable discussion and review of past improvement
and assessment practices and policies, a motion was made by Rieke seconded by
sadlo that abutting property owners will be assessed for curb & gutter and that
portion of the remaining project cost, less water main improvement, that is
attributable to street widening. An objection to a special assessment for
storm sewer was voiced by Bob Johnson.

Parks & street Dept. Purchase: A motion was made by Rieke seconded by Reber to
approve purchase of a weed and brush trimmer from Lee's Hardware - trade in
cost: $279.00 (final cost).
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Parks Commission By-Laws: A motion was made by Reber seconded by Sadlo to approve
Parks Commission By-Laws (proposed) with the following correction: "Amended
and adopted on this 2nd day of May, 1985".
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Council Reports : (Sadlo) Reported water pumping 1/3 higher (volume) than at this
time a year ago - underground leakage suspected. Dowsing question raised.
Engineer to meet with Water superiritendent and Sadlo to examine problem.
Mayor Report: Officer Pete Jansky requested Council permission to attend Jaycee
meetings while on patrolman duty. A motion was made by Rieke seconded by
Reber to approve request.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
