Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, June 6, 1985 at 7:30 p.m. in City Hall.
Members Present: Acting Mayor, Bud Reber; Councilmen: steve Dehler, Leo Sadlo, I
City Clerk, Bob Johnson. (Absent: Mayor Mike Loso - vacation

Others Present: Newly appointed treasurer David Weyrens; Mary Foslid, Courier
Editor; Elmer Rakotz, Marge Kalla, Hockey Association members.
Treasurer Report: A motion was made by Dehler seconded by Reber to approve the
treasurer's report as presented by Leo Sadlo.
Ayes: Reber, Dehler, Sadlo.
Nayes: None Motion carried.
Minutes: Council minutes dated May 16, 1985 were approved on motion by Sadlo
seconded by Dehler.

Bills: A motion was made by Sadlo seconded by Dehler to pay bills as presented.

st. Cloud Legion Fireworks: A motion was made by Sadlo seconded by Dehler to table
request to donate to the st. Cloud Legion's 4th of July fireworks display.

Legal Matter: Information relating to the case of John M. Taylor vs. City of st. I
/ Joseph was presented to Council members.
W.C. Safety Inspection: The City's Workmen's Compensation insurance carrier conducted
a safety inspection on June 6, 1985. A report is anticipated within 2 weeks.
Summer Work-Study Program: A motion was made by Dehler seconded by Sadlo to approve
the City's participation in a summer work-study program with the College of st.
Benedict involving one student: vicky Osendorf. Osendorf will work in City
parks and maintenance programs. City to pay 20% of hourly wage of $3.50 or
70¢ per hour and 100% ôf social security tax.

City Hall Rug Cleaning: A motion of approval was made by Dehler seconded by Sadlo
for June 19, 1985. (City Hall rug cleaning.)

Nayes: None Motion carried.
Property/Casualty Claims Report: Copies of a claims report were presented to the
Mayor and Council.
Summer Recreation Program: A motion was made by Dehler seconded by Sadlo to charge
$5.00 per person, for those residing outside of the City, for participation I
in the summer recreation program.
Ayes: Reber, Dehler, Sadlo.
Nayes: None Motion carried,
NSP Franchise: NSP gas and electric franchise renewal has been placed on the July 18
agenda. Copies were presented to Cduncil.

utility Delinquency Hearing: Four persons were listed to appear for a utility
billing delinquency hearing. No one appeared.
Water Loss Problem: Use of sonic device being considered to locate possible water
line break. Baker street East between 9th and 10th Avenues Southeast considered
a suspect area at this time.
Engineer Bettendorf: Engineer Joe Bettendorf presented a proposed sewer use
agreement with st. Cloud for review. Corrections and changes to be discussed
with st. Cloud.
Park Terrace Project: A motion was made by Dehler seconded by Sadlo to approve
publication of bids for the proposed Park Terrace Improvement Project on
June 14 and 21, 1985 in the st. Cloud Times and Construction Bulletin. Also,
to approve plans and specs on the project as prepared by Engineer Bettendorf.

9:30 - Rakotz - Kalla - Hockey: Elmer Rakotz and Marge Kalla, representing the
Hockey Association, indicated the Association had $2,000 and requested City
provide balance to fund reconstruction of hockey rink #1 (estimated cost
presented was $5,000). Kalla instructed to submit request in writing to
City Clerk for mailing to District #742 for permission to reconstruct rink
after removal of old boards.
10:00 p.m. - Irv Bueckers: Bueckers Sanitary Service, Melrose, questioned possibility
of bidding on garbage pickup service in 1986. Council to consider matter
in fall.
Maintenance Purchase Request: A request to trade in chain saw on a new unit was
presented. Cost $479.00 less $100.00 trade~in = $379.00 cost of new unit
at Lee's Ace Hardware. To be used in Parks and Street departments. The
purchase-trade-in was approved on motion by Sadlo seconded by Dehler.

Council Reports: Sadlo - presented up-date and review of present water loss problem.
Dehler - reported 4-H Club to perform services in parks:
1) place sand pads under swings
2) smooth concrete/rock - improve looks of bridge
abutements in Millstream Park
3) cost: $91.60 - Millstream Park Fund expenditure
A motion was made by Sadlo seconded by Dehler to approve expenditure and
service by 4-H Club.
