Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, August 1, 1985 in City Hall at 7:30 p.m.
Members Present: Mayor Mike Loso; Councilmen: steve Dehler, Leo Sadlo, Ross Rieke;
City Clerk, Bob Johnson. (Absent: Bud Reber - out of town.)
others Present: Ka thy Bruns, new Courier Editor.
Bills: Payment of bills was approved on motion by Sadlo seconded by Dehler.

Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes: The minutes of the July 18, 1985 Council meeting were approved on motion
by Dehler seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Duplex Classification Question: The question of rental housing classification change
from single family to duplex was examined for the property located at 114
Minnesota street East. The city rental housing registration: date inspected -
1/15/84; date approved - 1/30/84 indicating a change to a duplex classification
was made in error according to City Building Inspector Roman Reber. There is
no record of public hearing changing property from a single family to duplex
classification. The property contains 6,000 SF - old ordinance No. 59 (1960 )
required 12,000 SF, Ordinance 1982-A requires 15,000 SF for a duplex.
Motion on Duplex: A motion was made by Rieke seconded by Sadlo to limit property to
5 persons (unrelated) as per ordinance requirement in R-l single family district.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Daniel Property Split: The Council has been informed the Daniel Funeral firm has
submitted request for a property split to the City Planning Commission. The
property to be split is located on Ash Street East - Lot 5, Block 1, Loso's
2nd Addition (former funeral home property). The property size: 120' x 206'.
The split will create 2 lots: 60' x 206' - 12,360 SF each (ordinance requirement:
10,000 SF each). The property split may be approved by the Planning Commission
after submission of a survey by a Registered Land Surveyor showing the original
lot and proposed division.
Gambling Licenses: Gambling license applications (State forms) were reviewed for the
. American Legion Club and Kinky Korner Club. None were disapproved. (City has
30 days to review and disapprove before State issues license.) 1984 reports to
be reviewed.
Council Reports: (Sadlo) - Water tank cleaning project, possible epoxy treatment.
Returned wastewater project preliminary plans to be filed in Clerk's office.
(Rieke) - Pete Rothfork - township property question - referred to Joint
Annexation Board. Property in Zone 1.
(Dehler) - Reviewed dog disposal care. Police matter - question of ICR filing.
Consider agreement with local vet clinic for animal storage and disposal. Clerk
to check Cold Spring operation.
8:45 p.m. Agenda: Al pfannenstein and Lee Kapsner appeared as Chamber of Commerce

representatives interested in Christmas street lighting replacement. Requested
City share in costs with other civic groups - local welding to be considered.
Question of City participation (legalì ty) to be explored.
