Pursuant to due call and notice thereof the City Council met in session on
Thursday, August 15, 1985 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: steve Dehler ( 8 : 00 p. m. ) , Leo Sadlo,
Ross Rieke; City Clerk, Bob Johnson. (Absent: Bud Reber, working out of town.)
Others Present: Engineer Joe Bettendorf; Kathy Bruns, Courier Editor; Vince
Manderfeld, Ed Kacures, Sr. and William Klett, Park Terrace Addition residents.
Assessment Hearing - 7:30 p.m.: Engineer Bettendorf presented a resume of the Park
Terrace improvement project. Project start was on August 13th, completion by
the end of September. The reason for an early assessment hearing was due to
the need to certify and submit assessment roll to the County Auditor's office
by October 10, 1985. The engineer also stated that a center planting of some
type in intersection of 4th and 5th Avenue Northwest would create an accident
hazard and cause a snow plowing problem. A speed problem should be handled
with a law enforcement solution, according to the engineer. Driveway replacement
shall be a replacement of the type and materials removed under the contract.
Other arrangements should be made with the contractor. Assessment reduction
was a result of a lower bid on curb and gutter than first estimated.
Hearing was closed at 7:45 p.m.
Sludge Seminar: The attendance of plant operator Jim Marthaler at a sludge seminar
in st. Cloud was approved on motion by Sadlo seconded by Rieke.

Nayes: None Motion carried.
Summer Recreation Program: Reports of the summer recreation program prepared by
recreation director Julie Darg were presented to Council.
League of cities Regional Meeting: The following persons were approved to attend the
League of cities regional meeting at Sauk Centre on September 18: Loso, Sadlo,
Rieke, Johnson.
Dog Pound Operation: Housing and disposal of animals policy was reviewed. A nearby
city's operation and cost examined. Disposal at $16.50 per animal - area vet
clinic - considered expensive.
Surplus Food Program: The distribution of surplus food will be conducted at City Hall
commencing on September 3, 1985 with certification from 10:00 a.m. to 3:00 p.m.
Food will be distributed on the second Wednesday of the month from 2:00 to 3:00 p.m.
starting September 11, 1985 through December 11, 1985.
Treasure~ Report: Copies of treasurer's report were reviewed by Council and approved
on motion by Sadlo seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes: The Council minutes of August 1, 1985 were approved on motion by Dehler
seconded by Sadlo.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Attorney Scherer: Asst. City Attorney John Scherer presented copies of a proposed
sewer agreement with st. Bens. Attorney Scherer also reported on a meeting he

had with Mike Fritz, st. Benedict's representative. Another meeting will be
scheduled in the near future. Council to review agreement.
Cold Spring Lumber Housing Bonds: Attorney Dan Zimmerman and David Ruegemer were
present representing Cold Spring Lumber to request Council pass Resolution
No. 85-A pertaining to the $931,200 Multi-family Rental Housing Revenue Bond
project. The resolution was passed on motion by Rieke seconded by Sadlo.
Voting for approval: Loso, Dehler, Sadlo, Rieke.
Voting against: None Motion carried. (Resolution on file.)
The project contains 3 - 12 plex rental housing units located at 104-110-116 -
10th Avenue southeast. The College of st. Benedict has leased one apartment
(No. 110) . The apartments will be operated by INH - Property Management,
252-2000. 104 - 10th Ave. S.E. - Cal Koenig - caretaker. INH - Leon Heinen,
Jim Illies.
Council recessed at 8:50 p.m. - reconvened at 9:00 p.m.
Community Ed - Diana Kasper-Marge Hawkins: Presented copies of a recent recreation
telephone survey conducted by Community Education District #742. The Council
also received a copy of a proposal for conduct of the 1986 swim program contain-
ing plans A, B, C. The Council indicated it would consider plan B: Community
Ed would collect fees and run entire program including renting pool from St.Bens,
after review of agreement to be prepared by the Community Ed office. City to
receive copy of agreement for review.
City Hall Meeting Room Door Divider: A second project quote will be coming.
Discussion to be held at next meeting.
Council Reports: (Sadlo) - Watertower epoxy question raised. Maintenance Chief on
vacation - to be consulted.
(Rieke) - a) Reported on August 5th Planning Commission meeting. Rental housing
"duplex" question reviewed with O\mer, Security Federal, and realtor, Bill Zenner.
Commission supportive of Council decision made on August 1, 1985: property
restricted to 5 unrelated renters as per ordinance requirements for a R-1 resi-
dential zoning.
b) Commission approved a subdivision of Lot 5, Blk 1, Loso's 2nd Addn. for the
Daniel Funeral home. The split resulted in two 60' x 260' lots - 12,360 square
feet each. The commission realized the split would place the house (former
funeral home) 6 to 7 feet from the property line.
c) Pete Rothfork - car sales building addition referred to Building Inspector.
Rothfork may submit petition for annexation of lot in TO\mship abutting City
located north of R.R. tracks on County Road #2.
(Dehler) - Raised question of variance need on Daniel property split. possible
removal of 'old barn' located on rear of Daniel property abutting alley.
