Joseph met in session on Thursday, September 19, 1985 at 7:30 p.m. ln Ci ty Hall. I Members Present: Mayor Loso; Councilmen: steve Dehler, Leo Sadlo, Ross Rieke; City Clerk, Bob Johnson. ( Absent: Bud Reber - working out of town.) others Present: City Engineer Joe Bettendorf; County Engineer, Bill Rice; APO Director, Bill Hansen. Purpose of this hearing: Installation of stop lights at the intersection of County Road #75 and County Road #2. Also Present: Hope and Charles Klocker; Greg Kacures; Kathy Bruns, Courier Editor. stop light installation proposals were presented by APO Director Bill Hansen and County Engineer, Bill Rice. City has now met 80% of two state required warrants - minimum volume and interruption to qualify for possible Federal- State approval. Financing project to be 100% County funded. City to maintain and pay electric costs. Hope and Charles Klocker, Kay's Cafe, expressed concern at the possible closing of the frontage road. City Engineer Bettendorf to prepare feasibility report and application to be submitted to the Federal Highway Administration via stearns County. Mayor Loso and Council indicated the~ first concern would be for public safety. Hockey Group: Elmer Rakotz, Al and Margie Kalla, Al Ehlert and Donna Blanchette were present. The group presented a proposal requesting city construct a new hockey rink. I A motion was made by Sadlo seconded by Rieke that City maintenance personnel demolish old structure, prepare site and install posts - City also to provide $3,000.00 in funds. The group presented the City with a check for $1,500.00 as the first payment, a balance of $1,250.00 will follow. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Council recessed at 9:10 p.m. - Council reconvened at 9:20 p.m. Engineer Bettendorf - Plant Report: Engineer Bettendorf presented a report of the pre-application conference held at PCA in Roseville, also attended by Mayor Loso and Councilman Sadlo. st. Joseph's Step 3 grant schedule has been set. Flow metering device being tested at the present time in our collector system. Minutes: Council minutes dated September 5, 1985 were tabled due to missing page No. 1340. The minutes will be reconsidered at the next meeting. Watertower Paint & Repair: A request for an official quote based on AWWA standards will be submitted to Watertower Paint and Repair. Dept. of Health Report: The semi-annual State Department of Health report on the City water system was presented and reviewed by the Council. Rental Housing Hearing: A possible rental housing violation will be heared on I October 3, 1985 at 8:00 p.m. Catholic Charities Housing: A letter from Catholic Charities requesting City Council comments on a proposed 16 unit apartment building for senior citizens was lR4Q U~U reviewed. A motion was made by Dehler seconded by Rieke to send a favorable response and request detailed information about the proposed project. Ayes: Loso, Dehler, Sadlo, Rieke. I Nayes: None Motion carried. pfannenstein Variance: The Council approved a one foot variance request of Ray pfannenstein, 217 Minnesota street East, to construct an addition to his present garage to within four feet of the east property line. The variance was recommended for approval by the City zoning Board of Adjustment and Appeals. The motion was made by Sadlo seconded by Rieke. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Legal Matters: Copies of possible litigation matters were presented to Council for review. 1986 Operating Budget, 1986 Tax Levy: The proposed (first draft) 1986 operating budget and 1986 tax levy were presented for Council review and consideration. Bank Request: The First state Bank request for authorization from City to secure use of the City meeting room for a period not to exceed 30 days should a disaster temporarily force the bank to close received City Attorney review. The following recommendations should be considered for incorporation in such agreement: 1) Insurance/liability/$l,OOO,OOO blanket 2) Reasonable rental fee (precident) 3) Any physical changes in structure in/or out require City Council approval - costs assumed by bank. 4) In case of a public disaster - general public would have I priority to City building use. An agreement will be prepared after contact with Walt Bruns, bank president. Park Terrace Assessment Roll Resolution: A motion was made by Rieke seconded by Sadlo to approve, adopt and direct City Clerk to certify the special assessment roll (#19 ) for the proposed Park Terrace Improvement Project No. 85-501-28 to the County Auditor on or before October 1, 1985. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None Motion carried. (Absent and not voting: Bud Reber.) Memorial Park Tennis Court: A motion was made by Sadlo seconded by Dehler to post- pone indefinetly the reconstruction of the tennis court in Memorial Park. (Cost had been estimated at $3,000.00.) Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Drainage Question - Daniel Funeral Area: A citizen's letter concerned about storm water drainage at the Daniel Funeral Home corner was reviewed. Problem will be corrected with intersection improvement project. (Letter to citizen.) Drill Press Purchase: A motion was made by Rieke seconded by Sadlo to approve purchase of a drill press as requested by maintenance department (cost: $Jt.99 . 00 - 1985 budget item). ¡2.}Jð" Ayes: Loso, Dehler, Sadlo, Rieke. Building Inspector statement: A statement for rental housing inspections January 1, 1985 to and including September 11, 1985; seminar attendance and office supplies was approved as submitted by Roman Reber, Building Inspector, in the amount ~I Cj Ii "Î _L U f':.t ":î of $685.85 on motion by Sadlo seconded by Dehler. Ayes: Loso, Dehler, Sadlo, Rieke. N aye s : None Motion carried. Police Department Request: Police Chief Bill Lorentz submitted a request for I installation of the st. Ben's radio frequency into two city police department radios at a cost of $80.75 per radio to insure better communication between College security and City Police Department. Mayor Loso to review request with Chief. Council Reports: (Sadlo) - Recommended repair of pump house #2 roof before winter. (Rieke) - Reported rental housing questions surfacing around City. (Dehler) - Reviewed Clinton Village easement question. Walkway to Hollow Park tot lot matter examined. Mayor Report: Availability of part-time student for maintenance department to be determined.
