Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, October 17, 1985 at 7:30 p.m. in
- Ci ty Hall.
Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Leo Sadlo,
Ross Rieke; City Clerk, Bob Johnson; City Treasurer, Dave Weyrens.
Others Present: Cathy Bruns, Courier Editor.
Treasurer Report: David D. Weyrens, City Treasurer, presented the monthly fund report.
Motion on Report: A motion was made by Sadlo seconded by Rieke to approve the
treasurer's report as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes: Council minutes of October 3, 1985 were approved on motion by Rieke
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Westel, Inc. Rate Increase Hearing: The Westel Cable System, Inc. request for rate
increase will be considered at a public hearing scheduled for November 7, 1985
at 8:30 p.m. in ci ty Hall.
Park Terrace Improvement: A motion was made by Rieke seconded by Reber to approve the
request for extension of time on the Park Terrace Addition Improvement Project
as presented by Hardrives, Inc. , the contractor.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Capital Outlay Budget: Copies of the 1986 Capital Outlay and salary requests from
all departments were presented to Council for review and consideration.
Police Dept. Copier Service Contract: A proposed one-year service contract for the
Police Department copier, Sharp #755-46-206931, purchased 4/06/84 - $1,495.00
w/trade from Marco, st. Cloud, was approved on motion by Dehler seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Bus stop Shelter: st. Ben's student request for approval to place bus shelter on
2nd Avenue Northwest near County Road #75 reviewed. Council recommended plan
be submitted to City Planning Commission.
Pump House #2 Roof Repair: Two quotes were received for pump house #2 roof repair
project: McDowall - $1,098.00; Laughlin Co. - $662.00.
A motion was made by Reber seconded by Sadlo to accept the low quote of Laughlin
Company in the amount of $662.00 for pumphouse #2 repair project.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
street Light Installation Request: A request for a street light installation on
7th Avenue Southeast between Able and Baker Streets was reviewed. A distance
of approximately 700' appeared to be the measurement between lights on 7th Ave.
S. E. at the point of request. The normal distance appears to be between 300'
and 400' throughout the City.

Motion of Approval: A motion was made by Rieke seconded by Sadlo to direct City Clerk
to send required written request to NSP.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Water School Attendance: On motion by Sadlo seconded by Dehler the Council approved
the attendance of Dick Taufen at a one-day water workshop in st. Cloud on -
October 30, 1985.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Gambling License: The state gambling license application of the Sno Joes, Inc. was
presented for Council consideration. The Council expressed no objections to
the application. The application will receive state approval 30 days after
Council reVlew.
Letter to Sno Joes Inc. : On motion by Dehler seconded by Reber the Council directed
the City Clerk to send letter of inquiry to Sno Joes, Inc. to determine status
of snowmobile trails in Millstream Park established and maintained for some
years by the Sno Joes, Inc. Request closing of all access points to park if
the Sno Joes, Inc. no longer assume responsibility for maintenance. An evalu-
ation of possible liability, due to the eruption in the lnsurance industry, must
be considered by the City at this time.

Council Recess: 9:00 p.m. - Reconvened at: 9:10 p.m.
Oct.9 Open Forum st. Bens: Mayor and Council reported the October 9, 1985 panel dis-
cussion, held in Mary Commons at the College of st. Benedict regards rental
housing matters, a success. In attendance \..¡ere Mayor Loso, Councilmen steve
Dehler and Ross Rieke, Police Chief Bill Lorentz and Attorney John Scherer.
Attorney John Scherer presented a letter dated October 15, 1985 listing some
policy changes that may receive consideration and possible ordinance amendments
briefly discussed that will receive further evaluation. Housing rental matters
have been scheduled on the January 16 agenda for further revie\..¡ and discussion.
Housing Rental Licensing: A motion was made by Dehler seconded by Reber to have
Building Inspector,Roman Reber, determine \vhether there are landlords renting
without license and issue citations where applicable.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Council Reports: (Sadlo) - reported hydrants in place at the corner of 1st Ave. NW
and Ash st. and shortened on corner of Ash st. \'f and 4th Ave. N. W.

(Reber) - reported handicap ramp at hydrant site on Ash st. and 1st Ave. NW is
in place.
(Rieke) - no Planning meeting held on October 7th.
