Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, January 2, 1986 in City Hall at 7:30 p.m.
I Members Present: Mayor Mike Loso; Councilmen Bud Reber, steve Dehler, Leo Sadlo,
Ross Rieke; Secretary Laurie Terwey.

Minutes Approved: A motion was made by Dehler seconded by Rieke to approve the
minutes of the December 19, 1985 City Council meeting.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Bills Approved: A motion was made by Sadlo seconded by Reber to approve payment of
bills as presented with the following corrections: steve Dehler special meeting
attendance changed to 6 meetings attended and Bud Reber special meeting attendance
changed to 5 meetings attended.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Amendment 1975-A: A motion was made by Dehler seconded by Reber to approve the
amendment to Ordinance No. 1975-A entitled "An Ordinance Prohibiting Unreasonable
Acceleration and Unreasonable Braking of Motor Vehicles" as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Snowmobile Trail Permit: still waiting for word from County.
street Lighting Project: Copies to Council concerning City street light conversion
by NSP from mercury vapor to high pressure sodium. The lights will be converted
at no additional cost to the City. High pressure sodium is more energy efficient
and produces more light than mercury vapor.
Cable Information: westel Communications, Inc. cable service rate increase discussed.
No response from City Attorney yet. Questions on percent of increase for 1985
and 1986.
Liquor Matters: More information from Police Department needed.
City Hall Project: Large door to be installed between meeting rooms at City Hall
has arrived.
1986 Appointments: Mayor Loso stated the 1986 City Appointments would be the same
as 1985 with the exception of the Building Inspector, Housing Code and Energy
Committee appointments. Bud Reber stated he would do building inspections until
a new Building Inspector is appointed.
. Discussion was held on the official City newspaper. The number of City subscrib-
ers to the st. Cloud Daily Times and the st. Joseph Courier was reviewed.
Question of time limits involved for publication. Notices could still be pub-
lished in the st. Cloud Times when 'needed if the Courier was selected for the
official newspaper.
A motion was made by Reber seconded by Sadlo to approve appointment of the
st. Joseph Courier as the official City newspaper.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

City Engineer: Joe Bettendorf presented data on CSAH 75 signal light project. Six
proposals were presented to Council. Engineer stated he didn't need a decision
now, but possibly narrow the selections down to 2 or 3.
County and Federal funding \1aS compared for the proj ect. County State Aid
funding - clean and straight foward path. Federal funding - extras needed:
draft and final project development reports and location and design study report.
Mayor Loso reported County Engineer Bill Rice informed him the County would pay
for the total project unless the engineering costs totaled more than 10% of
construction cost. The City \10uld have to pay any amount over 10% for engineering.
City should decide which contruction design is best suited and turn it over to
the County for construction
A motion was made by Dehler to present all six options to the public at an inform-
ational hearing. Motion withdrawn for lack of a second.
A motion was made by Sadlo seconded by Rieke to present options 1, 3 and 5 to the
public at an informational hearing.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Engineer Bettendorf was instruct6d to set up a meeting with County Engineer
Bill Rice concerning the project. Mayor and Street Commissioner to attend
if possible.

Sewer Rate and Sewer Use Ordinances: Council will review and finalize at the next
City Council meeting.
- Recess: Council recessed at 9:12 p.m. - reconvened at 9:22 p.m.
Seminar for Elected Officials: A motion was made by Sadlo seconded by Dehler to
approve attendance of Mayor Loso and Councilman Rieke at a seminar for elected
officials to be held January 24, 1986 in st. Paul at a cost of $80.00 each.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Cable Conference: A cable conference will be held January 31 - February 1, 1986
in st. Paul.
Patrol Car Bids: A motion was made by Reber seconded by Dehler to approve patrol car
bid publication dates of January 20 and 21, 1986, bid opening February 13, 1986
and Council award February 20, 1986.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
1986 License Approval: A motion was made by Sadlo seconded by Dehler to approve 1986

Police meeting to be held. Council would prefer that machines be counted
monthly by Police Department.
Building Permits: Clerk will make out bùilding permits until a new Building Inspector
is appointed.
Full Time Status: A motion was made by Sadlo seconded by Rieke to approve change
from part-time to full-time status for Laurie Terwey, City Clerk's office.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Property Liability Insurance: A 94~% increase in property/liability insurance was
reviewed by Council. Report coming from Attorney.

District 742 Community Ed: Proposed agreement sent to City Attorney for review.
Council discussed some stipulations in the contract agreement.
Martin Luther King Holiday: It is mandatory to close city departments except for
emergency services on Martin Luther King holiday January 20, 1986.
Council Reports: Rieke - Cable access agreement will be drawn up.
Sadlo - Water left running to prevent water line freeze will be charged to the
customer. Sewer charge will be rated at last quarter rates.
Dehler - Some pups born in City kennel died because of cold weather. shelter
could be moved indoors for \1Ínter or canvas or straw bales put over it. Sug-
gested there be 3 different areas in the Ctiy where notices could be posted
when dogs are picked up. Clerk office to instruct Maintenance Supervisor to
improve shelter for winter conditions.
Skating rinks are open. Seven people have been hired as caretakers for the
rinks: Craig Schroeder, Nick Bukovich, Charlene Suchy, Kevin Cox, Danny
Campina, Greg Rakotz, Mike Johnson. Warming houses will open at 5:00 p.m.
weekdays and 1:00 p.m. Saturdays and Sundays. Suggestion book at both
warming houses for workers.
Adjournment: A motion was made by Sadlo seconded by Reber to adjourn at 10:27 p.m.
