Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, January 16, 1986 in City Hall at
I 7:30 p.m.
Members Present: Mayor Mike Loso; Councilmen Bud Reber, Leo Sadlo, steve Dehler,
Ross Rieke; Laurie Terwey, Secretary.
Others Present: Dave Weyrens, City Treasurer; Bob Johnson; Hugo B. Weyrens;
Joe Bettendorf, City Engineer; Kathy Bruns, Courier Editor; Bill Elfering,
representing Church of st. Joseph.
Treasurer Report: A motion was made by Sadlo seconded by Reber to approve the
monthly Treasurer Report as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Minutes Approved: A motion was made by Dehler seconded by Sadlo to approve the
minutes of the January 2,1986 Council meeting minutes as presented.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
City Engineer: Joe Bettendorf, City Engineer presented changes made in the Sewer Use
Ordinance. The ordinance was changed to add the requirements of a Sewer
Connection Permit and an Excavation Permit to connect to City sewer.
A motion was made by Reber seconded by Dehler to approve the Sewer Use Ordinance
I as presented and submit it to Minnesota Pollution Control Agency for approval.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Engineer Bettendorf also presented the Sewer Rate Ordinance.
A motion was made by Dehler seconded by Sadlo to approve the Sewer Rate Ordinance
as presented and submit it to MPCA for approval.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Sewer Use Agreement between st. Joseph and st. Cloud was discussed.
A motion was made by Sadlo seconced by Rieke to accept the changes in the
Sewer Use Agreement.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

County Road #75 Signal Lights: County Engineer Bill Rice met with City Engineer Joe
Bettendorf, Councilman Reber and Mayor Loso. Engineer Rice recommended proposal
#3 (formerly #5) for County Road #75 signal light installation. He would like
to take a proposal to the County Board on February 4, 1986. City should hold
an informational meeting for residents to voice their opinions on the proposals.
A motion was made by Rieke seconded by Reber to set up an informational meeting
I on January 30, 1986, at 7:30 p.m. at City Hall concerning the County Road #75
signal light project.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

Church Fence: Discussion was held on the Church parking lot fence. Church is willing

to move the fence but wants to know exactly where they need to put it to be
out of City right-of-way. Engineer Bettendorf recommended hiring a land
surveyor to find the exact distance the fence should be moved.
A motion was made by Reber to hire a surveyor to find the exact measurements I
for fence replacement. Motion withdrawn.
Joe Bettendorf suggested asking County Engineer Bill Rice if his department
could be of some help in doing the surveying. Mayor Loso to consult \1Í th Mr. Rice.
Water Tower: Water Tower Paint & Repair would like to be put on the agenda concerning
water tower repair. Tabled to the second meeting in February, 1986.
Cable Update: City still waiting for legal advise on this matter.
Planning Commission Minutes: Planning Commission minutes of January 6, 1986 presented.
The minutes state that the City is willing to construct a bus shelter on City
right-of-way. Councilman Rieke will have the minutes corrected at the next
Planning Commission meeting to state the City will allow construction of a bus
shel ter on City right-of-\1ay. -
Personnel Replacement: A motion was made by Sadlo seconded by Reber to re-hire Bob
Johnson as City Clerk from February 3 to April 15, 1986.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None ;'lotion carried.
City Auditor Marlin Boeckmann has agreed to participate in the hiring process
for a new City Clerk. Bob Johnson will contact him to start on the process.
Discussion on City Administrator and City Clerk responsibilities and differences. I
waite Park Interceptor: A request for payment from City of st. Cloud for the construc-
tion phase of the Waite Park interceptor was presented. Mayor Loso will contact
Sr. Kathleen Kalinowski concerning this. Request tabled until next meeting.
City Hall Project: The large door is installed in City Hall. Police Department door
is not complete yet.
street Light Project: A motion was made by Sadlo seconded by Rieke to approve the
lighting changes submitted by NSP.

Patrol Car Tires: A motion was made by Reber seconded by Rieke to approve purchase
of two police car tires as per estimate presented.

Rec. Assn. Licenses: A motion was made by Sadlo seconded by Reber to approve 3.2 beer
and cigarette licenses for the st. Joseph Recreational Association for the 1986
softball season.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

1986 Salary Adjustment: Mayor suggested 4% increase for City employees. Discussion I
on how the wage increases were handled in the past.
A motion was made by Sadlo seconded by Reber to raise the City employee's pay
by 4% across the board.

- Discussion held on departments base salary. Subject of schooling and requirements
for city jobs.

Council Reports: Sadlo - Presented the 1985 water reports. A motion was made by
Rieke seconded by Sadlo to approve attendancevat conference in March, 1986 ,'0 st, CJr,ud.

Nayes: None Motion carried.
Problem of parking by Daniel's Funeral Home. Too much congestion in area
when funeral is in process. Suggestion for no parking on east side of College
Avenue North by funeral home.
Dehler - Reported skating rink heater problem. Cost to convert old furnace to
thermostat would be $275.00 - new furnace would cost $391.50. Dick Taufen will
chack into used furnaces. Hockey rink fire reported. Lock will be changed at
hockey rink because of break-in.
Questioned whether 4% increase in pay also applies to Recreation Director.
It did apply last year. The 4% salary increase will be applied after the pay
equity increase already granted to Ida M. Johnson and Laurie Terwey.
Bob Johnson: Recommended revenue sharing money be re-allocated because of cuts made.
Also, fire pension error found. City would have to pay $9,100.00 in 1986
possibly. These numbers will be rechecked.
Mayor Report: 1986 Legislative Action Conference will be held February 5, 1986 at
the Radisson st. Paul.
The City of Melrose is sponsoring a one day workshop on land use and subdivision
regulations on February 1, 1986.
Fire Department will inform residents of their new fire department numbers and
addresses.
Adjournment: A motion was made by Sadlo seconded by Rieke to adjourn meeting at 9:18 pm.
