Joseph met in session on Thursday, February 6, 1986 at 7:30 p.m. in Ci ty Hall. Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Leo Sadlo; I City Clerk, Bob Johnson; City Treasurer, Dave Weyrens. (Absent: Councilman Ross Rieke - illness.) Others Present: Claude Menzhuber; Cathy Bruns, Courier Editor; Ed Och. Treasurer Report: A motion was made by Sadlo seconded by Dehler to approve treasurer report as presented. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Minutes: Council meeting minutes of January 16, 1986 were approved as presented on motion bg Dehler seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Bills: A motion was made by Reber seconded by Sadlo to approve bills for payment as - presented. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Gambling License Application: An application for a gambling license was submitted by the College of st. Benedict Athletic Department on January 30, 1986. Acti vi ties to be conducted at the La Playette Bar and Restaurant. A motion was made by Sadlo seconded by Reber not to disapprove the application I for gambling license. Voting for motion: Sadlo, Reber, Loso. Voting against motion: Dehler. Motion carried. Under state gambling laws the City has 30 days to disapprove an application. The state issues the gambling license after the 30-day period has expired. Building Inspector Appointment: One application and resume had been received by the February 1, 1986 deadline for the position of City Building Inspector. A motion was made by Dehler seconded by Sadlo to approve the appointment of Bud Reber as building inspector. Council to determine if Councilman/Building Inspector offices are compatible. Matter tabled. City Clerk instructed to research matter. Clerk/Administrator position Ads: The following publication of notice for hire schedule (Clerk/Administrator) has been completed: 1 ) League of cities magazine - March edition; 2) st. Cloud Times - 2/08 - 2/15; 3) st. Joseph Courier - 2/06 - 2/13; 4) Minneapolis Sunday Tribune - 2/23/86 Resumes to be reviewed by the Council/Consultant committee. Budget Summary Publication: A motion was made by Reber seconded by Sadlo to approve I the 1986 budget summary as presented and direct City Clerk to publish in the st. Joseph Courier as per state mandate. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Jq73 _ _ L-~ <- Revenue Sharing Account statement: Copies presented to Council. The Revenue Sharing account statement indicates the final quarter payment for entitlement period #17 to be paid in October, 1986, has been reduced from $10,188.00 to $6,783.00, a reduction of $3,405.00. The Council was also advised that the Revenue Sharing program may be terminated at the end of 1986. Due to revenue short falls in st. Paul, 1986 Local Government Aid will be reduced, another reason for caution in 1986. Fire Quarterly Report: Copies presented to Council concerning the October 1 to January 1, 1986 Joint Fire Operating Fund. The municipal support for the fire pension fund determined to be $9,209.83 for 1986, will be reviewed in September, 1986, after the fire report determining financial support for 1987, due August 1, 1986, has been submitted to the City. This recommendation was approved by the Joint Fire Board at its meeting on February 5, 1986. st. Ben's Meeting: A motion was made by Reber seconded by Sadlo that City be represen- ted by two voting members at a meeting to be scheduled with st. Bens relating to the st. Cloud sewer project and pertinent matters. Voting for motion: Sadlo, Reber, Loso. Voting against: Dehler. Motion carried. Communications: Two letters from high school students were acknowleged. Both related to removal of the stop sign on County Road #2 at the junction of 2nd Avenue Northwest. The third communication, from the Parish Council, pertained to the move and repair of the parking lot fence abutting College Avenue South. Both matters will be directed to the County Engineer's office for review. Planning Commission: Due to the illness and absence of Councilman Ross Rieke, the Council had received no report of the special use permit hearing conducted by the Planning Commission on Monday, February 3, 1986. The matter will be reviewed at the next Council meeting. Police Chief Request: The Police Chief Lorentz request to attend a Police Chief's Legislative Day and to serve on the committee to appoint the Chief of the Year, to be held on February 25-26, 1986 at the sheraton Northwest in Brooklyn Park, was approved on motion by Sadlo seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. Purchase Request: A motion was made by Reber seconded by Sadlo to approve the ,púrchase of a used trailer from Myron Felix for $200.00. Ayes: Loso, Reber, Dehler, Sadlo. . Nayes: None Motion carried. Council Reports: (Sadlo) : Presented a report on Well #2 - draw down problem cited. Sadlo to review matter with Engineer Bettendorf. Location of lost shut-off valves to be a summer project - replacement necessary. (Reber) : Cited violations of persons pushing or blowing snow on City streets. Snow removal policies reviewed. Downtown area and sidewalk snow removal to receive considerable study. (Dehler) : Councilman Dehler agreed to send out snow removal notices to business establishments. Parks Commission recommended City re-hire Julie Darg as the 1986 Summer Recreation Director at a 4% increase in salary. Commission approved purchase of slides for parks in the amount of $1,790.00. Cost saving by ordering in winter cited. Mayor Loso indicated the City policy of purchases over $50.00 requiring Council approval was still in effect. The Council had previously only approved the park improvement plan. Motion to Purchase slides: A motion was made by Dehler to approve the purchase of the b10 sl ides for $1,790.00, seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None Motion carried. illayor Report: Mayor Loso indicated the Planning Commission would review the Daniel Funeral Home area parking problems. Council to consider matter after Planning Commission study and recommendations have been received. Adjournment: Adjournment was made at 9:35 p.m. Ayes: Loso, Reber, Dehler, Sadlo.
