Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, February 20, 1986 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Leo Sadlo,
Ross Rieke; City Clerk, Bob Johnson.
Others :1>resent: Larry Johanns, Watertower Paint & Repair representative; Kathy Bruns,
Courier Editor; Hugo Weyrens, former Mayor.
Water Tank Project: Larry Johanns, Watertower Paint & Repair Co., presented information
regards epoxy coating the inside of the City's water storage tank. Johanns
described benefits of epoxy and highlighted contract agreement for the project.
Total cost indicated in proposed contract set at $8,085.00. Downtime estimated
at approximately two weeks. Project start tentatively scheduled for middle of
June, weather permitting.
Motion to Approve Project: A motion was made by Dehler seconded by Reber to approve
epoxy project as per contract. Mayor and Clerk authorized to sign agreement.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Meeting Minutes: Council meeting minutes of February 6, 1986 were approved on motion
by Sadlo seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Wastewater Seminar: plant operator James Marthaler's request to attend the Annual
Wastewater Operations seminar in Bloomington, MN, on March 19-21, 1986, was
approved on motion by Sadlo secondeq by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Police Car Bids: Bids for a 1986 police vehicle were opened at 11:00 a.m. on February
13, 1986. The one bid received, from Tenvoorde Motor Company, st. Cloud, list
price: $15,019.65 less $4,802.82 for trade-in of 1984 police unit, for a net
bid price of $10,216.83, was approved on motion by Reber seconded by Dehler.

Nayes: None Motion carried.
Building Inspector position: Acting Building Inspector Bud Reber was approved as
City Building Inspector on motion by sadlo seconded by Dehler.
Voting for motion: Sadlo, Dehler, Loso.
Voting against motion: Rieke.
Abstaining from voting: Reber. Motion carried 3-1.
The question of incompatibility of the Council/Building Inspector office was
explored and reviewed. The League of Cities indicated the following:
1) no statute or attorney general opinion has addressed this specific question,
2) no litigation on matter, 3) not listed under incompatible offices in League
handbook, 4) no specific prohibition, 5) final authority rests with City
Council. City Attorney Tom Jovanovich indicated in his opinion the attorney
generars office would rule the offices incompatible if such a ruling were made.
The majority of members voting were well aware of Bud Reber's experience and
qualifications for the position. No other application had been received after
advertising in the local newspaper.
Planning Commission Minutes: The City Planning Commission, after conduct of a public
hearing on February 3, 1986, recommended Council approval of a special use permit,
allowing a home occupation by Albert Watkins, as a patent officer, at 30 East

Minnesota street. The Council approved the special use permit on motion by
Reber seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Daniel Funeral Parking Question: The Planning Commission at its February 3, 1986
meeting recommended City remove snow and monitor parking and traffic conditions
during the next few funerals. Matter to be reviewed by County.
Legal Communication: Council received copies of the city Attorney's letter to Judge
Paul Hoffman dated February 12, 1986, requesting affirmation of the Arbitration
Board's decision in the Randall Bush case based on an Apellant court decision
that held the Arbitration Board has no authority to modify the sanction of the
employer.
Vehicle Licensing: All city vehicles, excluding police and fire, must again be
licensed, according to state mandate. Cost: $33.25 per vehicle by March 1,
1986 and every two years thereafter.
Replacement Update: The Council received copies of all current resume's received in
application for the position of Clerk/Administrator.
st. Ben's ì\Ieeting: Minutes of the sewer project meeting held with the Convent/College
of st. Benedict representatives on February 17, 1986, will be mailed to the
Council and all persons in attendance.
1985 Police Report: Council reviewed the 1985 police report with Chief Lorentz.
possible Liquor Violations: Information relating to possible liquor violations was
presented by Chief Lorentz. A motion was made by Dehler seconded by Reber to
schedule hearings on March 20, 1986.

Wastewater plant Purchase: The budgeted request for a wet/dry vacuum cleaner for
the Wastewater plant was approved on motion by Sadlo seconded by Reber. Cost
estimate: $74.95.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

waite Park Interceptor Pre-Construction Conference: A pre-construction conference on
the Waite Park interceptor project has been scheduled for "larch 5, 1986 at 1:30
p.m. in st. Cloud City Hall, lower level conference room.
Council Reports: (Sadlo) - Reported Well #2 in need of treatment. Recommended HDH
chlorination by the City Crew as the initial step in the project.
(Reber) - Presented a request from Cy Reinert Homes, Inc. to erect a sign on
premises at the Cloverdale Townhouse rental units located on Baker street East.
Permit to be issued.
(Rieke) - Meetings have been_held relating to cable access. i\leeting \1Ì th
Westel, Inc. to be held. st. Benedicts Art Center under consideration as
access location. Question of cable or micro-wave installation being considered.
Costs and financing obligation to receive further study. Meetings with College
taking place. Cable Board to establish guidelines for consideration.

(Dehler) - Presented capital outlay request to purchase wooden climbers (2 )
for $3,134 for parks. Total cost - June 1, 1986 - $3,272.30.
A motion was made by Rieke seconded by Sadlo to approve purchase.

Nayes: None Motion carried.
Mayor Report: Presented information on signal light project. County recommended
south median be removed from plan while the state recommended median be
included in specs. A number of residents attended the county meeting. The
safety factor is considered most important by all government inti ties involved.
Police Policies: City Attorney recommended police department manual be updated.
Attorney to prepare new policies for Council review.
