Joseph met in session on Thursday, April 3, 1986 at 7:30 p.m. in city Hall. Members Present: Mayor Michael Loso; Councilmen: Bud Reber, Leo Sadlo, Ross Rieke; City Clerk, Bob Johnson; City Treasurer, David Weyrens; (Absent: Councilman, steve Dehler, out of Stàte). others Present: Hugo Weyrens; Kathy Bruns, Courier Editor; Greg Kacures; Tom Botz; Bill Klett; Bob Lyon; Jim Rothfork. Treasurer Report: A motion was made by Sadlo seconded by Reber to approve treasurer's report as presented by City Treasurer David Weyrens. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. Bills: A motion was made by Sadlo seconded by Rieke to approve payment of bills as - presented. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. Minutes: Minutes of the Council meeting held on March 20, 1986 were approved as pre- sented on motion by Rieke seconded by Reber. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. Clerk/Administrator Hire: A motion was made by Rieke seconded by Reber to approve hifingof Rachel Stapleton as the Clerk/Administrator starting on April 14, 1986 at a salary of $22,000.00 annually. April 15, 1986 will be the final work day for retiring City Clerk Bob Johnson. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. District 742 Meeting - April 22: School District #742 will hold its annual compliance meeting on Tuesday, April 22, 1986 to discuss problems of mutual concern and review areas for cooperative efforts. The meeting will be held at 7:00 p.m. at North Community Center. City representation is invited. st. Cloud Township Agreement: The st. Cloud Township license agreement to permit the City of st. Joseph easement upon Township property where necessary during the force main installation to the waite Park interception and lift station. Mayor Loso to review matter with st. Cloud Township Chairman Marlyn Libbetmeier. Rental Housing Matter: A motion was made by Reber seconded by Rieke to accept Acting City Attorney Fred Grunke's recommendation to postpone the Robert Gamades hearing on possible rental housing violation, at 111 College Avenue North, pending further investigation. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. 'Call Before You Dig' - NSP: The annuaL NSP "Call Before You Dig" dinner meeting has been scheduled for April 22, 1986 at the Holiday Inn - Social - 6:30, Dinner - 7:15 p.m. Attending will be: Loso, Reber, Sadlo, Rieke, Taufen. NSP Gas Installation Permit Application: NSP plans for installation of a 3" natural gas main on Cedar street East and 1st Avenue Northeast north to stearns County Road #2 were reviewed by the Council and approved on motion by Sadlo seconded by Reber. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. 1nqh _L rj C' V Police Equipment Purchase: A motion was made by Reber seconded by Rieke to approve the police department purchase of a $91.95 flash light. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None Motion carried. 8:00 p.m. Liquor Amendment Hearing: Mayor Loso opened the hearing at 8:00 p.m. Hugo Weyrens, representing the KC's, stated the organization opposed the amend- ment to ordinance providing for 10:00 a.m. opening of bars due to the following reasons: 1) Sunday is the Lord's day 2) 'Liquor on Sunday' was meant for 'wine with a meal'. 3) Persons may purchase liquor the previous evening for Sunday. 4) Might interfere with Church services across street. Tom Botz, Midway on Main owner, provided the following arguements for ordinance amendment to a 10:00 a.m. opening on Sunday: 1) His establishment needed to be open as many hours as possible (to pay all bills). 2) Added income would benefit City. 3 ) Didn't think the 10:00 a.m. opening would interfere with Church serVlces. 4) Midway-On-Main does serve food. Council Action: A motion was made by Sadlo seconded by Rieke not to amend ordinance to allow a 10:00 a.m. opening of liquor establishments on Sunday. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None IIlotion carried. Botz indicated the reason no other licensees were present for the hearing was because they were all busy. Botz stated the amendment to a 10:00 a.m. openlng would be important to his establishment. utility Delinquencies: A hearing for delinquent utility accounts (3) was opened at 8:15 p.m. The one account (Midway Bar) was advised that water and sewer charges are attached to the property. Motion to Certify: A motion was made by sadlo seconded by Reber to certify delinquen- CIes (water-sewer-refuse accounts) to the County Auditor's office by September 1, 1986. Ayes: Loso, Reber, Sadlo, Rieke. Naye s : None Motion carried. Council Reports: (Sadlo) - Well #2 project has possible start time next week. Flow reduced to 170,000 gallons per day - some leaks may have been eliminated. (Reber) - Street sweeping: Tuesday-Wednesday-Thursday with 4:00 a.m. start next week. (Rieke) - Rieke announced his resignation as Cable Board chairman. Board will select new chair person. Rieke to remain as Council liaison. Nothing resolved to date relating to Cable access. Siren to Announce Benefit: A motion was made by Sadlo seconded by Rieke to approve sounding of siren on April 5 for 10 minutes upon joining of "hands across st. Joseph", a benefit for the County Food Shelf Program. The request was made by resident Bob Lyon. Ayes: Loso, Reber, Sadlo, Rieke.
