Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, April 17, 1986 at 7:30 p.m. in City Hall. I
Members Present: Acting Mayor, Bud Reber; City Councilmen Leo Sadlo, Ross Rieke,
steve Dehler (7:50 p.m.); Secretary, Laurie Terwey.
Minutes Approved: A motion was made by Sadlo seconded by Rieke to approve minutes
of the April 3, 1986 City Council meeting as presented (page 1386 missing).
Ayes: Reber, Sadlo, Rieke.
Nayes: None Motion carried.
"Joes" Beer License: A motion was made by Sadlo seconded by Reber to approve a 3.2
beer license for the "Joes" Baseball Team for the 1986 season.
Ayes: Reber, Sadlo, Rieke.
Nayes: None Motion carried.
1986 Swim Program: School District #742 will conduct the City's 1986 Summer Swim
Program.
Special Use Permit: Mark Lambert, owner of property at 127 Cedar Street East, has
indicated he will apply for a Special Use Permit to build a modular home on
Lot 4, Blk 16, Auditors Subdivision 9. Lot is zoned industrial.
Discussion was held on mobile homes in the City not located in the Mobile
Home Court. Clerk's office to check limitations set on these mobile homes.
Board of Review: Board of Review will be held on May 22, 1986 at 7:00 p.m. In I
City Hall.
Well #2 Project: Councilman Sadlo reported Well #2 project has been completed and
the job well done. The billing from Donabauer Well & Pump Company totals
$2,010.00.
A motion was made by Sadlo seconded by Rieke to approve payment of Well #2
repair project as presented.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Sadlo doesn't recommend a new well at this time, but possibly acquire a suit-
able piece of land for a new well site. He will check with Engineer Bettendorf.
Capital Outlay Request: Park Department request to purchase a John Deer 755 tractor
with snow blower, cab, 2 mowers, rear blade. City cost after trade-in is
$10,705.00.
Discussion held on whether there is a need for bids or more than one quote on
such a purchase. Dick Taufen will get another quote for the tractor and present
it at the next Council meeting. Clerk's office to check on money available for
such a purchase.
Hockey Rink: Lumber for hockey rink needs creosote application. The kids in the
hockey program have volunteered to help apply the creosote, but Maint. Supt. I
Dick Taufen stated the product is much to dangerous to have children involved.
Adult volunteers would be welcome. steve Dehler will talk to Al Kalla, Hockey
Association, about the project.
Street Seal Coating: City Engineer Joe Bettendorf submitted a proposal for street

seal coating for 1986. He and Dick Taufen recommend the following streets be
included:
5th Ave. S. E. - Minn. st. to Able
~ Able st. E. - 5th to 7th Ave. S. E.
6th Ave. S. E. - Able to Baker
8th Ave. S. E. - Able to Baker
9th Ave. S. E. - Minn. to Baker
10th Ave. S. E. - Able to Baker
Able st. E. - 8th to East End
Baker st. E. - 7th to East End
Cypress Drive - Complete loop
A motion was made by Rieke seconded by Sadlo to approve seal coating of the
above named streets and instruct City Engineer to start the bidding process.
Clerk's office will check funding available.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Used Visabar unit: A motion was made by Rieke seconded by Sadlo to approve selling
the old visabar light unit from the patrol car for $125.00.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Clerk Office Phone Request: The City Clerk's office requested one additional telephone
be installed. Council requested more information on costs involved and reasons
for the additional telephone. Also, leasing or buying comparisons.
Gamades Rental Housing Complarnt: Clerk's office to check with Attorney John Scherer
if he has received all information he requested.
Council Reports: Sadlo - EBA insurance survey taken of the City property reported.
A recommendation for a safety cable to be installed on the water tower with
cage removed was made. If cable is not installed, there should be a rest area
every 30 feet of cage.
Rieke - Pundsack property - complaints of cars and junk on lot. Building Insp.
Bud Reber will check.
Acting Mayor: A seminar on basic skills in emergency management is being held in
Arden Hills on May 19-23 and June 2-6, 1986 (2 sessions). Dick Taufen, Civil
Defense Director, would like to attend.
A motion was made by Dehler seconded by Rieke to determine if there is a need to
attend and if there is, to approve attendance by Dick Taufen.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Annexation: Clerk to remind st. Ben's of need to annex the dorms on campus that are
located in st. Joseph Township. The need to annex is for voting purposes.
Alley Dust Problem: Calcium chloride will be applied to alley by Bill Baggenstoss
residence. Speed should be patroled at this alley.
Building Inspector: Bud Reber requested an application for certification as Building
Inspector. Clerk's office to obtain this and check the fee.
Adjournment: A motion was made by Sadlo seconded by Rieke to adjourn at 9:15 p.m.
Ayes: Reber, Behler, Sadlo, Rieke. Nayes: None. Motion carried.
