I Joseph met in session on Thursday, May 1, 1986 at 7:30 p.m. in City Hall. Members Present: Mayor Mike Loso; Councilmen Bud Reber, Leo Sadlo, Ross Rieke, steve Dehler; Clerk/Admn. Rachel Stapleton; City Treasurer Dave Weyrens. others Present: Kathy Bruns, Dick Taufen. Treasurer Report: A motion was made by Reber, seconded by Sadlo to approve the treasurer's report as presented by City Treasurer Dave Weyrens. Ayes: Loso, Reber, Sadlo, Rieke, Dehler. Nayes: None Motion carried. Minutes: Minutes of the April 3 City Council meeting, page 1386, and of the April 17 City Council meeting were approved as presented with a motion by Dehler, seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Bills: A motion was made by Sadlo, seconded by Rieke to approve payment of bills as - presented. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Seal Coat Project: A motion was made by Reber seconded by Dehler to approve advertising for bids for the seal coat project as follows: I Construction Bulletin - May 9 and May 16 st. Joseph Courier - May 8 Open bids - May 22 Council award - June 5 Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Liquor Applications Approved: A motion was made by Sadlo, seconded by Reber to approve the following liquor license applications pending proof of liquor liability (dram shop) lnsurance: 1) La Playette, Inc. - off sale, on sale, Sunday 2) Midway on Main - off sale, on sale, Sunday 3) Ef Paso Club & Lanes, Inc. - off sale, on sale, Sunday 4) Sal's Bar & Cafe - off sale, on sale, Sunday 5) American Legion Post #328 - club on sale, Sunday 6) st. Joseph Liquor Shoppe - off sale 7) Herk's Restaurant & Pizza Palace - wine 8) Bo Diddley's - wine Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Abstained: Rieke. Motion carried. Sewer Project Schedule: An updated sewer project schedule was presented - no action necessary. Patrol Car Accident Settlement: Because the new police car will arrive soon and the I damaged one will be used for trade-in; a motion was made by Reber, seconded by Dehler to trade in the old patrol car as is, along with submitting the settlement for the damage, $692.24 to Tenvoorde Ford. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. 1 QQ1 ~ UV~ Wiring Patrol Car: Quotes received to transfer and wire the electrical equipment on new patrol car: Granite Electronics, Inc. $450.00 (not to exceed) I Air Comm $240.00 After discussion a motion was made by Rieke, seconded by Sadlo to allow Air Comm to do the electrical work. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. st. Ben's Annexation: Discussed update on annexation proposal. Clerk Office phones: Two quotes were presented for a Com Key Basic phone: Marco - $268.00 with installation AT&T - rental purchase program totaling about $290.00 without installation. A motion was made by Reber, seconded by Rieke to approve the Marco proposal, and to purchase the existing phones from AT&T for $179.00 and carry maintenance contract on all three phones. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Also discussed phone jack for computer and future computer installation to meet the City's needs. Hot Air Balloon Launch: Discussed request to launch three hot air balloons from baseball field to create local interest in this activity. After discussion on liability Reber moved to allow this, seconded by sadlo on the condition that there will be no rides for the public. I Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Refuse Rates: A motion was made by Sadlo to increase the regular rate refuse customers by $1.00 per month seconded by Reber. Ayes: Reber, Sadlo, Rieke. Nayes: Loso, Dehler. Motion carried. A motion was made by Rieke, seconded by sadlo to increase seniors refuse rates from $1.00 to $2.00 per month. Ayes: Sadlo, Rieke. Nayes: Loso, Reber, Dehler. Motion failed. Signal Light: Joe Bettendorf notified the City that the Signal Justification Report has been reviewed by the state and approved. Dog Problem: The Mayor and Council discussed dog problems, disposal and kennel conditions. Need to clean kennel and de-winterize it. Gamades Hearing Set: Mayor set Gamades hearing for May 15, at 8:00 p.m. Capital Outlay Purchase: Dick Taufen presented quotes as follows for 1 - 755 John Deere tractor with attachments - with trade-in: Kronenberg Equipment, Inc. - $11,000.00 Rudolph's, Inc. - $10,950.00 I A motion was made by Dehler to approve the quote of Rudolph's, seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Signs In Parks: Reber moved to approve the purchase of 10 signs - stating NO MOTORIZED VEHICLES IN PARK (to help control damage from three wheelers and others) total 1 .<)1' '" -ion c P__ ~i f~ cost approx. $180.00; seconded by Rieke. Fluoride Equipment: A motion was made by Sadlo to purchase fluoride pump and I calibrated barrell to replace worn out equipment, seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Council Reports: Reber - Police would like an area to store bikes, evidence and such in the garage. Dick said he could partition it off. Also discussed parking new patrol car in garage. Will look into situation. Rieke - Discussed fencing requirement around residential swimming pools. will have Planning Commission work on it, and City Attorney check into liability. Also discussed - permit fees, mobile home in commercial zone, delinquent utility bill. Dehler - The federally funded student summer worker program has been cut. Park Commission requested City Council hire a student to fill this void; a tl1el ve week position. Clerk's office to see if money budgeted for such position. Also discussed park matters - playgrounds, donations, rifle range use in park, hockey association. Park Commission also requested changing name of Millstream Park Fund to Park Improvement Fund. Council discussed purpose of the fund and where revenue origin- ated. Also suggested Park & Recreation Fund. Clerk/Administrator to check on feasibility of change. I l\layor Report: Retirement supper for Bob Johnson will be held May 14th in appreciation for his 30 years service to the City. Police Chief's verbal attack of the City Council on local radio station and possible disciplinary action. Mayor Loso moved to turn the matter over to the City Attorney to see what action may be taken; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None Motion carried. Discussed setting up a meeting on May 28th at 7:30 with City Council, City Attorney, Police and all bar owners. Discussed fence on parish property and police protection of it. Councilman Dehler discussed sidewalk repair. Adjournment: A motion was made by Sadlo, seconded by Rieke to adjourn at 10:25 p.m. Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
