Joseph met in special session on Wendesday, May 28, 1986 at 7:30 p.m. in¡,Ci ty Hall. I Members Present: Mayor Mike Loso; Councilmen Donald "Bud" Reber, steve Dehler, Ross Rieke; City Clerk/Admn. Rachel Stapleton. Leo Sadlo absent because out of town. others Present: Mayor introduced Mr. walter Peralt, of Minn. Liquor Control and Stearns County Sheriff Charlie Grafft to those in attendance as follows: Robin Duncan, representing Midway on Main; Mark & Rudy Zimmer, representing La Playette; Mark Loso, representing the Legion Club; Diane Schneider, representing Sal's Bar & Cafe; Dave Hollander, representing st. Joseph Liquor Shoppe; Denny & Carole Tamm, Tim Borresch, representing EI Paso Club; william Lorentz, Chief, Pete Jansky, Jeff Young, st. Joseph Police Department; John Scherer, Asst. City Attorney; Bob Johnson. Purpose: Mayor stated informal meeting to air views and ideas on City Ordinances and policies. Liquor Businesses: Concerns - 1) License suspension for violation of State or local code. 2) Poli~e officers - asset or hinderance - hurt business when in establishment. ;3) Liquor business problems should be handled locally. 4) I.D. 's - what is valid - in court only valid drivers license or Minn. ID card. 5) Under age - who can be on premises. Mr. Peralt and Mr. Scherer responded accordingly to State and Local code. 6) Liquor liability - on bar operators. I 7) Keg parties - what constitutes sale of keg. When are keg parties allowed - when no commercialization takes place. 8) Evacuation from bar premises after hours - local control - 30 minutes after closing. Police: Concerns - 1) Bars not policing themselves as much as they should concerning under age drinking. 2) Need more control on false ID's. Police Chief requested that all false ID's be given to his department. 3 ) Police Officers role in controlling and handling violations needs clarifying. Sheriff Charlie Grafft: 1) Good communication level is needed between City Council, Police and Bar Owners. 2) Need to have strong policies to control law suits. 3) Sheriff's Office has assisted in patrolling and will continue. City Attorney John Scherer: Recommend following with a committee of one representative each of Council, Bar owners, and Mayor to review policy and ordinance and report back to the Council. Mayor Loso recommended topics for review. 1 ) Ordinance 2) Current bar policy I 3) Recommend changes and clarifications City Hall Annex: Project 1. Reber moved to accept the quote of Metro Plumbing to sink a sump pump pail and install a sump pump and run it to drain line and connect dehumidifier 1397 drain of $333.76, seconded by Dehler. Ayes: Loso, Reber, Dehler, Rieke. N aye s : None Motion carried. proj ect II. Dehler moved to accept the quote of Metro Plumbing to replace rotten plumbing stack to upstairs apartment of approx. $485.00, seconded by Rieke. Ayes: Loso, Reber, DehLer, Rieke. Nayes: None Motion carried. Project III. Dehler moved to accept quote of Metro Plumbing to change feed and return lines to correct heating system of $175.00, seconded by Reber. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None Motion carried. Adjournment: Motion to adjourn by Reber at 10:15 p.m., seconded by Rieke. Ayes: Loso, Reber, Dehler, Rieke.
