Pursuant to due notice and call thereof the City Council for the City of st.
Joseph met in regular session on Thursday, June 5, 1986 at 7:30 p.m. in City I
Hall.
Members Present: Acting Mayor Donald "Bud" Reber; Councilmen steve Dehler, Leo
Sadlo, Ross Rieke; City Clerk/Admn. Rachel Stapleton; Treasurer Dave Weyrens.
Mayor Loso absent - out of town.
Treasurers Report: Sadlo moved to approve the treasurers report; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Minutes of the May 15, 22 and 28 meetings were approved as corrected with a motion
by Dehler; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carrled.
Setback Requirements: Goeff Partridge requested a variance of the side setback in
Clinton Village because of lot size. Dehler moved waiver the setback require-
ment on Lot 4, Blk 4, Clinton Village Addition, allowing a minimum of 15' set-
back on the east side of the corner lot; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.
Jim Krebsbach: Motion by Rieke to split lots 7 and 14, Blk 10, Original Town of st.
Joseph as presented; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke. I
Nayes: None. Motion carried.
Outdoor Liquor Permit: Tom Botz, Midway on Main, requested an outdoor liquor permit
for June 29, from 2 - 9 p.m., no live music, will fence area and pay fee.
Sadlo moved to allow such, ~s per amended ordinance #1980-A; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo.
Nayes: None. Rieke abstained. Motion carried.
Bills Payable: Sadlo moved to approve the bills payable as presented; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Summer Employment: Dehler moved to approve Mark Larcom and steven Briesendine to
assist Julie Darg in the summer recreation program; seconded by Rieke.

Sadlo moved to hire Danny Campina, Bob pirkle and Jackie Schlepper through RPVS
program; and Kevin Cox through Job Service, both summer youth work programs for
maintenance and recreation summer work, seconded by Dehler.

Nayes: None. Motion carried.
seal Coat Project: Joe Bettendorf, City Engineer, presented the bid tabs for the seal
coat project: I

Bid Award: A motion was made by Rieke to accept the low bid of Contract Services
Independent, Inc. of st. Cloud; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None Motion carried.

Recess: The Council recessed at 9:00 p.m. The Council reconviened at 9:06 p.m.
- Engineer Reports: Joe Bettendorf, City Engineer, reported on: 1 ) ordinance
revision, plat approval methods and future street maintenance; 2) Signal
Justification Report - need to work with the County for the project;
3) storm sewer - from Cedar street back to Kay's Kitchen would be easy time
to install when force main is installed.
storm Sewer: Sadlo moved to allow the engineer to do a preliminary cost study on
the storm sewer; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Capital Improvement plan: Mr. Bettendorf discussed establishing a five year, prlor-
itized plan with input from each member of the Council.
Forcemain Project: Motion by Sadlo to authorize engineer to call for bids for the
forcemain project as approved by MPCA; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Westel, Inc. : Rieke moved to allow the release of performance bond if approved by
legal counsel concerning access channel and proof of payment requirements of
all subcontractors; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Apartment Carpet: Dehler moved to allow $100.00 for purchase of carpeting in Apt. #1
in City Hall Annex if it fits the living room; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Millstream Park Equipment: Motion by Dehler to remind the police department of their
responsibility to check out equipment for Millstream Park; Sadlo seconded.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Improvement Bond: Dehler moved to allow increase in paying agents fees minimum increase
to $100.00 for the 1961 Bond Issue; Rieke seconded.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Councilmen Reports: Sadlo - need to go on water restrictions to lower peak demands -
odd-even policy would be effective. Sadlo moved to go on water restrictions
effective June 12th; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Rieke - Gene Scherer would like a status change on his property, to park semi-
trailers; should apply for a variance, special use permit or re-zoning; also
had complaints of college student noise.
Dehler - 1) Park Board requested fees change in fees for Parks - to $25.00 for
residents, $35.00 for non-residents. Also requested City require a $50.00

refundable damage deposit. Council to discuss at later date.
2 ) Lower basketball hoop in Hollow Park Tot Lot by one foot.
3) Have student worker clean parks as last year.
4) Discussed the proposed mounds for the Tot Lots.

Parks Commission: Rieke moved to provide the Parks Commission with a written policy
that requires them to approach the Council with a request to cross any and all .-
easements for a decision; seconded by Sadlo. Discussion - Dehler stated that
the Parks Commission is a recommending board and looking for guidelines for
planning. Rieke and Sadlo withdrew motion.
Rieke moved the Council provide the Parks Commission with a written statement
that the Council is not in favor of major developments which cross an easement
but will consider them on an individual basis; second by Reber.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
The Council discussed the mounds and possible tree removal if they are built
and agreed to delay building the mounds until all the Councilmen could look at
the parks for a decision.
Fire Department: Reber commended the Fire Department on their qualified personnel in
handling medical emergencies. Dehler moved to pay Fire Department for calls the
first half of the year; Reber seconded.

Nayes: None. Motion carried.
Adjournment: Sadlo moved to adjourn at 11:45 p.m. Rieke seconded.
