Pursuant to due call and notice thereof the City Council for
the City of St. Joseph met in regular session on Thursday, I
June 19, 1986 at 7:30 p.m. in City Hall.
~~~Q~rª fr~ª~~!~ Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke; City
Clerk/Administrator Rachel Stapleton.
~!~Y!~ªi Minutes of the June 2 meeting were approved as
corrected with a motion by Dehler; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
tlQ~ª!~g !~ªE~£~Qr~ Motion by Dehler to allow Building
Inspector Bud Reber to hire an assistant as needed to
complete inspection in a timely manner; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~~ß~~E! frQE~r!Y~ Ann Scherer and neighbors appeared before
the Council to alert them of the unkempt property at 507
Eastern Court. Bud Reber stated he had attempted to contact
the residents of the property many times; when he did she
said they would try to clean it up and mow the area. The
neighbors present stated they would help clean it up and mow
the grass as needed if agreeable to the residents.
ºQ~!rª£!~ Dehler moved to approve the Fire contract between I
St. Joseph Township and the City of St. Joseph; seconded by
Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~fQ ~ªª~ªª~~~!~ A motion was made Rieke to approve payment of
the second half local assessment for the St. Cloud Area
Planning Organization of $1,382.50; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

City's agreement to identify members would be based on a card
check; Reber seconded.

Mayor Loso as Representative for the City to the St. Joseph
Police Employees Federation Unit; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Abstain: Loso. Motion carried.
Qff!£!ª! N~~ªEªE~r~ Rieke moved to approve the St. Cloud I
Daily Times as the Official Newspaper for the City due to the

discontinuation of the St. Joseph Courier; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.-

~nfor~ed the Council that the signed lease was received by
the City as required at the May 15 hearing.
ÇQ~Eg!~r fQr Ç!~rk~~ Qff!£~~ Rieke moved to approve the
purchase of an IBM PC XT computer system for the Clerk's
office of $4,950 to Computerland; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
B~Y~ng~ êhªr!ng fgnQ~~ Motion to negate any transfer of
Revenue Sharing Funds to the street improvement fund for the
1985 fiscal year on the recommendation of the City Auditor
was made by Dehler; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
êQnQ Bª!!ng~ City Attorney discussed the advantages of being
rated by Moody's Investment Services. Discussion followed.
Rieke moved to pursue having the City rated; cost not to
exceed $2,000; seconded by Sadlo.
Ayes: Loso, Reber, Sadlo, Rieke.
Nayes: Dehler. Motion carried.

for the Public Improvement Hearing at July 17; seconded by
Reber.

Sadlo; seconded by Rieke.

Mayor reconviened meeting at 9:02.
ª!11 1Qrªn~~ Appeared before the Council to present a
response to the Council as requested by letter. Mayor Loso
questioned him on his actions as a City employee, policy, and
communication problems. Chief Lorenz will follow City
policy, City Attorney will provide for Council approval.
