Bill Lorenz, Chief of Police; Steve Notsch, Jason Barker, Erik Weisser, Kevin Diedrich, Ed Kacures, Sr, Josh Sebasky, Ross Rolling, Phil Rockensock, Dan Weisser, Linda Barker, John Barker, Cory Ehlert, Steve Dobis. tliDYt§§~ Minutes of the August 21 meeting were approved as presented with changes to state the names of the corporations and include the section of state law relating to the gambling license with a motion by Dehler; second by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ~§~§EªE§r erQEQ§ª!~ Lois Thelen appeared before the Council to discuss her plans to establish a local newspaper in St. Joseph, would have local news, editorials, advertising, and City Council news and minutes. She stated it wouldn't be a I problem to run the minutes verbatim as a news article. Mayor and Council wished her success in her proposed endeavor. ªi!!§ eªYªº!§l Sadlo moved to approve the bills payable as presented; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Ihr§§ Hh§§l§r§1. Linda Barker, spokesperson for the group, discussed regulations and problems in finding location where three wheelers may be ridden. The Chief of Police, Bill Lorenz, and the Council discussed with the group the problems of riding on the hill in Millstream Park; also discussed the group organize and present a proposal where to ride which would relieve the City of liability. The Mayor and Council stated they will seek a location which will be suitable, review the liability and take action in the future. Mili̪ty k~ªY~~ Bill Lorenz also discussed that Jeff Young, Patrolman, will be taking 10 days military leave in September and requested payment for the three days {balance of his military leave}. Council agreed to pay Jeff's salary for three (3) days as State Law requires. Chief Bill Lorenz discussed with the Mayor and Council Noise I Ordinance problems and drinking on the street problems by 5a1's. ~houlder patGheBI sadlo made a motion to allow the purchase -------- ------- 1421 -'"'"-- of shoulder patches for the Police. Dept. uniforms as requested by Chief Lorenz; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ߧ秪ª~ Mayor declared a recess at 9:35 p.m. and reconvened at 9:43 p.m. ~ªª~§ ~ª~§r Ir§ª~m§n~ ƪç!l!~ï ߪª§ªªm§n~ª~ Joe Bettendorf, City Engineer, discussed with the Mayor and Council the proposed assessment on the project. Mayor and Council generally agreed to assess businesses by volume of water used, in 500 gallons of water used per day increments. Each unit shall be one increment for businesses. Each residential dwelling shall be considered as it was built. Each apartment, mobile home, and residential unit in a duplex or townhouse shall be considered a unit. Each residential home in an Ri zoned area shall be a single unit. B§ªQly11Qn Qf ÇQª1 1Q Q§ 8§§§§§§g: Dehler made a motion to approve the Resolution Declaring Cst to be Assessed and Ordering Preparation of Purposed Assessment; seconded by Sadlo. Motion carried. ~ª§~§ ~ª1§r In1§rç§Q1Qr ErQi§ç1~ Reber moved to approve payment to St. Cloud of $2,773.85 as final payment for Waite Park Interceptor, Design Phase; Sadlo seconded. Blanchette a key to City Hall as President of the Park Board to facilitate entrance for Park Board meetings; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. rgBß gmplQY§§ 1if§ Inª~ Rieke moved to allow payroll deductions from the employees salary for any employees who should choose to enroll in the employee term life insurance offered by PERA; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Nayes: None. Motion carried. ºQ~D£ilIDêD BêQQr1~ Sadlo: Watertower interior maintenance is now complete and welding was done to the seams and repainted. Wells are producing more volume than previously. Reber: Rental housing inspection is difficult to get it all inspected. Owners need to be alert to the requirements. Rieke: No Planning Commission meeting because of Labor Day. The a-Plex's new owners appear to be responsive to City requirements. Dehler: Park Board report: Parking lot deletion in the Second Ave. NW proposed project may cause parking problems for Centenial Park users; Memorial Park needs upgrading; Any rifle range determination to be made by City Council; Would like to have winter recreation director; Dick Taufen resigned from the Board; Sliding hills-ready to be built, one in Cloverdale Tot Lot, the other hill in Centenial Park. Need to have trees removed from Cloverdale. Council in general agreement to give away to evergreen trees and save the deciduous trees for the City, then Mr. Felix can build the hill in Cloverdale Tot Lot if it's not on an easement and the trees are moved. No hill will be built in Hollow Park. The P-15 playground equipment will be installed. Would like to coordinate the 2nd Ave. project with building hill in Centenial Park and use fill from 2nd Ave. if possible. Request also, from local gas station to rotate City supplier of gas; Council discussed costs, after hour needs, and services. Dehler moved to allow the City to rotate every three months among the suppliers of gas in the City. Motion failed for lack of a second. Clerk requested to see what proposals may be offered.
