Pursuant to due notice and call thereof, the City
Council for the City of St. Joseph met in regular session on
Thursday, October 4, 1986 at 7:30 p.m. in City Hall.
!1~mQ~r§ ~r~§~n!1. Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Leo Sadlo, Steve Dehler, Ross Rieke.
Ir~ª§Yr~r~§ R~QQr!~ Sadlo moved to accept the treasurer's
report as presented by City Treasurer David Weyrens; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
!1inY!~§1. The minutes of the Sept. 18 and Sept. 25 meetings
were approved with corrections with a motion by Sadlo,
seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
s!! I~rrªin Y~biç!~§~ Police Chief Bill Lorentz discussed
with the Council the proposed all terrain vehicle ordinance,
and changes needed in it. Discussed also were Bill meeting
with the ATV owners, after ordinance is approved, to educate I
them where they may be used and what will be prohibited.
Steve made the Council aware that the Park Board is not in
favor of any motorized vehicles in any parks. City Attorney
directed to make changes to ordinance and Council will go
through once more before passage.
º~!iD9Y~D! Hª!~r ªi!!§1. At 8:00 a public hearing was held for
delinquent water bill patrons. No one appeared to discuss
their bill with the Council. Motion was made by Reber to
certify to County Auditor any unpaid bills which were
presented as has been City Policy; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Hª§!~~ª!~r ~ªçi!i!Y ~rQj~ç!~ City Engineer Joe Bettendorf
presented Application for Payment No. 1 for the contractor of
the project. Dehler made a motion to approve Payment No. 1
to Landwehr Heavy Moving, Inc. for work completed through
Sept. 20 and materials stored on site of $125,617.93;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Mayor declared a recess at 9:38 p.m.
Mayor reconvened the meeting at 9:43 p.m. I
12ªZS §1r~~1 Im~rQY~m~D1 ~rQj~£1~ Joe Bettendorf presented a
feasibility report for the proposed 1987A Street Improvement
Project. Council discussed with Mr. Bettendorf the costs of

the project, possible portions which could be deleted and the
effects of such. Could eliminate the last block on 2nd Ave.
and do an overlay on it and on the block on Birch St. and
leave the storm sewer in the project. Also discussed the
parking by the Medical Clinic, could have angle parking and
the owner be assessed for that portion, and wrap curb to meet
at Post Office. Council will have special meeting with Marlin
Boeckman, CPA, to discuss the financial capabilities before
making a decision.
Iª~ ~~yy~ Council will discuss tax levy for 1987 at meeting
with Mr. Boeckman.
~!gYQr 9QmE1ª!D!~ Clerk/Adm. reported Police Chief turned in
report of underage person drinking beer outside of Sal's Bar,
and statement that he had purchased it in Sal's. Attorney
will follow through on this.
NQ!~~ Y!Q1ª!!QD~~ Two noise violations were reported during
the month.
~!~ ß~D~§ ~§~§r gQD§!rY9!!QD ªDQ º~§ Bgr§§ID§D!~ Rieke moved
to approve the revised Sewer Construction and Use Agreement;
seconded by Reber;

Management Ass~ciation for acceptance of st. Joseph for
membership as fulfilling the requirements under the General
Management Position; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ª!1l~ eªYªºl~~ A motion was made by Sadlo to approve the
bills payable as presented; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

ÇQYD£!l B§EQr!§~ Sadlo: Discussed James Krebsbach's Special
Use and Variance proposals for a bulk plant and billboard
sign, to be heard at Planning Commissions meeting on October
6.
Reber: Residents in Whispering Pines area will be requesting
proposed costs for sewer and water and annexation costs in
the future should they consider annexation. Council stated
would have to pay costs of installing lines plus hookup fees.
Rental housing: Will have City Attorney draft letter to
rental housing owners who exceed the limits of the housing
ordinance and the possibility of revoking rental housing
certificate.
Burning of Leaves: May start to burn in October as Leaf
Burning Ordinance allows.

Borrasch Property: Fence on open basement not put up. Will
send letter to her asking her to get it fenced by a specified
time. If not fenced by then the City will have it fenced and
charged to her.
Rieke: Planning Commission held a public hearing for Lori
Jensen for Lot 10, Bl. 1, Clinton Village.
Yªriªnç§ glintQn Yillªg§~ Rieke moved to grant variance on
this property as recommended by the Planning Commission to
the Council to grant a 17 foot setback from Ash street
rather than the required 30 footi seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler: Park Board would like to get the PR-1S's installed
with Volunteer labor, need $250 for sand, $50 for sacrete,
and would like a $50 donation to JayCees for the labor.
Reber moved to allow $350 for these items to install the PR-
lS's; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

SCSU for winter director with the internship program, to
organize and coordinate our program. Rieke moved to allow
the Park Board to get intern for the Winter recreation
program as a director with the bUdget to be set at a later
date; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

Reber moved to allow the purchase of the pickup as requested
for $4,500; seconded by Rieke.

~ir§ Çbi§f~ ~Qrß§bQE§~ Mayor Loso requested to allow the Fire
Chief and City Officials to attend the upcoming Fire Chiefs
workshops. Motion by Reber to approve; seconded by Dehler.

Nayes: None. Motion carried.
