Pursuant to due notice and call thereof, the City Council for
the City of St. Joseph, Minnesota met in regular session on
Thursday, October 16, 1986 at 7:30 p.m. in City Hall.
~êmQêr§ frê§ênt~ Acting Mayor Donald "Bud" Reber; Councilmen
Steve Dehler, Leo Sadlo, Ross Rieke; Clerk/Adm. Rachel
Stapleton. Mayor Mike Loso absent, out of town at Fire
Chiefs conference.
~ín!!,!;ê§~ Minutes of the October 4 and October 7 were
approved as corrected with a motion by Dehler; seconded by
Sadlo.
Ayes: Reber, Dehler Sadlo, Rieke.
Nayes: None. Motion carried.
hll Iêrrªín Yêbíçlê Qrgínªnçêl Council discussed the proposed
ATV ordinance with the City Attorney John Scherer and the age
allowance to drive on City streets and alleys. Sadlo made a
motion to approve ordinance #90 ALL TERRAIN VEHICLES,
regulating the use of such vehicles; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
I ÇlíD,!;QD Yíllªgê Çbªrgê§l Keith Gruber appeared before the
Council to discuss the hookup charges he paid on property he
recently purchased in Clinton Village and the 1985 Wastewater
Assessment which he has to pay on both the property he sold
in the city and the property he purchased. Council felt
since both pieces of property benefitted from the Assessment
it was due on both of them.
ßrêQ§Qªçb ß!!lk flªn,!; frQjêç,!;~ Jim Krebsbach appeared before
the Council to discuss a storm sewer easement which appeared
on the abstract of the property which he intends to purchase
for his bulk plant. On the advice of City Engineer Joe
Bettendorf, and after reviewing maps of the area, it appears
there is no need for a storm sewer easement as any drainage
of the area would run in the right of way of CSAH 75, Dehler
made a motion to execute the abandonment of any storm sewer
easement on Tract A, Auditor's Subdivision No. 4 (adjacent to
the Grill and Cone); seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

engineer to proceed with the survey of 2nd Ave. Street
Project; seconded by Sadlo.
I Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Election Judges: Dehler moved to approve the following as

QQYDfil B~QQrtê~ ªªº1º~ Discussed coming conference on Oct.
29 and Sadlo made a motion to approve the expenses for Dick
Taufen to attend the Central District Water Operators
conference in St. Cloud; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Sadlo also discussed moving or installing another water shut
off valve at the El Paso so that it is accessible. This
matter will be turned over to the maintenance supervisor.
ºªbl~r~ Discussed City Policy of purchasing authority, City
Employees, only may sign invoices to be approved by Council.
Rieke moved to allow $50 for labor and $50 for sacrete to
install the PR-15 in Hollow Park. I
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler also discussed the Park Boards Proposed winter
recreation program needs funds allocated for it; after
discussing closing the west end warming house this season the
Council agreed to open it as in the past.
Rieke moved to establish a fund of $2500 for the winter
recreation program; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Park Board requested to purchase 16 white pine trees for
border and esthetic purposes, total cost $400. Rieke moved
to approve $100 for white pine trees when the Park Board has
gotten the other $300 from some other source; seconded by
Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Acting Mayor Reber discussed control of rental units
exceeding the maximum number of residents. City Attorney
will write letter to be sent to affected rental owners.
