November 6, 1986
Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
November 6 at 7:30 ~.m. in City Hall.

Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm.
Rachel Stapleton.
Ir~ªª~r~r~ª B~EQr!~ David Weyrens, City Treasurer gave the
monthly report. Sadlo moved to approve the report as
presented; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Mi~~!~ª~ Minutes of the October 16th meeting were approved as
corrected with a motion by Dehler; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
I êi!!~ ~ªyªº!~~ Reber made a motion to approve the bills
payable as presented; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

êi!! kQr§D!~~ Qhi§f Qf ~Q!i£§ B§EQr!~~ (1) Request for snow
tires for patrol car. Dehler moved to allow the purchase of
two snow tires for the patrol car; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
(2) Lorentz also reported Nov. 18th is the meeting with the
ATV owners, operators and parents at City Hall.
(3) Bill reported on a Bar violation, American Legion, will
check with the attorney as to the allowable procedures and
follow his advice.
(4) Noise violation at 117 W. Minnesota St. (First violation)
Bill notified the owner. Bill discussed with the Council how
to handle apartment complex violations. Council stated each
apartment is considered one unit and each unit would be
handled separately.
(5) Bill also requested to be relieved the requirement of the
Chief working two nights a month as previously requested by
the. Council to make the scheduling fór the men easier.
Council was in general agreement to try this schedule for a
I six month period and would review the results at that time.
(6) There may be an allegation of misconduct charged against
one of the police officer's resulting from a domestic abuse
call.

Bettendorf, City Engineer, presented Pay Request #2 for the

Wastewater Facilities Project. Dehler made a motion to

approve payment of $243,437.68 to Landwehr Heavy Moving, Inc.
for Pay Request #2; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ê§~l º2~~ rr21§f~~ Mr. Bettendorf also presented Final Pay
Request to Contracting Services Independent, Inc. for the
Seal Coat Project. Sadlo made a motion to approve payment of
$485.75 to Contracting Services Independent, Inc. as final
payment of the project; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
º~DY~§§ gl§f~i2D~ Reber moved to approve the canvass of the
City election, Nov. 4, results following, as submitted by the
Judges of the election; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

allow the Mayor, Clerk, and Chief of Police only to contact
the City Attorney for legal advice for the City, and that any
other Boards or employees needing legal advice should contact
the Clerk; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
lº~ð B§!ir§m§n!~ Dehler made a motion to approve a Resolution
for the City of St. Joseph to establish a deferred
compensation plan through ICMA Retirement Corp.; seconded by
Rieke.

with City Attorney to put a lien on property in Clinton
Village for the Park Land provision.
ºª1?i!ªl º1!~lªY~ Reber made a motion to approve a capital
outlay purchase for Parks & Streets of $140.00 for 2 turf

ênQ ~Q§~ ºªmQ!!ng k!£§n~§~ Sno Joes Snowmobile Club gambling
license was presented with no objections.
gQ1!D£.!! B§EQ£.!;~i. êªQ!Qi. Requested the Clerk write a proposal
to request gas prices from all the local gas suppliers, to
request lowest gas price; less water was pumped this year
than last.
B§Q§£i. Luthern Church property is partly in the City and
partly in the Township, may wish to annex township portion,
they should present this to the Planning Commission as a
Special Use permit will be required.
Bi§~§~ The Planning Commission meets November 10.
º§h!§£i. Discussed to Sno Joes proposed groomed snowmobile
trail, liability, in Millstream Park. Also stated the
PR-15's are installed and the hill in Cloverdale Lot is in
and sodded.
t!ªYQ£ B§EQ£.!;§i. Discussed the fence on the Church property;
the Randal Bush case is finalized. His only resort now is
the Minnesota Supreme Court of Appeals if they would take the
case.
