Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph, Minnesota met ~n regular session on
Thursday, November 20, 1986 at 7:30 p.m. in City Hall. The
Boy Scouts present led the Pledge of Allegiance.

~in~~§ª~ Minutes of the November 4 meeting were approved with
a motion by Dehler; second by Sadlo.
Ayes: Loso, Dehler, Sadlo, Rie~e.
Nayes: None. Motion carried.
~ªtm!~g HQYê§ H~ª!~t~ Reber moved to table the proposal for
a warming house heater for the west end warming house and get
other quotes of used equipment or another type of heater;
seconded by Rieke. I
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~§ªI§l ºªQl§ §yª~§~ª~ !nf~ Council reviewed the letter from
WesTel Cable Systems informing them of the addition service
and rate restructure to be effective January 1, 1986. Mayor
will check on what controls the federal de-regulation will
allow the City to retain.
fª~£Ql~§n §ªlª£Y~ Peter Jansky, Patrolman, appeared before
the Council and requested salary negotiations for 1987 begin
and to set up a time to start bargaining. Mayor and Council
requested clarification of allowable bargaining from
Mediation Services.
fª£~ g§f~ª§ §§£Yif§~ Jerry Henkemeyer, Park Refuse Service,
discussed with the Council the increased costs and to expect
$8.00 per month per count next year because of the increased
landfill costs and increase in volume of refuse and decrease
of landfill areas. Council also discussed with Jerry the
possibility of implementing a bag system for senior citizens
and asked him to check on it. Clerk will review the contract
with Jerry and report at next meeting.
ê~Q IQ~ê ê~Q~mQº!l~ Ç1Yº~ Jerry Johnson presented the I
proposed route through the City for the snowmobiles. Council
discussed liability, speed in alleys and safety. Reber moved
to approved the route as proposed, southeast on Old Highway
~~ to the alley between EirGh and Aêh ~t,reet,8 (east. ) to alley
between First and Second Aves. NE. to frontage ditch on CSAH

I 75 east to cross CSAH 75 at crossing east of Third Ave. NE to
go north out of the City; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
B§9§~~~ Mayor declared a recess at 9:11 p.m. Mayor
reconvenned at 9:20 p.m.
§§92g9 ðy§g~§ §~!§§~ !~E!2y§~§g~ r!21§9~~ Joe Bettendorf,
City Engineer, discussed with the Council the proposed Second
Avenue Street Improvement Project 86-2, and presented the
proposed assessment role. Rieke made a motion to approve
Resolution Receiving Feasibility Report and Calling for a
Hearing on the Improvement; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Sadlo made a motion to approve Resolution Approving Plans and
Specifications and Ordering Advertisement for Bids; seconded
by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ÇêðH Z~ êiggªl r!21§9~~ Joe Bettendorf discussed the
proposed signal project on CSAH 75 at the College Ave.
intersection and possible funding methods. Council was in
general agreement to put full crossings at Third Ave. E. ,
College Ave. , First Ave., and Second Ave. Right on, right
off would be as follows; eliminate it at Third and 1/2 Ave.
E. , install right on, right off by Hollander's, First Ave.
NE, and Kay's Kitchen alley. Council was in general
agreement to apply for federal aid in this project.
Çl§!ßLð9~~ B§E2!~~~ Clerk presented a proposal for the
vehicle fuel suppliers, Council requested it sent to all the
suppliers in the City for their consideration. Legion's
Liquor violation hearing will be held on December 4, at 8:30
p.m. ; St. Joe Lab School sent a thank you for the Drug
awareness presentations given Police Chief Bill Lorentz; Lori
Jensen's application for a day care facility at her home in
Clinton Village.
Ç2~g9il B§E2!~~~ §ª912~ Discussed salary differences for
patrolman, and in salary negotiations should set salary for
position and job descriptions.
Reber: None.

Bi§ß§~ Planning Commission met and tabled the proposed
billboard ordinance amendment for a month.
- º§h1§r~ Showed three models of playground equipment and costs
of each for possible future installation in Centennial Park.
The existing merry-go-round and metal climber would be
removed because of the safety factor; also the 1st base line
fence at ballpark needs repair, maintenance dept. will repair
it in spare time.

Mayor Reports: Need to set special meeting to go over the
codification of the ordinances with the attorney present,
Council in general agreement to meet in early January.
