Loso, Greg Kacures. ~!D!:!!§§~ Minutes of the November 20 meeting were approved with a motion by Sadlo; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ª;!JJ& !:ªYªQ!ê-=- Rieke made a motion to approve the bills payable as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ~g ߪ£~~êª-=- Ed Kacures appeared before the Council to discuss service to the taxpayer with them. Issues questioned ~ were 1) snow removal, when to plow the streets; 2) how to inform the citizens of the business of the City, publish the minutes; 3) police department needs another officer; 4) would like a written response to these concerns. Mayor and Council discussed these concerns with Mr. Kacures as follows 1 ) policy for snow removal will remain, at the discretion of the Maintenance Superintendent, and they felt he was doing a good job; 2) the minutes will be published in the new weekly paper at the discretion of the local reporter and are always available for public inspection in the City Offices. 3) The Council is looking into the need for another employee in the Police Department and when the needs are great enough they will be met; 4) Mayor will provide written response. fYQ1!E tl§ªr!Dg~ At 8:00 p.m. a public hearing was held for the proposed Street Improvement Project #86-2, Second Avenue NW to Birch Street Wand Birch Street W from Second Avenue NW to Old Highway 52. Joe Bettendorf, City Engineer, discussed the project, which was included in the comprehensive plan from 1980. He stated Second Avenue NW from Minnesota Street N. to Birch Street NW and Birch Street from Second Avenue to Old Highway 52 would be reconstructed with gravel base with a bituminous surfacing and concrete curb and gutter. The posts by the Monument area would be eliminated. Water service to ,- two properties would be included and assessed. Also all the curb and gutter will be assessed except that which is now in good condition in the project area. Question: Dr. Newton - Where will the curb be in relation to ,A . '1 n, '¡ Ô I, ., -L =r o.~y ,Li the medical clinic and will angle parking be included? I Answer: The original plan did not include angle parking because of the traffic flow, but after reworking it with the City and looking at the needs of affected areas allowance for parking at an angle will be included along the front of the building and parallel along the side and the curb will be extended to meet the curb by the post office. O. Ray Krebsbach - Where is the entrance to the parking lot north of the medical building proposed? A. The curb would be extended to the alley and entrance is proposed from the alley but we could put in and entrance from the street if it is important, although it would impede traffic flow somewhat. Q. Dick Taufen - Has the Council thought of any way to encourage the buses to use the freeway rather than this route? A. Four way and three way stops have been considered. O. Dick Taufen - How do you intend to control speed when street completed? Also, do you intend to have specified places for bus stops? A. Enforcement and use of radar, also possibly four way stops will control speed. When shuttle bus was proposed it was to only stop at Mary Hall, will consider more discussion on safety of stops in the future. Q. Dr. Newton - I feel retention of the angle parking is important especially for the handicapped and elderly access to the building. Entrance to the parking lot from Second Avenue is not a critical issue. Q. Steve Dehler - What is proposed by Martini's station? We propose to bring the curb up Second Ave. and wrap the corner with a smaller radius than normal. The curb will stop beyond the corner. Sadlo moved the hearing cease at 8:30 p.m.; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Mayor declared a recess at 8:30 p.m. Mayor reconvened the meeting at 8:38 p.m. ~~ E~~~1~!~~~ ~29~f~~~!~2~ fr2j~~!~ Joe Bettendorf presented Application for payment #3. Reber made a motion to approve application for payment #3 to Landwehr Heavy Moving, Inc. for $179,416.48; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ªªr ~~Qlª!~Qn H~ªr~n~~ A hearing was held on a bar violation (people in bar with open beer after hours) of the American -, Legion. Mark Loso, manager, discussed the measures he had taken to control this situation and prevent further violations from occurring. Mayor stated options available to the Council 1 ) close the bar for a period of time, 2) tL1IiQ _ -.r-±u - monetary fine. Council discussed Mark has taken appropriate - steps in this situation and discussed appropriate penalties. Dehler made a motion to fine the American Legion $10 for this violation with a 12 month period of concern, because of the history of the Legion complying with the law. If further violations occur during the next 12 months they will be handled appropriately. Seconded by Sadlo. Ayes: Loso, Dehler, Sadlo. Nayes: Reber. Motion carried. Rieke abstained. ~ª~~ B~fg§~ çQ~!~ª£!~ Council discussed various means to control the volume and type of garbage covered by the City contract. Clerk to prepare a letter to the customers for Council reviewal. Reber made a motion to approve the two year contract with Park Refuse to pick up residential garbage; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Motion carried. º1~~ßLðg~~ B~EQ~!§~ Gasoline proposals will be presented December 18th meeting; Request for the City to assist in building a skating rink on privately owned property - Council in general agreement to deny request; Special election to be held to fill the vacated seat of State Representative Dist. 16-A, Primary-December 8, General-December 22. g!§£!!Q!! J.ggg~§~ Dehler moved to approve the following election judges for the special election; seconded by Reber. Art Reber, Doris Johnson, Lee Kapsner, Jeanette Reber, Valeria Roeder, Sr. Rosalinda Wagner, Sr. Arleen Hynes, Sr. Francella Janson, Sr. Paula Reiten, St. Marie Brang, Sr. Roman Rau, Rachel Stapleton, Judy Weyrens, Mac Schneider. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. çQ~~£!! B§2Q~!§~ êªg!Q~ Maintenance and Police Departments are doing a good job. B~£~~~ On rental housing, the five person limit per unit, will be enforced next year. B!§~~~ Planning Commission met, discussed building permits for shingling and siding, and felt there isn't a need for permits for this type of repair; Building Inspector stated if the owner does the shingling himself the ordinance could be amended to waive the building permit, but the permit requirement helps to control the quality of contractors work, also for assessor property valuations. The Planning Commission also discussed the proposed billboard ordinance and recommended reducing the maximum height to 30 feet and jå/!/1 .~ - ~=,. ~-<'" - -~ -~- -;, ~ 200 sq. ft. in sign surface area. Q~hl~r~ Warming house - heater-are still looking for an acceptable one; Park Board in the process of hiring warming house attendants and discussed their responsibilities; playground models available to view, one projected to go in Centennial Park next year; Lions Club proposing to extend shelter at Millstream Park and add equipment to the shelter. ~~Y2r B~P2r~§~ Heritage Committee requesting the $2,000 from the City as budgeted. Motion to approve payment of $2,000 to the Stearns County Heritage Center by Rieke; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ~~Y2r§~ g2Df~r~Df~~ Dehler made a motion to approve the expenses for the Mayor to attend the Minnesota Mayors Association Annual Conference in St. Paul on December 12 & 13; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried.
