Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
January 8, 1987, in City Hall.

Rachel Stapleton to Mayor-elect Mike Loso and Councilmen
elect Bud Reber and Steve Dehler.
IrêªêYrêr~ê BêEQr~~ City Treasurer Dave Weyrens gave the
monthly treasurer's report. Sadlo made a motion to approve
it as presented; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~!~Y~ê§~ Dehler made a motion to approve the minutes of
December 18 & 19 meetings as presented; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

êillê EªYªQlê~ Sadlo moved to approve the bills payable as
presented except #57, MCPOA membership dues, until that bill
can be clarified by the Police Chief; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~igYQr YiQlª~iQ~ tlêªri~g~ At 8:00 a hearing for the Midway
on Main Bar was held on a liquor violation complaint. The
Mayor stated the complaint was one violation of the time of
closing ordinance, by 8 minutes. Tom Botz and Robin Duncan,
owners, appeared before the Council and stated they agreed
with the violation complaint and that because of
circumstances that night they just didn't get the bar closed
in time. Reber stated that periodically the police could
walk through the bar at closing time. Tom Botz stated he was
always happy to have the police walk through. Reber made a
motion that a violation did occur as freely admitted by the
owners and the penalty be $25.00 fine; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried. Rieke abstained.

purchase of $41.22 for the patrol car as requested by the
Police Chief; seconded by Sadlo. I

Nayes: None. Motion carried.
~ºEºð QYêª~ Sadlo made a motion to approve bill #57, MCPOA
t~u~§ for ¡Jeff YO!jn~ àê rôGOmmended and clarified by the
Police Chief; seconded by Rieke.

Council discussed with Police Chief Bill Lorentz the traffic
hazard after the 5:00 p.m. Saturday and 10:30 a.m. Sunday
Masses. Council suggested if there is a patrolman on duty at
that time to help direct traffic periodically it may help the
situation.

progress of the project. Rieke made a motion to approve

Sadlo discussed with the Council and Joe the pipe breakage
problems at the Plant; Joe will look into the problem. Joe
also discussed with the Council the Second Avenue Improvement
Project; Council was in general agreement that the Mayor and
Mr. Bettendorf talk to the affected property owner to see if
it is feasible to expand the project to include the last
block on Second Ave., between Birch St. and CSAH 75.

1987 Fee Schedule for engineering services as presented;
seconded by Sadlo.

the first half of the APO Assessment of 1382.50; seconded by

to utility customers in the billing.

approve the proposal for park rent to remain at $15 for City
residents and $25 for non-residents and a damage/cleanup
deposit of $50 returnable upon verification of City
personnel; seconded by Rieke.

resolution to allow Clerk/Adm. R. Stapleton exclusion from
membership in PERA; seconded by Sadlo.

~!rê ºh!êf BêEQr~ê~ Dick Taufen, Fire Chief, discussed with
the Council the changes needed at the LaPlayette to meet fire
code; Load limit sign needed to be displayed, Exit sign by
back door needed and carpeting needed to be fire resistant.
ºQY~£!l BêEQr~ê~ §ªQ1Q~ Sadlo discussed the need to change
many of the water meters in the City in the next few years as
we can no longer get parts for them or the readers. Sadlo
made a motion to start installing new water meters to a
maximum of 50 per year; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
BêQ~r~ Mayor and Building Inspector and Assistant will review
the housing ordinance for any changes for the Council's
consideration.
Bi~~~~ Planning Commission met and Mike Deutz may be applying
for a special use permit to erect an auto body repair shop by
the Lone Pine Car Wash; Bud Reber discussed building permits
for shingling and siding. Rieke requested to attend the
annual Conference for Cable Adm. and Elected Officials.
Reber made a motion to approve the expenses for Rieke to
attend the Conference as requested on January 30-31 in
St. Paul; seconded by Sadlo.

codification with the attorney before passage. Sadlo moved
to have a special meeting to review the ordinance
codification before passage, and proposed police policies;
seconded by Rieke.

Investment Seminar: Sadlo made a motion to allow the

sponsored by the League of Cities; seconded by Rieke.

NBA Basketball Team: The City Councils of Minnesota were

requested to vote for a name for the new basketball team.
Dehler made a motion to vote for the name "Minnesota Timber
Wolves" for the new NBA Basketball team; seconded by Rieke.
Ayes: Loso, Dehler, Rieke.
Nayes: Reber. Motion carried. Sadlo abstained.
Adjourn: Reber made a motion to adjourn at 10:50 p.m. ;
seconded by Sadlo.
