Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph, Minnesota met in regular session at
7:30 p.m., on Thursday, January 22 in City Hall.

Councilmen Bud Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
Clerk/Adm. Rachel Stapleton.

~!~Y~ê§~ Minutes of the Jan. 8 and Jan. 20 meetings were
approved with a motion by Dehler; seconded by Reber.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
Councilmen Leo Sadlo and Ross Rieke arrived at 7:36 p.m.
ºl~rßL~Qm~ BêEQr~ê~ Clerk reported on 1) investment seminar
attended in St. Cloud, sponsored by the League of Minnesota
Cities, which covered a new program available to Minnesota
Cities to invest or deposit idle funds for varying periods of
time; 2) upcoming League of Cities National Conference; 3) I
employee health benefits through PHP; 4) discussed the
proposed elderly apartment project to be administrated
through Catholic Charities; 5) requested permission to attend
Municipal Clerks Institute, and to apply for scholarship.
~Y~i£iEªl ºlêrßê !Dª~i~Y~ê~ Reber made a motion to allow the
Clerk administrative leave to attend Municipal Clerks
Institute in July, and to approve costs in excess of any
scholarship assistance; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ºQY~£!l BêEQr~ê~ §ªQ1Q~ presented water report for the year
and stated that sometime in the future we will have to
consider a new well; discussed how to handle those people on
city sewer who do not have water meters, Council discussed
increasing flat rate to make a meter more desirable.
B~Qêr~ Rental housing ordinance needs to be amended to
provide for fees for second or third inspection.
B!êßê~ Discussed status of proposed billboard ordinance,
Council requested Planning Commission review it again to
provide for a larger sign area and clarify distance required
from adjacent property, and consider requiring special use
permit for each billboard for future control; also discussed I
taxation methods for billboards.
Dehler: None.

~ªyQr BêEQr~ª~ Mayor discussed local interest in recycling
program and requested Council be alert to methods to get a
good recycling program going; need to acquire a good

refrigerator for Centennial Park; wish to thank Women of
Today Organization for their generous donation of $100 to
assist in purchasing warming house heater for Memorial Park.
