Clerk/Adm. Rachel Stapleton. Minutes: Reber made a motion to approve the minutes of the -------- January 22 meeting; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. IrꪪYrêr~ê BêEQr~~ Treasurer Dave Weyrens presented the treasurers report. Dehler made a motion to approve the report as presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ªillê rªYªQlê~ Sadlo made a motion to approve the bills payable as presented; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. I êE§£!ªl ~êê r~rm!~L º§Y~~~ Mike Deutz discussed with the Council his request for a special use permit to erect an autobody repair shop adjacent to the Lone Pine Car Wash building. The Planning Commission had a public hearing on this special use permit on February 2. Sadlo made a motion to approve the special use permit for Mike Deutz to erect an autobody repair shop as presented and as recommended by the Planning Commission with the following conditions: 1) A privacy fence to be constructed in rear. 2) Front area facing highway to be landscaped. 3) No repairable cars will be left outside the fence or building after working hours. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ~êê1i~g BQQm ~êê~ Clerk discussed with the Council the use of the meeting room and if there is any desire to cover City costs with a rental fee. Council discussed the advantages and requested the Clerk make a list of who uses the meeting room for the Council to consider. ê1rêê1 ~!gh~ BêgYêê~~ Council generally agreed that the street light request for Little Louie's Pizza should be I considered a security light because the area does not contain a city street. Mayor declared a recess at 8:42 and reopened the meeting at 8:48. ~ tdh:? _ :1 'tJ \j - ~Q£ªl QQY~r~mê~~ ~Qr~m~ Mayor Loso discussed the Local - Government Forum to be held Feb. 24 in St. Cloud and Council generally agreed the Mayor and Councilmen Sadlo and Rieke should attend. gi~Y ~~g!~êêr BêEQr~§~ ~ª§~ê~ª~êr ~ª£!li~Y rrQjê2~: 1) City Engineer Joe Bettendorf presented proposed items for a change order for the Wastewater Facility Project to be approved at a later date. 2) Landwehr Heavy Moving, Inc. incurred extra costs for dewatering at the lift station due to an unforeseen drainfield under the eXisting structure, Council authorized Mr. Bettendorf to negotiate with the company. §~~ ~Q§êEh ~lªrm §Y§~êm ~QQifi£ª~iQ~~ Rieke made a motion to approve Wastewater Facility Alarm System modification as proposed by Bentec Engineering Corp: Abandon the existing unit C and phone line at the St. Benedict power plant, add a new automatic telephone dialer to the existing panel B located at the water treatment plant, and all installation services except telephone line, at a cost of $1,895.00; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. rrQEQêêQ glQêrly ~Eªr~mê~~ ErQjê2~~ Reber moved to allow the I City Engineer to figure the approximate cost of bringing city water to the site by Kennedy School for the proposed elderly apartment building project as requested by Catholic Charities, cost of the study, which will benefit the apartment project, approximately $100, will be the responsibility of Catholic Charities; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ~ª~êr ~ê~êrê~ Engineer discussed metering all customers. Dehler made a motion to have Clerk prepare a letter to be sent to any customers which currently are not metered which states that we will be on the new system soon and the new ordinance is in effect and the City Council is requiring all customers on city sewer to have a water meter installed by September 1, 1987; everyone will be expected to have a meter installed by a plumber to existing water supply; and that the current sewer flat rate is very low and it is necessary for all customers to be metered for fairness of rates; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. gQ~~£!l gêEQ£~§~ ªªºlQ: At Fire Board meeting discussed the need to repair the drying tower and the roof of the fire I hall, as a capital outlay cost. Dick will check costs. Also it will be costly when we convert to the 911 system this fall. To prevent freeze-up's, customers will be charged for water run, but not for sewer increase for freeze-runs. 1¿jrC-n r ¡-\ ....--/ _L j~ __, Ci Water School: Reber made a motion to approve the expenses of ----- ------- Dick Taufen's attendance at Central District Water Operators school on February 25 at Hutchinson; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. B~Q~r~ No report. Rieke: Planning Commission met and discussed the proposed ------ billboard ordinance and recommended the Council require a size lesser than 12' X 25 feet and not require a special use permit on a per sign basis. A motion was made by Dehler, to allow billboard ordinance to have face of sign be a maximum of 12 X 25 feet; allow a maximum of two faces per side; maximum height 36 feet; to evaluate each one by special use permit based on location; set back minimum to be 20 feet from any point on the sign from any property line; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Rieke also discussed the Cable meeting he attended and stated we need to proceed in getting access channel equipment or fund set up to proceed when ready. º~blê~~ Reported that because of the mild weather the ice skating is poor so will close warming houses after tonight. ~ªYQr B~Eº~1ª~ Mayor declared the meeting in closed session to discuss wage negotiations. ð91QYr~m~~~~ Sadlo made a motion to adjourn at 12:15 a.m; seconded by Rieke.
