Pursuant to due call and notice thereof, the City Council for
the City of st. Joseph met in regular session on Thursday,
February 19, 1987 at 7:30 p.m. in City Hall.

Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton.
~!~Y~êê~ Minutes of the February 5 meeting were approved with
a motion by Dehler; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
rQl!£~ !~~êr~~ Robert Gray's request to donate twenty hours
of volunteer work as an intern with the Police Department was
approved pending the Police Commissioner's approval after
reviewal of the proposed program with the Chief of Police
with a motion by Reber; seconded by Rieke. Council requested
a report on completion of internship.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

the proposal of Eisenschenck Const. to remove and replace 4
corners needing repair on drying tower, and retuck mortar
joints which have deteriorated for $470.00 and corefilling
corners if needed for $75.00; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
§~~ê£ ~ªê ~grêêm~~~~ Council discussed the status of the
Sewer Use Agreement with St. Benedicts. A copy was recently
mailed to St. Benedicts as they requested.
!~Qêm~!f!£ª!!Q~ ðgr~~mê~! gêgy~ª~~ Rieke moved to request our
attorney to work with St. Benedicts attorney to draw up an
acceptable indemnification agreement with St. Benedicts for
the fire phone; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ºêli~gYê~~ ~ª~ê£ ª!llê~ At 8:00p.m. a public hearing was held
for delinquent water bill customers. No one appeared to
discuss them with the Council. Reber made a motion to mail
notices to the delinquencies that they will be certified to
the County Auditor; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
rªr~i~g ªª~~ Rieke moved to lift the overnight street parking
ban, which is to facilitate snow removal, because of the mild
winter and lack of snow; seconded by Dehler.

resignation of Patrolman Peter Jansky and to send a letter of
commendation and thank you for the years of professionalism
and faithful service to the City; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Reber made a motion to advertise to fill the position vacated
by Jansky's resignation; seconded by Rieke. Discussion of
the need of the position, or evaluation of needs.
Ayes: Loso, Reber, Rieke.
Nayes: Dehler, Sadlo. Motion carried.
Rieke made a motion to hire a part time, temporary Police
Officer, to be approved by the Police Commissioner, until the
vacated position is filled; Reber seconded.
Ayes: Loso, Reber, Rieke.
Nayes: Dehler, Sadlo. Motion carried.
§ªlªry ª~Q ~ªg~ increases for 1987: Reber made a motion to

approve the Clerk send letters to the employees stating what
the salary increase proposal for 1987, the step scale with
the one percent increase with the following employees at the
following steps; seconded by Rieke.

Council discussed vicarious liability, if it is needed by the
Police Department.
gQYDº11~~~ BêEQr~~ §ªºlQ~ The Rec Associations shows a
donation of playground equipment to the City; the
improvements made on the Softball field are City property.
City should send thank you.
B~Q~r~ Contractor's working in the city need contractor's
license issued by the City. Council needs to clarify what
type of repair needs a building permit to be discussed at
next council meeting. A developer will be approaching the
Planning Commission to discuss future development of Outlot
"A." Some of the trailer court residents a seeking a storm
shelter building which was promised by a previous manager.
The trailer court is responsible for the residents shelter
not the City.

Bi~~ê~ City needs to consider finding the elements necessary
to set up a fund for the $10,000 for the access channel as
the franchise ordinance provides for to get these funds under
City control.
Dehler: Park Board requested to remove four pieces of

playground equipment which they feel does not meet their
safety standards, the slide, mini-merry go round, and
climbing equipment. Council discussed the use and the safety
of the equipment. Pat Schneider inquired on insurance on a
batting cage, are considering purchasing one for Baseball
Park. Also, first base fence needs fixing. Girl Scouts wish
to do some beautifying in the park, flowers, paint, black
dirt and wood chips will be required from the City.
rªr~ ggY!Emê~~~ Sadlo made a motion to keep the existing
playground equipment until it is no longer useable; seconded
by Reber.

Nayes: Dehler, Rieke. Motion carried.
rªrß !mErQYêmê~~ê~ Rieke made a motion to allow the City to
provide the needed materials for the Girl Scouts to beautify
Millstream Park as presented; Reber seconded.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~ªYQr BêEQr~ê~ Pat Schneider also proposed planting evergreen
trees on the embankment of the Ball Field by Birch St. and
2nd Ave. at no cost to the City. Council was in general
agreement. Mayor also discussed sidewalks in need of repair
and methods the City could use to encourage replacement of
them where needed. City could not bear the cost of
replacement but could provide some payment in kind by
assisting in removing the old sidewalk and hauling it out.
Mayor also discussed the meeting he and Joe Bettendorf, City
Engineer, had with Claude Menzhuber concerning the El Paso
in relation to the 2nd Ave. Street Improvement Project.
Claude was concerned about entrances at the El Paso and
discussed the sewer main on his property and possibility of
changing it and responsibility of costs.
