March 5, 1987
Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph, Minnesota met in regular session on
Thursday, March 5, 1987 at 7:30 p.m. in City Hall.

~!~Y!êê~ Minutes of the February 19 meeting were approved
with a motion by Dehler; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ê!ll§ rªYªQlê~ Dehler made a motion to approve the bills
payable; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

the proposed liquor enforcement resolution until the March 25
meeting; seconded by Reber.

gªEi~ªl QY11ªY ßêgYê§1ª~ Sadlo made a motion to approve the
repair requests for Parks Dept. to repair roof and fascia on
shelter at Centennial Park of $1590, and Maintenance Dept.
storage building repair of header, door stops, for $865;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Chief of Police Bill Lorentz: Chief of Police Bill Lorentz's

request to attend the Minnesota Chief's conference was
approved with a motion by Dehler; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Council discussed with the Chief, the Police Officers request
to attend MPPOA conference as part of salary negotiations.
Council generally felt this should be an administrative
request through the Chief to the Council.
Chief Lorentz discussed with the Council the methods and I
means available in hiring a new police officer. The Police
Interview Committee will review the applications with the
Mayor and Chief, and make recommendation to the Council.

B§§~£rêº~~Q~ ~Y!hê£~ ghYr£h~ Wilbur Wilkens and Dale Haug, of
Resurrection Luthern Church, presented a petition for
annexation of an area adjacent to northern edge of the City
between SAR #2 and Old SAR #2, approximately 3 acres. Rieke
made a motion to approve the petition, subject to approval of
the Municipal Board and the waiver of any objection by the
township; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
gmE1QY§ê §ªlªry !~£rêªêêê~ Employee Ray Bechtold appeared
before the Council to discuss the salary increase he received
for 1987. He felt it was not in line with the other
employees because they were increased a step or more and he
only received a 1% increase. The Council discussed that the
steps were adjustments to make the salaries in line with the
job description and performance for years of service. Ray is
at the top of his step schedule and therefore received a
percentage increase as all the employees received. Ray then
stated he would refuse his increase for 1987 as income tax
would take it all anyway.
Mayor declared a recess at 9:00 p.m. and reopened the meeting
at 9:10 p.m.
Storm Sewer Easement: Council discussed the request of

Douglas Inselman, of 403 Cypress Drive, to release or modify
the storm sewer easement across his property which goes under
his house and prevents his refinancing his home. After
consideration of the situation and discussion with the City
Engineer, Dehler made a motion to have the Clerk contact Mr.
Inselman and state that the City would work with the owner of
the property and allow him to reroute the storm sewer line to
the lot line at the owners expense, and release the current
easement in return for an easement on the lot line of the
rerouted line; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

request to release or modify a utility easement in the
Cloverdale Estates Second Addition, Lots 1,2,3,4, Bl. 4' the

westerly 50 feet. Reber made a motion to modify the easement
to include the westerly 50 feet or less which are not under
the building as determined by our engineer; seconded by
Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

discussed with the Council the possible ways of handling the
Monument Park area with the 2nd Ave. project. Dehler made a

motion to remove the concrete and clean up the area, leave as
gravel the parking lot area with a curb cut for the entrance
to the parking lot from 2nd Ave; seconded by Rieke.

gl eªêQL §~~~!:: Line and ~~Q ðY~~ erQi~~1~ Claude Menzhuber
and Denny Tamm of the El Paso Club appeared before the
Council to discuss the Sewer Main which runs under their
property, would like the City to move it so that they can
build on to their building. Mayor stated the City should not
bear the cost of moving it as the move would not benefit the
tax payers. Discussed also possible costs of moving line and
property owners responsibility and original construction of
line under Menzhuber property. Also discussed the proposed
2nd Ave. Project and the expansion to include the El Paso
block and the curb and gutter assessment to that property.
Mr. Menzhuber requested as much parking space as possible and
to exclude any boulevard in the plans. The Mayor set the
Public Hearing for the increase in the public improvement
project for March 25 at 8:00 p.m.
ºªlê §ªlQ º~Y~lQE~!::~ Dale Salo appeared before the Council to
discuss his plans for developing Outlot A and to Annex it and
Rezone it to R-l. Council suggested the Salo follow the plan
for annexing as outlined by our attorney.
gQ~~~Y êig~ erQg!::ª~~ Dick Taufen reported on the sign program
to be implemented this spring. Will review the whole City
and replace and install signs as indicated by the survey.
Cost to City will be 10% of the cost.
ºl~r~LðQm~ B~EQr1ª~ Reber moved to allow the Clerk's request
to attend the Clerks Conference in Minneapolis on March 18-
20, seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes; None. Motion carried.
Clerk stated the City Forester had reported that two trees
have been destroyed recently in Centennial Park by vandals,
approximate replacement cost $105 a piece.

meetings.
B~Q~r~ Discussed building permits in Business zone, anything
not specifically allowed should go before the Planning
Commission; Senior Citizens requested to have a louver cut in
the kitchen door so it can be locked; Sy Theisen will be gone
for nine months and wishes to rent out his home to nine
students temporarily, because the house is so large; will be
heard by Planning Commission.

Catholic Charities, and Sy Theisen upcoming hearings.

feel Millstream rent for them should be the same as for City
residents; Lion's have shown the Park Board their plans to
expand their building.
~~YQr rêEQr~ª~ District 742 School District had asked if the
City would consider building sidewalk from 4th Ave. West to
Clinton Village for the children who walk to school.
