Pursuant to due call and notice thereof the City Council for
the City of St. Joseph met on Thursday, April 2, 1987 in city
hall at 7:00 p.m. in regular session.

The Mayor called the meeting to order in closed session at
7:00 p.m. and opened the meeting at 7:38 p.m.
ðg~~Q~ ~EErQYªl~ Sadlo made a motion to approve the agenda
with the addition of the bills payable; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Irêª~~rêr§ BêeQr1~ Dave Weyrens, City Treasurer gave the
treasurers report. It was approved with a motion by Sadlo;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried. I
Sadlo made a motion to transfer the balance of the 1970
Water Bond Fund which has expired, to the Water Fund;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler made a motion to approve the following transfers and
set up a Capital Projects Fund for the Second Avenue Street
Improvement Project; seconded by Rieke.

Board Committee met with representatives of the Boys & Girls
Club, Community Education, City Recreation Director,
Clerk/Adm. to discuss the summer recreation program.
Requests are for some type of communication from park, Clerk
to check on costs of phone. Also Boys & Girls Club offered
to do the paper work and subsidize Lori Linn, Recreation
Director's salary and handle the payroll of it if the Council
wishes. Council will discuss at next meeting when data will
be available.
º~~ºQQ£ ~igYQr r~r~i~~ Reber moved to allow Mark Zimmer,
Manager of the La Playette, to be granted an outdoor liquor
permit for Sunday, May 3, according to the terms of the
ordinance, provided he furnish two security guards, and
notify the neighbors; seconded by Sadlo.
Discussion to allow the motion to include June 6 was not
included granted.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried. Rieke abstained.
~!Q~~§ §h~l~ê£~ Mark Zimmer also discussed the addition to
the Lion's shelter project in Millstream Park and requested
the City contribute approximately $1,000 to the project.
Council deferred action to a later time.
~ªYQr~~ BêEQr1~ Mayor reported on the possibility of getting
a better system to record those hearings and meetings which
are required to be recorded. Craig Bomgaars discussed with
the Council that he felt the recorder was adequate but
probably what is needed is quality microphones. Council
discussed number needed and placement. Reber moved to allow
Mr. Bomgaars to get a system set up within a $1,000 limit;
Sadlo seconded the motion.

Nayes: None. Motion carried.
Mayor Loso also reported that a portion on Doug Inselman's
house is on the storm sewer easement area.
Minutes: Dehler made a motion to approve the minutes of the
-------- March 19th meeting as corrected; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ê~Q~~1~ The Council discussed the line items on the budget
sheet and will consider at next meeting when the agreed
recommendations are compiled.
ºª21!ª1 º~!lªY Bgg~gª!ª~ Sadlo made a motion to approve the

capital outlay requests for the Park Dept. for a used range
for Centennial Park of $100 and for two push lawn mowers,
total cost $325; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

the Application for payment no. S for Landwehr Heavy Moving,
Inc. of $121,015.90 as recommended by City Engineer Joe
Bettendorf; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

seven summer workers under the State Youth program;
Preconstruction Conference for the Second Ave. Project will
be April 3, status of Orderly Annexation agreement.
