Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
April 16, 1987 at 7:30 p.m. in City Hall.

Minutes: The minutes of the March 25 and April 2 meetings

were approved as corrected with a motion by Dehler; seconded
by Rieke.

rQli£~ ºff!£êr y~£~~£y~ Mayor Loso discussed the Police
Interview Committee's recommendation to hire Bradley Meyer to
fill the vacancy after reviewing the applications and
interviewing four of the applicants. The Council also
discussed Councilman Leo Sadlo's/ letter which also supported
the recommendation to hire Bradley Meyer and indicated he
would like to have the Council consider hiring a fourth
officer at this time if finances and/or the need exists,
rather than go through this lengthy process again at a later
date. Reber made a motion to hire Bradley Meyer as a Police
Officer to fill the vacancy, at the base salary of $7.87 per
hour; seconded by Dehler.

ªQYê ~ Q~!:lê. Club: Tom Wicks of the Boys & Girls Club

discussed the proposed summer recreation program which will
be a joint effort between the Boys & Girls Club, District 742
- Community Education and the City of St. Joseph. Dehler
made a motion to contract with the Boys & Girls Club to
furnish the City with a Director and staff for our summer
program and we would provide the parks and support for the
program. The City would reimburse the Boys & Girls Club
$2520; seconded by Reber.

the departments to set priorities for the capital outlay
items and to use an equipment fund to assist in future years
needs. Dehler made a motion to approve the budget for 1987
as follows; seconded by Reber.

§1!:~~1 §~~~EiQg~ Dick Taufen presented a request to allohl 30-
35 hours of street sweeping. Reber made a motion to allow up
to 35 hours of street sweeping, total cost $2905; seconded by
Rieke.

Nayes: None. Motion carried.
Dehler made a motion the street supervisor be allocated up to
35 hours per year to have the streets swept periodically as
needed, at his discretion; seconded by Reber.

Seventh Avenue Southeast: Walt Bruns, spokesman for the 7th

Ave. SE group discussed with the Council the proposed
development of Outlot "A" adjacent to their properties and
the impact on them. Their questions were on the costs to
them of installing city services, and cost and responsibility
of building Dale and Calloway Streets to city standards in
conjunction with annexation of their properties. The groups
concerns were also of increased traffic flow, through
streets, increased drainage problems in the area, low cost
housing which could deteriorate rapidly, all, with the
development as proposed. Mr. Bruns requested that the group
be given up to 60 days to study the implications of the

I development. G1 ty Atto:r"ney told them that the time
requirements to complete the annexation and application for
preliminary plat hearing would probably give them more than a
month.
Mayor declared a recess at 9:50 p.m. and declared the meeting
back in session at 10:00 p.m.
Qr9êrlY ~DDê~ª~iQ~ ~Ær~~m~~~: The Town Board of St. Joseph
met with the City Council to discuss the status of the
Orderly Annexation Agreement. Dehler made a motion to
approve the Amendment to the Joint Orderly Annexation
Agreement between the Town of St. Joseph and the City of St.
Joseph which states that both -parties concur with the terms
of the Agreement and there is no change in the boundaries of
the agreement; Rieke seconded.

Nayes: None. Motion carried.
ºQ~£ê~i1Y º~Qi~ª~£~~ Rieke made a motion to approve Ordinance
#67, Regulation of Obscenity; Reber seconded.
Dehler made a motion to amend Section 3, Subd. 2, to include
I the words, without verbal or written parental consent; Rieke
seconded.
Ayes: Dehler, Rieke.
Nayes: Loso, Reber. Amendment failed.
Call on approving Ordinance #67:
Ayes: Loso, Reber, Rieke.
Nayes: Dehler. Motion carried.
Liquor Ordinance Amendment: Dehler made a motion to approve
an Amendment to Ordinance #71, 72, and 73 Regulating
Obscenity in Liquor establishments; Reber seconded.
Ayes: Loso, Reber, Dehler
Nayes: None. Rieke abstained. Motion carried.

to be held May 9, to run through our City, generally agreed
to allow by Council; Board of Review will be held on
Thursday, May 14,; May BowIe will be held at St. Ben's this
year on May 2.

hearing with Dale Salo to review his plans prior to rezoning
and preliminary plat hearing and heard many concerns from
I adjacent residents.

the Sewer.Use Agreement and are negotiating the interest on
St. Ben's Assessment for the Wastewater Interceptor project.

Council agreed to settle between 5.6% and 8%. Minn Dept. of I
Trans. returned the plans for the signals project with their
recommendations. There will be a special meeting on April
22, at 7:30 to discuss police matters.

Use Agreement with St. Ben's and allow the Mayor Clerk to
execute it for the City; seconded by Rieke.
