I April 22, 1987
Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Wedn~sday,
April 22, 1987 at 7:30 p.m. in City Hall.

Ross Rieke. Clerk/Adm. Rachel Stapleton. Absent -Councilman
Leo Sadlo and Steve Dehler.

Mayor Loso called the meeting to order and stated the purpose
of the meeting was to get information on the letter to the
editor in the March 24 issue of the St. Cloud Daily Times
which alleged that "some members of the local police
department believe there are problems which the City Council
refuses to recognize."
The Mayor and Council and Attorney discussed with Officer
Young the situation which precipitated the individual to
write the letter. Officer Young discussed with them the
I phone conversation as he recalled it and the emotional state
of the caller. Officer Young's duties as a patrolman and
responsibilities and attitudes relating to his job . were
discussed. Officer Young also felt that Police Dept.
meetings with the full Council twice a year would help the
communication relationship. Mayor stated he would have Chief
Lorentz do an investigation of the situation and make a
written recommendation to the Council.

St. Joseph Recreational Association, Inc. be required to
follow the liquor liability limits as required by city
ordinance; seconded by Loso.

Nayes: None. Motion carried. Rieke abstained.

allow up to $350 to make 20 copies of adhering signs for t,he
City vehicles; seconded by Reber.
Ayes: Loso, Reber, Rieke.
Nayes: None. Motion carried.
Bud Reber discussed the position of building inspector with
the Council. No action necessary.

Thursday, May 7, 1987 at 7:30 p.m. in City Hall.

Mayor Mike Loso was absent (vacationing in Germany).

report. Dehler moved to approve the report as presented;
seconded by Rieke.

Sadlo made a motion to consolidate the City fund monies in
the bank accounts and control the separation of the funds in
the City accounting system to allow more flexibility in
investments and cash flow, as recommended by the City
Treasurer; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.

payable as presented; seconded by Rieke.

Ç2~~£il B~EQ!:!ª~ ª~Q12~ Odd, even water restrictions have
been imposed on our residents because of the stress on the
system of the large volume of water being pumped daily. The
Police Department is assisting in enforcement of the ban.
The Joint Operating Fire Board met requested the costs of
Mike Loso's attendance at the Fire Chief's conference as City
Fire Harshall be born by the City. Clerk was directed to
make this transfer of funds, from the City General Revenue to
the Joint Operating Fire Fund. Also reported the fire fund
budget is at a break even point because on the numerous fire -
calls. Sadlo also reported on many noise complaints received
on the LaPlayette in conjunction with their outdoor liquor
permit.
Rieke: Planning Commission met and discussed the concerns of

adjacent neighbors to Outlot "A" of type of proposed house
construction, if it will meet code, and traffic entrance and
exit from this area.

Q~hl~r~ Park Commission met and requested 1 ) a 140 feet fence
be built on the north side of Cloverdale Tot Lot; and fix the
fence on the first base line on the Baseball Park; and
NSP will provide electric service at the ball park, and the
City must provide the entrance box.
Sadlo made a motion to repair the fence at the Baseball Park;
seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Sadlo made a motion to have the City install an entrance box
at the Baseball Park; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.

~£1i~g ~ªYQr BêEQr~ª~ Acting Mayor Reber reported on a County
sponsored highway jurisdiction meeting held in Cold Spring.
§iQ~~ªlß B~Eª!r~ Albert Zimmer requested City participation
in improvement of the public sidewalk adjacent to his
property. Council stated that City policy currently is that
the City will remove and haul away the old sidewalk and the
property owner is responsible for installing new sidewalk,
although Council will consider reworking the policy along
with other City standards in the near future and possibly
draw up a plan for the City to redo and install sidewalk as
plan calls for with City assistance to the property owner.
Iri=º~E êY§ rrQgrªm~ Debbie Schroeder of Tri-Cap Bus Program
appeared before the Council to discuss the need to get two
new buses and the local match funding would be $14,000 which
she is asking for in donations from the area cities which
Tri-Cap bus serves and from organizations. Ms. Schroeder
is requesting $500 from the small cities. Council stated
they would consider the need and make a decision at the next
Council meeting.
ºi!Y Æ~g~~~êr ~Qê ªê~~ê~9Qrf gêE2r~ê~ Mr. Bettendorf reported
on the need of the Council to look into ways of handling and
setting policy on special assessments on sidewalk
improvements, curb and gutter, and street improvements.
Council discussed setting up a special meeting at a future
date to handle this matter.
Easement Release: Mr. Bettendorf discussed with the Council

the request to release an easement which was imposed on Lot
12, Bl. 1, of Wagner Notch Subdivision as a construction
easement and no longer needed. Rieke moved to allow the
release of this easement after the documents are reviewed by
the City Attorney; seconded by Sadlo.

Nayes: None. Motion carried.
Mr. Bettendorf also discussed the developers proposed methods
of handling drainage problems in the Outlot "A" area. He

feels it is not appropriate for the City to request an
easement from the Township in the Hog Farm Road area to
accomplish the drainage methods and this should come from the
developer.
B~~~~~ª~~r fªºili!Y frº1§º1~ Mr. Bettendorf discussed the
demolition portion of the project and removal of the sludge
blanket. The removal costs are not grant eligible and the
City employees did the work of removal. t1r. Bettendorf also
discussed gauges for the station which were are liquid
filled. Sadlo made a motion to approve the liquid filled
gauges needed for the Wastewater Facility station; seconded
by Rieke.

Mr. Bettendorf recommended the City allow cellulose blow on
mulch ¡..¡ith grass seed as ground cover along the forcemain
route outside the City. Council in general agreement, He
also stated the startup of the project and pump testing is
proposed for Tuesday, May 19 and the Waite Park station is
ready.

motion to approve the Application for payment #1 of Hardrives
of $50,110.89 pending City Engineer's review; Rieke seconded.

Sunday liquor applications. (Approval based on positive
background check on new owner.)
3.2 Beer License: 2 day application of St. Joseph 4th of
July Celebration - on sale, non-intoxicating malt liquor
application.

discussed the method of billing the Lab School. Dehler
stated that the Lab School should be handled as any other
business and be billed directly by the refuse service
supplier.
º~~hQli£ ºhªri~!ê~ glQê£ly tlQ~~i~g ~rQjê£~~ Council was in
general agreement to allow the City engineer to do a study
for Catholic Charities on the availability of water and sewer
to their proposed property site on West Minnesota Street
after the City receives a letter of affirmation of payment
for these services.
ºl~r~LðQm~ B§EQr~~Q: That the City was requested to supply an
interpreter for a hearing impaired citizen to discuss city
requirements for improvements to his property. Sadlo stated
that he is not in favor of this but City should comply
because it is the law. Clerk also reported that the James
Kacures case out of court settlement has been reached and
signed; State demographer has sent notice that the current
population of the City of St. Joseph is 3178; League of
Minnesota Cities is sponsoring a Safety and Loss control
workshop, June 2 in St. Cloud. Rieke made a motion to allow
the Maintenance Superintendent, Chief of Police and the
Clerk/Adm. to attend; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ºi£ß !ª~fê~ BêE2r1ê~ Dick Taufen reported that the Fire Board
has asked to have the roof on the drying tower repaired in
conjunction with City Hall roof. Acting Mayor Reber stated
that Dick should get quotes from area roofers. Mr. Taufen
also discussed the visit of the loss control consultant from
our insurance company and his many recommendations, a letter
will follow for the Council's consideration; also as Civil
Defense Director Taufen met with St. Ben's Sisters who stated
that they will allow anyone to use the area under the Chapel
for a storm or disaster shelter.
