Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
May 21, 1987 at 7:30 p.m. in City Hall.

Leo Sadlo, Steve Dehler, Ross Rieke. Clerk/Adm. Rachel
Stapleton. Mayor Mike Loso was absent due to illness.
~g~~9ª ~EErQYªl~ Sadlo made a motion to approve the agenda as
presented; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
~i~g1~ª~ Minutes of the May 7 City Council meeting were
approved as corrected with a motion by Dehler; seconded by
Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
º19 ~gªiDêª~~ Council discussed the donation request from Tri
Cap for assistance in obtaining replacement buses. Requested
the Clerk/Adm. to check the legality of such donation with I
the League attorneys.
gQ~~~il BêEQ~~~~ §ªQ1Q~ Sadlo reported that the Wastewater
forcemain project is now in operation and that the wastewater
is being pumped to st. Cloud as of May 19; that he ordered
gauges for the pump station for the project. He also
reported that he attended an area League meeting at the new
Law Enforcement Center in St. Cloud, and they are having a
grand opening at the end of May, a worthwhile tour.
Bi~~ê~ Westel Cable Systems, Inc. responded to our attorney's
request for the Company to establish an escrow account to
deposit the $10,000 for the access channel. The Company
stated they would only provide payment for equipment
purchased for it. Rieke will initiate proceedings with the
Cable Commission to accomplish this.
º~bl~~~ Park Board will present request for a large piece of
park playground equipment soon; also request to purchase a
cable volleyball net for Centennial Park for longer wear and
durability. Rieke made a motion to allow up to $125 in the
Park Equipment Fund to purchase a cable volleyball net for
Centennial Park; seconded by Sadlo.

Nayes: None. Motion carried.

response of the City Tree Inspector, on a request to inspect
for Dutch Elm Disease, and to have him inspect all the elm
trees in the City as time permits; Reber also requested the

ê~~ili¿£ §m£lQï~~~~ Badlo moved to hire Brian Schmitz, of Tom
Mürray's office, again this summer for the summer months, in
the Clerk's office; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
gl§r~L~Qm~ g~EQr~ª~ Clerk/Adm. reported on Tour of Saints
bicycle ride will be passing through St. Joseph on July 12;
Police are requesting to get proposals for a computer for
their department, Dehler suggested also to consider clerical
help for that Department along with the computer to use
police time for police matters; and that the Lions and
Lioness Clubs have submitted gambling license application
reTIewal's to the State. Dehler made a motion to waive the 30
day waiting period to allow the State to issue the licenses
on notice of waiver from City; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo.
Nayes: None. Rieke abstained. Motion carried.
~ ºhi~f Qf ~Ql!~§ B§2Q[!ª~ Bill Lorentz, Chief of Police
reported on his investigation of a police matter which
resulted in a negative publicity of the City Council. Each
of the Councilmen present stated that they were in acceptance
of the proposal Chief Lorentz presented, of handling the
attitude problem. Bill also reported on numerous rental
housing noise complaints and of noise complaints in
conjunction with the La Jam. Also Acting Mayor Reber and the
Council commended Chief Lorentz and the entire Police
Department for the professional and kind manner in handling
a medical incident which resulted in a very complementary
letter of thank you from the family.
Bêf~ê~~ Acting Mayor Reber declared the meeting in recess at
8:50. Acting Mayor Reber called the meeting back in session
at 9:00 p.m.
Qª1§ §~12~ Q~Y§12E§E~ Dale Salo appeared before the Council
to request assistance in obtaining a drainage easement from
the Township to drain the area west of the Hog Farm Road and
also assist in drainage from his development area. Council
and City Engineer Joe Bettendorf discussed his proposal and
suggested he contact the Sauk River Watershed District for
assistance. Mike Phillipp requested that when the
development is in that the land would not be raised in the
development because it would run more water on his property.
He was told to address this request at the preliminary plat
hearing. Mr. Salo also requested that in return for the
easement the City give him some compensation in hookup fees.

Acting Mayor Reber asked these proposals be submitted in
writing for appropriate reviewal.

need to review the assessments for Second Avenue and get City
Standards set up. Joe also discussed the progress and
problems relating to the Second Avenue project. He also
indicated that the County intends to repair the area by the
Stop sign on Minnesota Street at Second Avenue by removing
the material and replacing it.
