June 18. 1987
Pursuant to due call and notice thereof. the City Council for
the City of St. Joseph met in regular session on Thursday,
June 18. 1987. at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Adm. Secretary
Judy Weyrens.
Others Present: Joe Bettendorf, David Weyrens.
Approval of Agenda: Reber made a motion to approve the
agenda; seconded by Sadlo.
Ayes: Loso. Reber. Sadlo. Rieke.
Nayes: None. Motion Carried.
I£êªªYr~r~ª BêEQ£1~ David Weyrens presented the monthly
treasurer's report. Reber made a motion to approve the
report as presented; seconded by Rieke.
Ayes: Loso, Reber, Sadlo, Rieke.
Nayes: None. Motion Carried.

Minutes: The minutes of the June 4 meeting were approved as
corrected with a motion by Sadlo; seconded by Reber.
Ayes: Loso. Reber. Sadlo. Rieke.
Nayes: None. Motion Carried.
ºQY~£il BêEQr1ª~ §ªQ1Q~ The City is still enforcing the
odd/even water restrictions. Sadlo also stated the need for
the City to look at the possibility of drilling a third well,
as both pumps are pumping at capacity. The yearly water tower
maintenance will begin on Monday.
Reber: Has received complaints on dead elm that hasn't been
removed yet. Would like to have Jim Marthaler send a letter
to all affected property owners informing them that they have
15 day to remove the tree or the City will do it for them.
Mr. Reber was also approached by Mr. Zimmer as to what action
the City intends on taking with regards to his sidewalk. The
Council decided to have the City Clerk write a letter to Mr.
Zimmer asking him to temporarily patch his sidewalk until the
council reviews the City policies on Sidewalk repair.
(Councilmen Dehler arrived at 7:55 pm) Mr. Reber would also
like the City Clerk to write a letter to Joyce Belford
informing her that their is nothing in the minutes to forbid
the type of landsale that took place behind her. but she
could pursue it on her own.
Rieke: No report.

Mayor Reports: Mayor discussed police matters with the
council and asked the police chief to elaborate. Chief
Lorentz then discussed that there was $80.00 missing from the
evidence room which was to be returned to the owner. The

council then asked the police chief to establish a more
efficient means of control by periodic inventory of all goods
stored. and all disposals should be documented and witnessed.
A motion was made by Reber for the City to make UP the $80.00
difference; seconded by Sadlo.
Ayes: Loso. Reber, Dehler. Sadlo. Rieke.
Nayes: None. Motion Carried.
§~lli~g EQQ9 º~~ªi9~ - ~~lY ~~h: Patricia Beste requested a
permit to sell food outside of her establishment on the 4th
of July. Mayor Loso stated that the City cannot legally ask
establishments to obtain permits, so the council decided that
they would be allowed to sell outside of their
establishments, but could not block the sidewalk.
Craig Bomgaars: Presented the newly purchased speaker system
for the City Chambers. After discussion it was decided that
Councilman Reber would construct a box for the mixer to be
permanently stored in, and the City would furnish the
material.
Joe Bettendorf: Wastewater treatment plant: Mr. Bettendorf
presented change order #3 for the Wastewater Treatment
Facility. Rieke made a motion to approve change order #3 as
presented; seconded by Reber.
Ayes: Loso, Reber. Dehler, Sadlo, Rieke.
Nayes: None. Motion Carried.
The prefinal inspection for the treatment plant will be on
Wednesday June 24, 1987, and the final work should be
completed by July 15, 1987.
2nd Avenue Project: The completion date is July 1, 1987.
Hardrives is waiting for the sod to be laid before they
finish blacktopping.
Park Terrace: Mr. Bettendorf will inventory the driveways in
the Park Terrace and report back to the council with his
recommendations.
Catholic Charities: Presented a cost projection for the
proposed reconstruction of 4th Avenue Southwest.
º1~r~Lð9~~ B~EQr~ª~ Requested approval of the renewal of
Dick Taufen's Wastewater Operator's Certificate. Dehler made
a motion to renew Dick Taufen's Wastewater Operators
Certificate and pay the $15.00 fee; seconded by Rieke.
Ayes: Loso, Reber. Dehler. Sadlo, Rieke.
Nayes: None. Motion Carried.
Presented the council with 4 complaint/incident reports that
were received in the Clerk's office.
Mayor Loso made a motion to extend the meeting 15 minutes;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: Sadlo. Motion Carried 4-1.

Insurance Report: The council reviewed the insurance report
from North Star Risk Services. The report detailed ways in
which the Citv could reduce their risk on liabilitv for
general liability and parks/recreation liability. After
discussion. the council decided to have Dick Taufen take each
item on the report and make the necessary corrections. In
addition. the Clerk will write a letter to North Star Risk
Services stating that recommendations will be taken care of.

seconded bv Reber.
