HomeMy WebLinkAbout1987 [09] Sep 03 518 September 3, 1987 I Pursuant to due call and notice thereof the City Council for the City of St. Joseph met in regular session on Monday, September 3. 1987. at 7:30 p.m. in City Hall. MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber. Steve Dehler, Leo Sadlo. Rachel Stapleton, Clerk/Adm. Councilman Ross Rieke arrived at 7:35 p.m. OTHERS PRESENT: Joe Bettendorf, Dick Taufen, Lee Pflepsen, Bill Lorentz, Dave Weyrens. AGENDA APPROVAL: Sadlo made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion carried. MINUTES: Dehler made a motion to approve the minutes of the August 20, 1987 meeting as presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion carried. BILLS PAYABLE: A motion was made by Reber to approve the I bills payable as presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. COUNCIL REPORTS: SADLO: Well reports showed that the vol ume ' of water pumped this year is 1,000,000 over last year, but the wells are holding their own. City Engineer will clarify the BOD count for the waste water samples. REBER: Discussed certain properties in the city which need to have the weeds cut; Need to set up a method of charging for bulk water; Mark Zimmer still has not done the striping on the La Playette parking lot as he said he would, Clerk requested to send letter to him requesting he get this done; Mike Scherer has started his storage building and had questions if a basement would be allowed, and if bathrooms would be allowed in the basement. RIEKE: Township held meeting on August 27 which the council all attended by the Township Board's request, to discuss the options available to the township residents adjacent to Cloverdale Estates 3rd Addition. DEHLER: Park Board met and discussed the winter recreation I program, and if funds were budgeted for it. Rec Ass'n is having a picnic, and will acknowledge Jim Brummer's retirement as director of the Association at it. Sadlo discussed the need to remove the dilapidated bathrooms and the storm damaged part of the hockey rink structure. Requested to have maintenance department do this. lK19 " Q....J n-'_ MAYOR REPORTS: Stearns Co. League of Cities meeting is in Glenwood, Oct. 20, Loso and Sadlo will go. Mayor met with the County Engineer and City Engineer on the proposed Hwy. 75 Signal Project. Funding will not allow the project to be constructed until 1989 at the earliest. Intentions are to have 75% federal share, 25% negotiable. The frontage roads are County property. Dehler requested the Mayor to ask MDOT to put times of opening and closing on State advertising signs on Interstate highways. BUILDING INSPECTOR: Mayor Loso also discussed the resignation letter he received from City Building Inspector, Bud Reber, and accepted it contingent on getting an acceptable replacement. WATER RESTRICTIONS: Rieke made a motion to lift the odd, even, outside water use restrictions which were in effect; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ASSESSMENT HEARING: At 8:00 p.m. an assessment hearing was held as advertised and notices mailed to the affected property owners stated. This hearing was for the assessment of curb and ~utter and water service for the '87 Street Improvement Project of 2nd Avenue NW. Joe Bettendorf, City Engineer, discussed the project. Questions: 1) Lee Pflepsen asked if he was assessed for the vacated street beside his property because he didn't think he owned it; Joe Bettendorf stated that 33 feet of it was included. The Council requested Joe to check and see if it is recorded as Lee's property, if not 33 feet of the assessment should be removed. 2) Dick Taufen asked about the change in the curb line, and he replaced an area of sidewalk which had to be removed. Joe stated that this change was done during the project to line the curb up with other curb in the block. Reber made a motion to reimburse Mr. Taufen for the cost of that portion of sidewalk. which was removed when the curb line was changed; seconded by Dehler. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Dick Taufen. Superintendent of Public Works, discussed that he was very unhappy with the project and lack of communication. Joe Bettendorf stated that this was a difficult project because the plans and specs were done hastily because of a funding obligation deadline. This required Ghanges during the construction of the project in order to make it work. Council discussed city boulevard 1 h'nO _L L' ¿¡ . right of way; a low spot on Ash Street, if it is correctable: Engineer to consider solutions other than cutting into the street and replacing the area. Council also discussed possibility of the County striping 2nd Avenue and County Road #2. BUS TRAFFIC: Council discussed the bus traffic and loading procedures which interfere with traffic flow. Reber made a motion to have the Chief of Police notify the appropriate individuals at St. John's and St. Ben's that buses must pull out of the line of traffic to load and unload passengers or they will be ticketed: seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. BULK WATER: Rieke made a motion to charge bulk water at $10 minimum, up to 10,000 gallons, and $1 per 1,000 gallons or portion thereof; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. SECOND AVENUE NW, HARDRIVES PAY REQUEST: Rieke made a motion to approve pay request #4 of Hardrives, Inc. of $17,515.53; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Naves: None. Motion carried. WASTEWATER, LANDWEHR HEAVY MOVING, INC. : Rieke made a motion to approve pay request #8 of Landwehr Heavy Moving, Inc. of $87,211.59; seconded by Sadlo. Aves: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. WATER, PROPOSED TEST WELL PROJECT: Joe Bettendorf, City Engineer, discussed the proposed test well project and tower site and stressed the importance of long term goals rather than an immediate solution. Dehler made a motion to authorize Mayor Loso and Councilman Sadlo, either individually or together to work to acquire land for future well development; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Naves: None. Motion carried. WASTEWATER, ST CLOUD BILLING: Joe, also, discussed the BOD levels which we are billed for. The City is required to pay the minimum amount and extra for BOD levels over an established amount. CLOVERDALE ESTATES 3RD ADDITION: Dale Salo requested final plat approval so that he can get started on his project as soon as possible. Rieke made a motion to grant final plat approval based on the written approval of the City Engineer and City Attorney; Reber seconded the motion. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. lÞ:O-1 , ' , ! _ 'L~ ¿j -'- Salo also requested to be allowed to use PVC water pipe rather than ductile iron pipe. City Engineer recommended to require ductile iron pipe as has been city policy. Mayor concurred with the engineer to stay with city policy until the City Engineer and Public Works Superintendent can do a study and are in agreement to allow PVC water pipe. Reber made a motion to require ductile iron pipe until such time as city policy may be changed to allow PVC pipe, as per Mayor's recommendation; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Salo also requested to allow city maintenance personnel do the inspection of his project to lower the costs. Dehler made a motion to have the Developer's Agreement require inspection by an inspector from the city engineer's office; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Salo also requested relief from the required 8 feet of sod by the curb. Joe Bettendorf said at least one and one half feet would be necessary to control wash by the curb and equipment which would be in use in the construction of houses shall not go that close to the curb in order not to damage it. PUBLIC WORKS SUPERINTENDENT REPORTS: Dick Taufen discussed with the Council the needed roof repair, the parents are willing to pay for fixing it. other repairs are also needed. Council discussed the worth of the building. Rieke made a motion to have the maintenance department repair the building as needed; seconded by Reber. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: Dehler. Motion carried. Dehler made a motion to build a new warming house building. Motion died for lack of a second. Dick also discussed with the Council a drainage problem by Jerry Johnson's on 1st Ave. NE. Reber will look at it and get' back to Dick. FIRE DEPARTMENT: Dick Taufen, Fire Chief, discussed with the Council a proposed plan to recognize firemen when one should pass away. Suggested was to take the fire truck to the cemetery at the burial. blow the siren, and give a short eulogy. Council was supportive of this policy. BILL LORENTZ, CHIEF OF POLICE REPORTS: Chief Lorentz discussed with the Council his plans to have foot patrol on weekend evenings to control noise, vandalism, gatherings on the streets and other lawless actions. He also discussed with the Council a 1st noise violation at 318 Old Hwy. 52. The Council was in agreement to allow an undercover person to work up to 12 hours. at part time police wa~es, within the police department, to help control illegal alcohol sales and consumption. POLICE PERSONNEL: Chief Lorentz introduced Patrolman Steve Erickson to the Council as a newly hired part time police officer. Reber made a motion to approve Steve Erickson as part time police officer at $8.00 per hour; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. TREASURERS REPORT: Dave Weyrens, City Treasurer, gave his final treasurer's report, for August. Sadlo made a motion to approve the report as presented and thanked Dave for the service he has ~iven to the City and wished him luck in his future endeavors; seconded by Rieke. Ayes: Loso. Reber. Dehler. Sadlo, Rieke. Nayes: None. Motion carried. DELINQUENT WATER ACCOUNTS: Sadlo made a motion to turn off the water on the past due water accounts which no payment had been received; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. OUTDOOR LIQUOR PERMIT: Reber made a motion to approve Dale Schneider's application for an outdoor liquor permit for an Octoberfest, according to the provisions of the liquor ordinance; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ADJOURN: Rieke made a motion to adjourn at 10:30 p.m. ; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None.
