October 1 , 1987
Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
October 1, 1987 at 7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike J. Loso; Councilmen Steve
Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton.
Councilman Donald "Bud" Reber was absent due to his trip to
Washington D.C. on business.
OTHERS PRESENT: Steven Scheuring.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda;
seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
TREASURER'S REPORT: No Treasurer's Report available because
of the date of the meeting.
MINUTES APPROVAL: Dehler made a motion to approve the
minutes of the September 17, 1987 meeting with a correction
to getting more Christmas decorations lit; seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: A motion was made by Rieke to approve the
bills payable as presented; Sadlo seconded.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
COUNCIL REPORTS: SADLO: None.
RIEKE: Planning Commission met and recommended approval of
the fence for James Krebsbach, Krebsbach Oil Company, as
requested.
DEHLER: Park Board met and had the following report:
1 ) Are the corrections to the parks as requested by the
insurance loss control consultant being charged to the Park
budget? Yes.
2) Where is the property line on the south side of the
sliding hill by the Baseball Park? Will have Dick check it
out, with the engineer's assistance if needed, to see if
adjacent property owners have things on their own property.
3) Would like insurance consultant to look at the plans
for the proposed playground equipment and make
recommendation.
4) Need to set up policy on rental of the newly
constructed Lion's shelter in Millstream Park. Discussed
amount of damage deposit which may be required.
5) Some concerns were expressed that the Township
citizens should be charged the same park rent as City
citizens.
6) ATV drivers need to have the Police Chief provide

them Hith a educational seminar, on where to drive, speed,
and a refresher of the ordinance.
7) The Park Board vJO u 1 d like to develop a ~·Jinter
Recreation Program, and would like to get older people to
operate the warming houses.
KREBSBACH VARIANCE: Rieke made a motion to approve the
variance request of James Krebsbach to allow a variance as
recommended by the Planning Commission, to allow construction
of a six to eight ft. chain link fence with a 45 arm
extensions on the top with strands of barb wire at the
following parcel of property: 2.47 acres located
southeasterly of Millstream Park and North of CSAH 75,
described as follows, that part of lot 9, Aud. Subd. 4,
which lies east of the west 186.5 feet thereof, northerly of
the northerly right of way line of CSAH 75 and west of a line
drawn due south from a point which is 800 feet due Hest of a
point on the west line of Schneider's Add'n., distant 800 ft.
northerly of the intersection of said west line and the
northerly right of way line of CSAH 75.
The fence is allowed because of the importance of security
for the bulk plant area. The motion was seconded by Sadlo.

MAYOR REPORTS: 1 ) t'1ayor informed the Council that the
Building Inspector was out of town, and in his absence a
building permit requested for lot 5, block 2, in Clinton
Village which has an easement on the sideyard. The house
will be allowed to be 10 feet from the non-easement property
line and may go to the edge of the easement on that side.
2) Mike Scherer applied for and paid the hookup fee for
water and sewer for his accessory building. Because sewer is
not available there he was refunded the sewer hookup fee and
sewer inspection fee.
3) James Kacures made a complaint against Officer Jeff
Young. The Police Chief will get statements from the
officers involved and report back to the Council with his
recommendations.
4) Channel 11 is doing a profile on St. Joseph.
IntervieHing was recently done at St. Ben's.
5) Mayor will meet with Sister Colman soon on various
issues involving the College/Convent and the City.
POLICE INTERNSHIP REQUEST: Steven Scheuring, student at St.
John's, requested the Council allow him to conduct an
individual study program from January 4 to 22, 1988 with the
police department. He would like to see what work is
conducted in the office, in the car, radio functions, and
general knowledge of the police department. Mayor stated the
Council will act on this matter at the next meeting when the
full council will be in attendance.

CAPITAL OUTLAY - COPIER: Sadlo made a motion to approve the
purchase of Konica-Royal 2203 copy machine for $3,500, for
the Clerk's office; seconded by Dehler.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. tvlotion carried.
TAX LEVY: Dehler made a motion to approve the following tax
levy to be certified to the County Auditor; seconded by
Rieke.

CAPITAL OUTLAY REQUEST - SEWER FLOAT: A motion was made by
Rieke to approve the Sewer Department request for a 55 gallon
drum of sewer float lift; seconded by Sadlo.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
WARMING HOUSE REPAIR: Sadlo made a motion to approve the
estimate of Giroux Construction of $350 to $400, to repair
the hockey rink warming house; seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
CLERK/ADM. REPORTS: 1 ) St. Joseph Police Employees
Federation request to enter into wage negotiations for 1988;
2) Police reported a noise complaint at 116 SE 10th
Ave. , Apt. #103, property owners are INH Property Management.
This is a first complaint.
AUDITORS FINANCIAL MEETING: Rieke made a motion to approve
the Clerk's attendance at a Financial Seminar sponsored by
the State Auditor in St. Cloud on October 13; seconded by
Dehler.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
LIONS SHELTER: The Lion's Club requested the City assistance
in painting the newly built shelter in Millstream Park. The
Lion's will furnish the paint. Sadlo made a motion to allow
the city maintenance to paint the shelter as time permits;
seconded by Rieke.
