Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
November 5, 1987 at 7:30 p.m. in City Hall.

OTHERS PRESENT: Joe Bettendorf, John Scherer.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda
with the addition of the Hoffmann annexation ordinance and
Cloverdale Estates 3rd Addition, Developers Agreement;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
TREASURERS REPORT: Sadlo made a motion to approve the
Treasurers report; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
MINUTES: Minutes of the October 15, 1987 meeting were
approved as presented with a motion by Reber; seconded by
Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
Councilman Rieke arrived at this time.
BILLS PAYABLE: The bills payable were approved as presented
with a motion by Sadlo; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
COUNCILMEN REPORT: SADLO: SeHer District met and will be
considering the future needs of the area for wastewater
disposal. Sadlo presented a map of the St. Cloud metro area
which showed present and future sewer interceptor plans. He
also discussed the importance of the Sewer District with the
growth of the area.
REBER: 1 ) The Lioness Club has requested to be allowed to
install a flush type closed toilet system in Millstream Park.
The Lions would maintain it at no cost to the City. The
Council was in agreement to allow this improvement.
2) Hendrickson's in Cloverdale Estates 2nd Addition have been
notified that the City will not allow construction of any
building on the utility easement. They have already poured a
slab which extends onto the easement area.
3) PCA has been notified that the soil behind the dry
cleaners has a peculiar odor and smell and may have dry

4) Reber also questioned the need of four policemen on duty
on Halloween night.
RIEKE: Planning Commission met and discussed Scherer's
accessory building; also questioned the slab poured on the
easement in Cloverdale Estates. 2nd Addition.
DEHLER: 1 ) Park Board met and requested a music system f () l~
¡vjemorial Park skating rink, which the J. c. 's will donate
half the cost.
2) Joe Brown would like to meet with the C'lerk to discuss the
Park budget and financial matters.
SKATING RINK ¡vJUSIC: : Sadlo made a motion tCi approve a music
system for ¡'Jemorial Park skating rinl( at a cost of $250 \.-Jhich
the J. C. 's and the City ¡..¡ill eactl pay $125, and ¡..¡ill allow
to be played, appropriate skating music, at an appropriate

and she offered 10 acres of land north of Clinton Village for

Scherer discussed that Dale Salo intends to have his

CAPITAL OUTLAY REQUEST: Dehler made a motion to approve the
- capital outlay requests of the street department for a sand
and salt sander at $1,300.00, and four tires for the 1984
Ford pickup at $200.00; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
WASTEWATER FACILITY PROJECT - ST. CLOUD COSTS: Sadlo made a
motion to approve payment of $157,788 principal, plus
$13,365.15 interest, as required by the Sewer Use Agreement
Hith the City of St. Cloud, for the "local" cost of St.
.J oseph ' s proportionate share of the St. Cloud plant; Rieke
seconded.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

RELEASE OF EASEMENT: Rieke made a motion to allow the
release of easement on the westerly fifty five feet of Lot
11, Block 1, of Wagner-Notch Subdivision, and retain a
perpetual utility easement for maintenance and operation of a
sewer main on the easterly fifteen feet of Lot 11, Block 1 ,
Wagner-Notch Subdivision as requested by Gerald Derr;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ST. ,JOSEPH ELDERLY APARTMENTS: Sadlo made a motion to
approve a certificate of compliance concerning the lot split
of Lot 7, Auditor's Subdivision Number 7, as requested, for
the property acquired to construct the St. Joseph Elderly
Apartments; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Hotion carried.
SEWER RATE INC~REASE : Council revieHed the proposed costs for
the comprehensive sewer fund for 1988 as required by the
Sewer Rate Ordinance. Dehler made a motion to increase the
sewer charges to customers over a two year period to provide
the revenue needed to meet the budget; starting January 1,
1988 sewer charges would increase to $.80 per 100 c.f. of
Hater used, and January 1, 1989 rates would be $1.00 per 100
c. f. of water used; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ASSESSORS SALARY INCREASE: Rieke made a motion to approve
the assessors salary increase request of $75 per month,
effective December 1 , 1987; seconded by Reber.

POLICE FEDERATION SALARY REQUESTS: The Council l'ecei ved tfie
Police Federation salary requests and ~-lÌ 11 consider them at. a
later date.
CITY HALL AND FIRE HALL ROOF REPAIR: Reber made a motion to
approve the quote of Laughlin Roofing Company, Inc. of $900
to repair the City Hall and Fire Hall roofs; seconded by
Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

ANNEXATION ORDINANCE: Sadlo made a motion to approve an
ordinance extending the corporate limits of the City as
petitioned by Irma Hoffmann, 310 East Ash Street, and
approved by the Township and ¡vJunicipal Board. This ordinance
annexes the following property:
All that part of the Northeast Quarter of the South~..¡est
Quarter (NE 1/4 SI.J 1/4) and of the Southeast Quarter of
the Northi--Jest Quarter (SE 1/4 Ní'J 1/4) of Section Ten
( 10) , Township One Hundred Twenty-four (124) North, of
