Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
November 19, 1987 at 7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm.
Rachel Stapleton.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda
with the additions of reviet-Jal of the Plumbing requirements
of Building Code Ordinance and an update on Cloverdale
Estates 3rd Addition; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
COUNCIL REPORTS: SADLO: We are preparing to dig test wells
very soon. A location by the warming house in Memorial Park
has been designated to drill a test well and in the southwest
corner of the Sisters' property by Clinton Village. The
Hells will be tested for draH down, water quality and
quantity of water.
REBER: Planning Commission minutes need clarification
concerning a building permit. The builders did not call for
an inspection prior to pouring the concrete, which would have
shown that· the proposed building was in the easement area.
The Hendrickson's attorney has recommended that they request
a variance. Mayor stated that the City Engineer felt that a
variance may not be appropriate and that it could cause the
property owners problems later. The City Hill review other
alternatives and attempt to work out something with the
property owners.
RIEKE: No report.
DEHLER: Park Commission is in the process of interviewing
persons for the position of Winter Recreation Director. Also
discussed damage deposit for Millstream Park, Park Board felt
$200 should be required, since the Lions Club has added the
nice addition on the shelter. Council discussed this issue
and many felt that the damage deposit should be the same for
both parks. Council will discuss this before January 1.
Also the Park Board discussed the condition of the old house
at Millstream Park. Because this is an original log building
a decision in the future should be made if it should be
restored or torn down.
EASEt-'JENT NAP: Reber made a motion to have the City Clerk map
out all easement areas in the City; seconded by Sadlc·.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

made a motlon to raise the current quarterly fees for refuse

DELINOUENT í.JA TER BILLS: Sadlo discussed the number of
delinquent Hater bills and discussed the manner of imposing a

LEAF BURNING ORDINANCE: Council discussed proposlng an
amendment to the leaf burning ()rdinance vJ hi c h Hould allow
burning earlier In the fall, tc! accommodate the ("Jorkathon,
and also to allow burning in the spring. Also discussed Has
providing for compost type disposal.
SNO-JOES GAMBLING LICENSE: Clerk presented the Sno-j()es
Gambling License Application and there was no objection
expressed.
BUILDING ORDINANCE AìvJENDìvJENT : (:ounci 1 discussed the water
freeze problems in the City and methods of thavJing frozen

FUTURE ARTERIAL ROAD: Sadlo discussed the proposed arterial
road to surround the City, . . 1 is in ~L _ comprehensive

plan. As the City grows and traffic inc:I'eases, the need for
construction of this road ~.Ji 11 become greater. APO lS
