I December 3, 1987
Pursuant to due call and notice thereof, the City Council
for the City of St. Joseph met in regular session on
Thursday, December 3, 1987 at 7:30 p.m. in City Hall.
MEMBERS PRESENT: Nayor Mike Loso; Councilmen Donald " Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda
with the addition of several items; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
TREASURER'S REPORT: A motion was made by Dehler to approve
the November Treasurer's report; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Notion carried.
MINUTES APPROVAL: Minutes of the November 19, 1987 meeting
were approved as presented with a motion by Dehler; seconded
by Sadlo.

Nayes: None. Motion carried.
BILLS PAYABLE: Sadlo made a motion to approve the bills
payable as presented; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
COUNCIL REP()RTS: SADLO: Test wells were drilled in the Ball
Park, with preliminary reports looking good, and on the
Sisters Millstream property, which soil tests showed fine
sand to a depth of 70 feet at which drilling was
discontinued. Water quality tests will be done on the water
from the Ball Park site.
REBER: No report.
RIEKE: No report.
DEHLER: Park Board has recommended to hire Sandra Cravens
and Geri-Anne Zubich for winter recreation directors to
develop, operate, facilitate a program, and instruct
participants in a six week program for all ages. SadIo made
a motion to approve hiring Sandra Cravens and Geri-Anne
Zubich as winter recreation directors at a combined salary of
$1800 for the six week program as recommended by the Park
Board; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

A motion was made by Dehler to allow $200 for an operational
fund for the winter recreation program; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

t1AYOR REPORTS: fvlayor discussed the icy conditions of the I
streets and recommended sanding the entire city tc! clear the
streets. Rieke made a motion to purchase and spread sand
throughout all the city streets; seconded by Reber.

REFUSE RATE INCREASE: Rieke made a, motion to increase the
rates for regular customers to $SJ.OO per month (C.:ity actual
costs) , and to $4 per month for Senior Citizens; seconded by
Dehler. C:clurlt~i 1 discussed various options of providing tIie
needed revenue to cover costs of refuse pickup, and the need
for recycling.

CHIEF OF POLICE REPORTS: E~i 11 Lorentz, C:ÌÜef of Police
reported that he Hould like to put steve Erickson on full
time status. Steve isn't getting enough hours to make a
living and Chief Lorentz said he felt he needed the extra
policing hours for adequate coverage. C:ounci 1 discussed

the Council discussed that in 1988 the Chief Hill have no
more call outs and overtime. but Hill take comp time off fo1'''
overtime and call out time. Council also discussed
scheduling practices i-Ji th the Chief.
PATROL CAR TIRES: Dehler made a motion to approve the
purchase of four tires for the patrol car at total c.c1st of
$265.48; seconded by Sadlo.

REC. AS;::;OCIATION LEASE; Council discussed Rec. Association
proposed lease and deferred action until attorney gi'les his I
opinion.
PARK FEES: Reber made a motion to retain the same rental and
deposit fees and policies for all the parks as is currently
in effect; Rieke seconded.

CLOVER DALE ESTATES 3RD ADDITION CLAIM: Reber made a motion
to deny a claim of S & L Excavating, Inc. of $9075.00 for
down time when they were asked to discontinue work in
Cloverdale Estates 3rd Addition, because this was prior to
the developer having met all the required conditions, and
prior to execution of the Developer's Agreement; Sadlo
seconded.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. t"1otion carried.
FIRE DEPARTtv1ENT: Sadlo made a motion to approve the six
month Fire Department bill for fire calls and salaries of
$9168; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Notion carried.
MPCA WASTEWATER PROJECT GRANT: Reber made a motion to
authorize the Nayor to sign the documents approving the MPCA
Grant of $146,725 for the Wastewater Facility Project;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
SALARIES: Nayor and Council discussed employee salaries for
1988.
ADJOURN: Sadlo made a motion to adjourn at 10:35 p. m. ;
seconded by Reber.

Nayes: None. Motion carried.
