Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
December 17, 1987 at 7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
OTHERS PRESENT: Martha Johnson, Bill Lorentz.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda
with additions; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Minutes of the December 3, 1987 meeting were
approved as presented with a motion by Dehler; seconded by
Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Notion carried.
FUND TRANSFERS: Sadlo made a motion to approve the following I
fund transfers:

The motion was seconded by Rieke.

COUNCIL REPORTS: SADLO: 1 ) City Hall Annex was recently lit
up with new light fixtures which were installed by Leo Sadlo
and Pat Zahler (Thanks, Leo and Pat);
2) Well #1 is not functioning correctly. May have to put
acid down now to clean the well and pull the pump in the
spring for maintenance; possibly could increase volume of
water produced by increasing pump and piping size.
REBER: Calls were received on snow removal from sidewalks.
The ordinance requiring snow removal within 24 hours, on
sidewalks covers all the sidewalks in the City.
RIEKE: The Planning Commission met and discussed with
Hendricksons their easement problem.
DEHLER: The attendants for the skating warming houses have
been hired. The Park Board is Hondering if a window could be
put in the warming house at the Ball Park Rink. It also
needs other minor repairs. I
NAYOR REPORTS: 1) Hutchinson Technology is interested in
expanding in the Columbia Gear building. They would need
City water and sewer which may require annexation if they do

Economic Development Corporation has met with City and

Township representatives to look at options available.
Meetings have been set up with St. Joseph Township Board and
the City Council on Monday, Tuesday, and Wednesday, December
21, 22, and 23 at 8:00 p.m. to see if an agreement can be
worked out to accommodate this firm. Grants may be available
for water and sewer projects for this project. Area Planning
Organization has complied some information which will be
distributed to the Council.
2) Sisters of the Order of St. Benedict paid the interest on
their assessment for the wastewater facility project.
CHIEF OF POLICE LORENTZ REPORTS: Chief Lorentz presented a
request to allow the police intern to do a survey on assorted
questions concerning the police department. He requested the
Council to make additions or changes. The Chief will have a
report turned in on the results of the survey.
PATROLMAN, PART TIt-'1E: Rieke made a motion to allow Steven
Erickson to work in 1988, no more than 39 hours in any week
and a maximum of 1300 hours during the year, t-¡hich would also
allow his participation in PERA, this to be reviewed the
seconded meeting in January; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

TERMS OF EMPLOYMENT: Dehler made a motion to put together a
"Terms of Employment" agreement in January; seconded by
Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
CITY ENGINEER JOE BETTENDORF REPORTS: Joe discussed the
status of the streets and sewer and water in Cloverdale
Estates 3rd Addition; he will write a letter outlining the
Developer's responsibility concerning the status of these.
BUILDING ORDINANCE: Rieke made a motion approving the
amendment to the building ordinance which allows only metal
type pipe for water service lines in the City; seconded by
Reber.

WASTEWATER FACILITY PROJECT: Rieke made a motion to approve
application for payment #9 to Landwehr Heavy Moving, Inc. of
$4,265.35; Reber seconded.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
TEST ~..JELL: Reber made a motion to approve the payment of
$4215.00 to Donabauer Well and Pump Co. for the test wells
project; Rieke seconded.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

amendment to the leaf burning ordinance changing the fall

Mayor called a recess at 9:35 p.m. and re-opened the meeting
at 9:47.
A motion was made by Reber to have an automatic door closer
installed on the City Hall Annex apartment front door;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
EMPLOYEE SALARIES: Sadlo made a motion to approve an
increase of $900 to each employee salary step and to approve
step increases of the following: Bradley t-'leyer to step 2;
Richard Taufen to step 8; Rachel Stapleton to step 5; Judy
Weyrens to step 3. The motion was seconded by Rieke.
Ayes: Loso, Reber, Dehler, SadIo, Rieke.
Nayes: None. Motion carried.
Dehler made a motion to allow the Martin Luther King holiday
a paid holiday, and to put a cap on the employee dependent
I health insurance costs to the City. All other benefits to
stay the same. The motion was seconded by Sadlo.
